Abstract

This invention provides a low-cost porous transport layer and a PEM-type water electrolyzer with excellent long-term reliability, combining conductivity and corrosion resistance, through a porous transport layer and a PEM-type water electrolyzer having the aforementioned porous transport layer. The porous transport layer comprises: a porous matrix composed of a conductive material; a first film containing a metal oxide formed on the surface of the conductive material constituting the porous matrix; and a second film containing a noble metal or a conductive noble metal oxide formed on the first film.
