Abstract

A vehicle control device (1) includes one or more processors. When a prespecified first requirement is met, the one or more processors activate engine start lock that prohibits starting of an engine of a vehicle (4). After activating the engine start lock, the one or more processors acquire a second request for deactivating the engine start lock from a user of the vehicle (4) who is different from an owner of the vehicle (4). When the second request is acquired, the one or more processors determine whether to permit deactivation of the engine start lock based on a predetermined condition. When it is determined to permit deactivation of the engine start lock, the one or more processors deactivate the engine start lock.
