The invention of an MFL video decoder includes a circuitry configured to receive syntactic elements from the video bitstream encoded in the hcrp parameter set or image header, and to determine the minimum brightness encoding block size, verifying whether the minimum brightness encoding block size falls within the range of allowed minimum brightness encoding block sizes with an upper limit smaller than the maximum allowed encoding tree (CT) block size. The resolution of the encoded image refers to a set of parameters or includes the image title in the encoded video based on the smallest brightness encoding block size. The upper limit of the range of allowed smallest brightness encoding block sizes can be a predetermined largest allowable brightness encoding block size.
