Description

POLICY PROVISIONING METHOD, AND RELATED DEVICESTECHNICAL FIELD

[0001] The present application relates to wireless communication, and more particularly, to a policy provisioning method, and related devices.BACKGROUND ART

[0002] In cellular wireless communication systems developed by the Third Generation Partnership Project (3GPP) , user equipment (UE) is connected by a wireless link to a radio access network (RAN) . The RAN includes a set of base stations (BSs) which provide wireless links to UEs located in cells covered by the base station and an interface to a core network (CN) which provides overall network control. The RAN and CN each conduct respective functions in relation to the overall network. The so-called 4G Long Term Evolution (LTE) system, namely, an Evolved Universal Mobile Telecommunication System Territorial Radio Access Network (E-UTRAN) had been developed for a mobile access network where one or more macro-cells are supported by a base station known as an eNodeB or eNB (evolved NodeB) . Evolved from LTE, the so-called 5G or new radio (NR) systems where one or more cells are supported by a base station known as a gNB. Envisioned to succeed the current 5G networks, the 6G cellular system is the forthcoming generation of wireless communication technology.

[0003] In 5G system, Access Network Discovery and Selection Policy (ANDSP) enables the UE to discover and select suitable access networks based on the operator's policies and preferences, particularly to indicate the WLAN Selection Policy and non-3GPP access network. Traditionally, the ANDSP is assumed to be supported by the PCF supporting UE Route Selection Policy (URSP) (defined in TS 23.503) , so the AMF does not select a PCF based on UE indication and subscription information from UDM. Furthermore, the ANDSP provisioning by PCF is based on the ANDSP Support Indication in the UE Policy Container, not the ANDSP Provisioning Request Indication.

[0004] As a result, in the existing arts, all PCFs supporting URSP need to support ANDSP, considering the ANDSP is not widely used, it increases unnecessary cost for operator. In addition, the UE supports the non-3GPP Capability / ANDSP Capability doesn’ t mean the UE needs the ANDSP, only when the non-3GPP Capability / ANDSP Capability is enabled, the UE would need ANDSP to enable the non-3GPP access to 5GC. These drawbacks should be addressed in order to enhance further development of the cellular communication networks.SUMMARY

[0021] In this document, a combination such as “at least one of A, B, or C, ” “one or more of A, B, or C, ” “at least one of A, B, and C, ” “one or more of A, B, and C, ” or “A, B, and / or C” may be A only, B only, C only, A and B, A and C, B and C, or A and B and C, where any combination may contain one or more members of A, B, or C.

[0022] The following table includes some abbreviations used in some embodiments of the present application:

[0023] This application provides solutions to addressing how to select the PCF supporting ANDSP and how to provision the ANDSP to the UE to authorize the UE to enable non-3GPP access to core network (e.g., 6GC) operation. By using the solutions proposed in this application, the operator is able to control and configure the UE in a dynamic manner.

[0024] FIG. 1 shows a 5G architecture in a service-based representation. It is noted that this application is applicable to the architecture shown in FIG. 1, but is not limited thereto. The application can also be applied to future communication system such as 6G system.

[0025] The illustrated 5G system architecture can be service-based and interaction between network functions can be represented by corresponding service-based interfaces. As illustrated in FIG. 1, service-based representations can be used to represent network functions within the control plane that enable other authorized network functions to access their services. In this regard, 5G system architecture can include the following service-based interfaces: Namf (a service-based interface exhibited by the AMF) , Nsmf (a service-based interface exhibited by the SM) , Nnef (a service-based interface exhibited by the NEF) , Npcf (a service-based interface exhibited by the PCF) , a Nudm (a service-based interface exhibited by the UDM) , Naf (a service-based interface exhibited by the AF) , Nnrf (a service-based interface exhibited by the NRF) , Nnssf (a service-based interface exhibited by the NSSF) , Nausf (a service-based interface exhibited by the AUSF) . Other service-based interfaces (e.g., Nudr and Nudsf) can also be used.

