Abstract

The section discusses methods and equipment for encoding and decoding video data and storage media readable by computer. Examples of methods include decoding, from the encoded video bit stream, a clearly defined scaling list; determining, based on the values ​​of one or more decoded syntactic elements, the sequence parameter set (SPS) of the encoded video bit stream, a set of block types for which a clearly defined scaling list is appropriate to apply; and apply a clearly defined scaling list to the block included in the set of block types.
