Abstract

The decoding device (200) includes a circuit (b1) and a memory (b2) connected to the circuit. During operation, the circuit (b1) decodes the computing power information that has been associated with the neural network from the bit stream (S701), and decodes the image from the bit stream using the neural network based on the computing power information (S702). For example, the circuit (b1) may also further determine during operation whether the computing power of the decoding device (200) meets the computing power indicated by the computing power information. When it is determined that the computing power of the decoding device (200) meets the computing power indicated by the computing power information, a first image is generated from the bit stream using the neural network, and a second image is decoded from the bit stream with reference to the first image.
