Abstract
The invention relates to a method and system for optimizing the end-user experience quality for layered encoded video transmission in an uplink CR-RSMA system consisting of a primary user and a secondary user. The secondary user splits the signal into a public stream and a private stream. The private stream power is limited by the primary user's SINR protection constraint. From the public and private stream speeds, the system determines the effective video rate, the maximum number of layered encoder enhancement layers (SVCs) that can be exploited, and the optimal power allocation to maximize end-user QoE. The invention also controls the outage probability of the primary user (PU) and the secondary user (SU) below predetermined thresholds.
