Abstract

The invention relates to a video decoding device comprising a circuitry configured to receive a syntax element from the bitstream of encoded video contained in a parameter set or picture header and to determine the smallest brightness encoder block size, to verify whether the smallest brightness encoder block size falls within the range of allowable smallest brightness encoder block sizes with an upper bound smaller than the largest allowable encoder tree block size (CTU), and to decode the encoded image referencing the parameter set or including the picture header in the encoded video based on the smallest brightness encoder block size. The upper bound of the range of allowable smallest brightness encoder block sizes may be a predetermined largest allowable smallest brightness encoder block size.
