The present invention relates to an apparatus and a method for manufacturing a bolt to which a fiber-reinforced plastic material is applied, and, more specifically, comprises: a mixing unit for mixing a raw material with a fiber reinforcement; and a thread rolling unit for thread-rolling the raw material mixed with the fiber reinforcement by the mixing unit, wherein the thread rolling unit includes: a holding unit for fixing the raw material; and a thread rolling die, which rotates and is transferred to the holding unit so as to form threads on the surface of the raw material.
