A first apparatus obtains a first base matrix, the first base matrix comprising a plurality of groups divided by rows, wherein a first group among the plurality of groups comprises an a-th row and a b-th row, and if the value at the a-th row and a j-th column is 1, the value at the b-th row and the j-th column is also 1, and an element at the a-th row and the j-th column and an element at the b-th row and the j-th column correspond to a same shift value; and obtaining an encoding matrix on the basis of the first base matrix, the encoding matrix being used for encoding first information. The characteristic satisfied by the first base matrix is conducive to reducing the density of elements having a value of '1' during decoding, thereby reducing processing complexity.