[0026] As shown in FIG. 1, policy related network elements mainly include the PCF, the AMF, the SMF, the RAN, and the UE.The PCF determines policy rules for network behaviors. This may include deciding how network resources are allocated, ensuring efficiency of network capabilities. The SMF is mainly responsible for executing session related policies. The AMF is mainly responsible for executing access and UE policy related policies. Policy transmission and update of the two network elements (the AMF and the SMF) are managed and controlled by the PCF.

[0027] Specific to a UE policy, information about the UE policy, including a content of the UE policy, an Identifier (ID) of the UE policy, etc., is monitored between the PCF and the UE through a container. In an uplink direction, the container is sent to the AMF by the UE through a Non-Access Stratum (NAS) message, and continues to be transparently transmitted (without perception or modification) to the PCF by the AMF. Reversely, in a downlink direction, the container is sent to the AMF by the PCF, and is further transparently transmitted to the UE by the AMF through a NAS message.

[0028] In some embodiments, a user equipment (UE) includes at least one memory configured to store program instructions and at least one processor configured to execute the program instructions, which cause the at least one processor to transmit a request indication in UE policy container to a second network entity (e.g., a policy control function (PCF) ) supporting access network discovery and selection policy (ANDSP) and to perform non-3GPP access to core network operation based on the ANDSP determined by the second network entity.

[0029] In some embodiments, a first network entity (e.g., an access and mobility management function (AMF) ) includes at least one memory configured to store program instructions and at least one processor configured to execute the program instructions, which cause the at least one processor to receive, by the first network entity, a capability indication in a registration request message from a user equipment (UE) and to select a second network entity (e.g., a policy control function (PCF) ) supporting access network discovery and selection policy (ANDSP) based on the capability indication.

[0030] In some embodiments, a second network entity (e.g., a policy control function (PCF) ) includes at least one memory configured to store program instructions and at least one processor configured to execute the program instructions, which cause the at least one processor to receive a request indication in UE policy container from a user equipment (UE) and to provision ANDSP to the UE based on the request indication.

[0031] FIG. 2 is a flowchart of a policy provisioning method 100 by a user equipment (UE) according to an embodiment of the present application. Referring to FIG. 2, the method 100 includes the followings.

[0032] In Step 110, the UE transmits a request indication (e.g., an ANDSP request indication) in UE policy container to a second network entity (e.g., a policy control function (PCF) ) supporting access network discovery and selection policy (ANDSP) . More specifically, the ANDSP may be determined by the second network entity based on the request indication transmitted by the UE. In addition to the request indication, the second network entity may provision the ANDSP to the UE further based on subscription information that may be retrieved from a fourth network entity (e.g., a unified data repository (UDR) ) by the second network entity. A first network entity (e.g., an access and mobility management function (AMF) ) may forward the UE policy container including the request indication from the UE to the second network entity for the second network entity to determine the ANDSP.

[0033] In Step 120, the UE performs non-3GPP access to core network operation based on the ANDSP determined by the second network entity. More specifically, the first network entity may forward the determined ANDSP from the second network entity to the UE via the UE policy container. The UE Policy container may contain the determined ANDSP from the second network entity and is transferred transparently from the first network entity. The first network entity may establish a UE policy association with the second network entity for ANDSP delivery. The second network entity may update the ANDSP to the UE due to a subscription change in a list of public land mobile networks (PLMNs) where the UE is authorized to perform communication operation. Also, the second network entity may update the ANDSP to the UE due to a change of service specific parameter.

[0034] In some embodiments, the UE may transmit a capability indication (e.g., a non-3GPP capability indication / ANDSP capability indication) in a registration request message to the first network entity for the first network entity to select the second network entity supporting the ANDSP. More specifically, the second network entity supporting the ANDSP may be selected by the first network entity based on the capability indication transmitted by the UE. The capability indication may be included in UE mobility management (MM) core network capability. In addition to the capability indication, the first network entity may select the second network entity supporting the ANDSP further based on ANDSP authorization information that may be retrieved from a third network entity (e.g., a unified data management (UDM) ) by the first network entity.

[0035] In some embodiments, the ANDSP may include validity time indicating expiration time of the ANDSP. More particularly, the validity time may be set for all ANDSP rules or each ANDSP rule.

