Abstract

This video encoding device: defines a plurality of division points in a horizontal direction in a picture to be processed; sets a plurality of division points in a vertical direction; defines a plurality of partial regions defined by straight lines extending from the division points; sets the magnification in the horizontal direction and the magnification in the vertical direction for each of the plurality of partial regions; if the magnification in the horizontal direction and the magnification in the vertical direction of a plurality of partial regions adjacent in the horizontal direction are the same, combines said partial regions into one partial region; if the magnification in the horizontal direction and the magnification in the vertical direction of a plurality of partial regions adjacent in the vertical direction are the same, combines said partial regions into one partial region; and executes an affine transformation calculation for each partial region.
