[0002] Example embodiments of the present disclosure generally relate to the field of communication techniques and in particular, to devices and methods for power control for handover (HO) .BACKGROUND

[0003] A non-terrestrial network (NTN) refers to a network or segment of networks using radio frequency (RF) resources on board a satellite or unmanned aircraft system (UAS) platform. The NTN could provide ubiquitous and resilient wireless service beyond the terrestrial network coverage. The 3rd Generation Partnership Project (3GPP) has started the standardization of NTN since the fifth generation (5G) communication system. NTN is expected to be fully integrated with TN in the sixth generation (6G) .SUMMARY

[0064] In NTN, handover from a source cell to a target cell may include intra-satellite handover or inter-satellite handover. FIGs. 3A to 3D illustrate schematic diagrams of intra-satellite handover and inter-satellite handover in accordance with some embodiments of the present disclosure. As shown in FIG. 3A, a satellite communication system supports two cells associated with the same gateway or base station. In this case, if a terminal device performs a handover between the two cells, the handover occurs on the same feeder link, which means that the handover is carried out through the same gateway or base station. The handover as shown in FIG. 3A may also be referred to as intra-satellite handover with the same feeder link.

[0070] In a solution, the general UE procedure confirmed for NTN RACH-less HO may include the following steps: (1) receiving a RACH-less HO command which can include pre-allocated grant optionally (for L3 RACH-less HO at theRRC layer; and for L1 / L2 RACH-less HO at the MAC layer) ; (2) starting the timer T304 for the target cell (for example, at the RRC layer ) ; (3) performing DL and UL synchronization, and starting the timer T430 (for example, at the RRC layer, the MAC layer) ; (4) starting a time alignment timer (for example, at the MAC layer) ; (5) monitoring the target cell physical downlink control channel (PDCCH) for dynamic grant if pre-allocated grant is not configured in RACH-less HO command, for example, at the MAC layer, the physical (PHY) layer; (6) sending an initial UL transmission including RRCReconfigurationComplete message using the available UL grant (for example, at the RRC layer, the MAC layer, the PHY layer) ; (7) considering RACH-less HO is completed upon receiving NW confirmation (for  example, at the RRC layer, the MAC layer) ; and (8) stopping the timer T304 for the target cell (for example, at the RRC layer ) .

[0071] Furthermore, the pre-allocated grant may be provided as type-1 CG. At least for the pre-allocated grant, for the confirmation of RACH-less HO completion, LTE approach may be reused, i.e., UE Contention Resolution Identity MAC CE is used but the UE ignores the content of this field. Combining RACH-less HO with time-based conditional handover (CHO) for NTN may be supported, and the following is further taken into account: (1) validity of pre-allocated grant and potential waste of reserved resource; and (2) when / how to provide dynamic grant in PDCCH.