[0036] In the present application, how to select the second network entity (e.g. PCF) supporting ANDSP and how to provision the ANDSP to the UE to authorize the UE to enable non-3GPP access to core network (e.g., 6GC) operation can be addressed. With the method 100, the operator is able to control and configure the UE in a dynamic manner.

[0037] FIG. 3 is a flowchart of a policy provisioning method 200 by a first network entity (e.g., an access and mobility management function (AMF) ) according to an embodiment of the present application. Referring to FIG. 3, the method 200 includes the followings. In Step 210, the first network entity receives a capability indication (e.g., a non-3GPP capability indication / ANDSP capability indication) in a registration request message from a user equipment (UE) . In Step 220, the first network entity selects a second network entity (e.g., a policy control function (PCF) ) supporting ANDSP based on the capability indication. Other details of the method 200 may be referred to the method 100 described above and are not repeated herein.

[0038] FIG. 4 is a flowchart of a policy provisioning method 300 by a second network entity (e.g., a policy control function (PCF) ) according to an embodiment of the present application. Referring to FIG. 4, the method 300 includes the followings. In Step 310, the second network entity receives a request indication (e.g., an ANDSP request indication) in UE policy container from a user equipment (UE) . In Step 320, the second network entity provisions ANDSP to the UE based on the request indication. Other details of the method 300 may be referred to the method 100 described above and are not repeated herein.

[0039] Further details are described as follows.

[0040] It is noted that 5G System is taken as an example for illustration of the solutions proposed in this application; however, the present application is not limited thereto.

[0041] It is also noted that similar mechanism as the PCF based UE Policy provisioning mechanism defined in TS 23.503 may be used to provision the ANDSP to the UE.

[0042] For PCF based Service Authorization and Provisioning to a UE, the Registration procedures as defined in clause 4.2.2.2 of TS 23.502, UE Policy Association Establishment procedure as defined in clause 4.16.11 of TS 23.502 and UE Policy Association Modification procedure as defined in clause 4.16.12 of TS 23.502 apply with the following additions:

[0043] - If the UE indicates its non-3GPP Capability / ANDSP Capability in the Registration Request message and the UE is authorized to use ANDSP based on subscription information from UDM, the AMF selects the PCF which supports ANDSP provisioning and establishes a UE policy association with the PCF for ANDSP delivery.

[0044] - If the UE supports the ANDSP Capability and it does not have valid ANDSP, the UE includes the UE Policy Container with an ANDSP Provisioning Request Indication in the Registration Request message during the registration procedure.

[0045] - If the UE includes the ANDSP Provisioning Request Indication in the UE Policy Container, the PCF determines whether to provision the ANDSP to the UE, as specified in clause 6.1.2.2.2 of TS 23.503, and the PCF provides the ANDSP to the UE by using the procedure as defined in clause 4.2.4.3 "UE Configuration Update procedure for transparent UE Policy Delivery" in TS 23.502.

[0046] It should be noted that the UE may perform UE triggered Policy Provisioning procedure to the PCF similar as procedures specified in clause 6.2.4 of TS 23.304 and 6.2.4 of TS 23.287 when the UE determines the ANDSP is invalid (e.g. Policy / Parameter is outdated, missing or invalid) .

[0047] In some examples, the PCF may update the ANDSP to the UE in following conditions:

[0048] - When there is a subscription change in the list of PLMNs where the UE is authorized to perform the 6G operation. This is achieved by using UE Policy Association Modification initiated by the PCF procedure as defined in clause 4.16.12.2 of TS 23.502.

[0049] - When there is a change of service specific parameter as described in clause 4.15.6.7 of TS 23.502.

[0050] It is noted that when the UE is roaming, the change of subscription resulting in updating of the service authorization parameters may be transferred to the UE by H-PCF via V-PCF.

[0051] FIG. 5 is a flowchart of an exemplary registration procedure according to an embodiment of the present application. For the registration procedure applied in this application, it may be referred to the registration procedure specified in TS 23.502 clause 4.2.2.2.2 for more details, but some enhancement should be taken, as described below.

