Various embodiments of the present disclosure relate to a Fresnel zone plate having, applied on glass, a pattern for frequency-selectively transmitting or blocking electromagnetic waves, and a transparent reconfigurable intelligent surface for beam focusing using the Fresnel zone plate. The reconfigurable intelligent surface may comprise: glass; and a Fresnel zone plate formed on the glass and including a Fresnel zone plate (FZP) pattern including an innermost central circle region formed as a plurality of concentric circles on the same plane and a plurality of circular ring regions surrounding the central circle region and an inner circular ring region, wherein the central circle region and the plurality of circular ring regions are alternately set as an electromagnetic wave transmission region and an electromagnetic wave blocking region, and the electromagnetic wave blocking region includes a plurality of electromagnetic wave blocking patterns formed of metal.
