Abstract

The invention relates to a method and apparatus for encoding and decoding video. The sample method includes a decoding step, via the first syntax level of the video bitstream, where the syntax element controls the first block separation filter with a value specifying whether the block separation filter information is present at the second syntax level of the bitstream; decoding, via the first syntax level of the bitstream, where the syntax element controls the second block separation filter with a value specifying whether to enable block separation overwrite. In response to the first block separation filter control element, the block separation filter information is clearly defined in the second syntax level of the bit stream, and regardless of the value of the second block separation filter control element, it encodes, through the second syntax level, one or more syntax elements specifying the block separation filter information, and applies, based on the block separation filter information, the block separation filter to the video data block.
