The present invention provides an early uplink synchronization method in a user equipment (UE), and a UE. The early uplink synchronization method in a UE comprises: the UE receives a PDCCH order for triggering early uplink synchronization of an LTM target candidate cell; the UE initiates a random access procedure triggered by the PDCCH order, and sends a random access preamble to the LTM target candidate cell; and when receiving a CLTM early synchronization TA command comprising at least a TA value from a network side, the UE performs at least one operation among the following operations: operation 1: applying the CLTM early synchronization TA command to an associated CLTM target candidate cell; operation 2: starting or restarting a time alignment timer (TAT) associated with the CLTM early synchronization TA command; operation 3: a MAC layer of the UE indicating to the upper layer the reception of the CLTM early synchronization TA command; and operation 4: an RRC layer of the UE applying a configuration of one TAT.
