An objective of the present invention is to provide: a power conversion device (100) that quickly discharges a capacitor (3) while suppressing the application of a high voltage to the power conversion device (100) by stopping a motor (6) when the vehicle is commanded to stop; and a vehicle. A power conversion device (100) includes: a capacitor (3); a discharge switch (5) for discharging residual charge via a discharge resistor (4); a power conversion circuit (22); a drive circuit (13) for controlling the power conversion circuit (22); a drive state determination unit (16) for determining the drive state of the power conversion circuit (22); and a control device (18) for providing a control signal to the drive circuit (13). The control device (18) performs all-phase short-circuit control upon receiving a power conversion stop command, and turns on the discharge switch (5) to discharge the capacitor (3) after determining by means of the drive state determination unit (16) that an all-phase short-circuit state has been entered.
