Provided are a method for preparing a high-pressure leaching solution and a method for preparing nickel cobalt hydroxide. The method includes: performing a high-pressure acid leaching treatment on a reductive nickel laterite slurry to obtain a high-pressure leaching solution. The reductive nickel laterite slurry is mixed with an oxidant prior to the high-pressure acid leaching treatment, and / or the reductive nickel laterite slurry is added with the oxidant during the high-pressure acid leaching treatment. The method has a simple production process, and reduces the smelting cost of reductive nickel laterite.
