Abstract

A charging plan creation unit 114 references charging deterioration characteristics and storage deterioration characteristics of a battery, and on the basis of the state of charge (SOC) of the battery at the start of charging, a charging target SOC, the charging start time, and the charging end time, creates a charging plan for minimizing deterioration of the battery. A DR command reception unit 113 receives a demand response command including a control time window for demand suppression and a control amount. A priority level selection range generation unit 115 creates a priority level selection range in which completion of the demand response command and completion of charging having suppressed deterioration are used as both end values. When the control time window for the demand response command is included in a period from the charging start time to the charging end time, the charging plan creation unit 114 creates a charging plan by further referencing the control amount of demand suppression and the priority level selected by a user from the priority selection range.
