The method may comprise: a terminal device monitoring a wake-up signal in a first cell, wherein the wake-up signal is used to wake up the terminal; and in response to the wake-up signal, the terminal device sending a PUCCH in a second cell, wherein resources for the PUCCH in the second cell are associated with resources for the wake-up signal in the first cell, and the first cell and the second cell are different serving cells for the terminal device. In this way, the terminal device can monitor the wake-up signal on a cell, and considering that there may be no PUCCH resources on the cell, the terminal device can send the PUCCH on another cell. In addition, the association between the resources for the wake-up signal and the PUCCH resources can be established, such that the terminal device can use corresponding PUCCH resources to send the PUCCH when detecting the wake-up signal.
