A candidate resource having an index number in an access occasion set is indicated to a terminal device, and on the basis of a count value or a random number of the terminal device, a corresponding candidate resource is allocated to the terminal device for sending access information, thereby mitigating the problem of resource conflict caused by random selection. In the present application, in the scenario of random access of a plurality of terminal devices, the problem of conflict among the plurality of terminal devices when selecting random access resources is mitigated, and the access efficiency of the terminal devices can be improved, thereby improving the utilization rate of candidate resources.