[0052] Referring to FIG. 5, in step 1, the UE transmits a registration request to UE to (R) AN. The registration request may include AN message (AN parameters, Registration Request (Registration type, SUCI or 5G-GUTI or PEI, [last visited TAI (if available) ] , Security parameters, [Requested NSSAI] , [Mapping Of Requested NSSAI] , [Default Configured NSSAI Indication] , [UE Radio Capability Update] , [UE MM Core Network Capability] , [PDU Session status] , [List Of PDU Sessions To Be Activated] , [Follow-on request] , [MICO Indication] , [Requested Active Time] , [Requested DRX parameters for E-UTRA and NR] , [Requested DRX parameters for NB-IoT] , [extended idle mode DRX parameters] , [LADN DNN (s) or Indicator Of Requesting LADN Information] , [NAS message container] , [Support for restriction of use of Enhanced Coverage] , [Preferred Network Behaviour] , [UE paging probability information] , [Paging Subgrouping Support Indication] , [UE Policy Container (the list of PSIs, ANDSP Provisioning Request Indication, the operating system identifier, Indication of URSP Provisioning Support in EPS, UE capability of reporting URSP rule enforcement to network, UE capability of supporting VPLMN-specific URSP rules) ] and [UE Radio Capability ID] , [Release Request indication] , [Paging Restriction Information] , PEI, [PLMN with Disaster Condition] , [Requested Periodic Update time] , [Unavailability Period Duration] , [Start of Unavailability Period] , [Unavailability Type] ) ) . It is noted that in the registration request, UE MM Core Network Capability and ANDSP Provisioning Request Indication in UE Policy Container are particularly related to the solutions proposed in this application. The UE Policy Container and its usage may be referred to TS 23.503.

[0053] In the UE MM Core Network Capability, the non-3GPP Capability / ANDSP Capability Indication is included.

[0054] Referring to FIG. 5, in step 21b, the new AMF performs a UE Policy Association Establishment as defined in clause 4.16.11. For an Emergency Registration, this step is skipped. More specifically, the new AMF sends a Npcf_UEPolicyControl Create Request to PCF. PCF sends a Npcf_UEPolicyControl Create Response to the new AMF.

[0055] It is noted that PCF triggers UE Configuration Update Procedure may be referred to clause 4.2.4.3.

[0056] After the registration, based on the non-3GPP Capability Indication / ANDSP Capability Indication and ANDSP Allowed Indication in the subscription information received from UDM, the AMF discovers and selects a PCF supporting the ANDSP provisioning and establishes UE Policy Association with the selected PCF.

[0057] FIG. 6 is a flowchart of an exemplary UE configuration update procedure for transparent UE policy delivery according to an embodiment of the present application. Based on the ANDSP Provisioning Request Indication in the UE Policy Container, the PCF determines to provision the ANDSP via UE Policy Container to UE via UE configuration update procedure (which may be referred to clause 4.2.4.3 of TS 23.502) . Referring to FIG. the UE configuration update procedure includes the following steps:

[0058] In step 0, PCF decides to update UE policy based on triggering conditions such as an initial registration, registration with 5GS when the UE moves from EPS to 5GS, or need for updating UE policy as follows:

[0059] - For the case of initial registration and registration with 5GS when the UE moves from EPS to 5GS, the PCF compares the list of PSIs included in the UE policy information in Npcf_UEPolicyControl_Create request and determines, as described in clause 6.1.2.2.2 of TS 23.503, whether UE policy information have to be updated and be provided to the UE via the AMF using DL NAS TRANSPORT message; and

[0060] - For the network triggered UE policy update case (e.g. the change of UE location, the change of Subscribed S-NSSAIs as described in clause 6.1.2.2.2 of TS 23.503) , the PCF checks the latest list of PSIs to decide which UE policies have to be sent to the UE.

[0061] The PCF checks if the size of the resulting UE policy information exceeds a predefined limit:

[0062] - If the size is under the limit, then UE policy information are included in a single Namf_Communication_N1N2MessageTransfer service operation as described below.

[0063] - If the size exceeds the predefined limit, the PCF splits the UE policy information in smaller, logically independent UE policy information ensuring the size of each is under the predefined limit. Each UE policy information will be then sent in separated Namf_Communication_N1N2MessageTransfer service operations as described below.

[0064] It is noted that NAS messages from AMF to UE do not exceed the maximum size limit allowed in NG-RAN (PDCP layer) , so the predefined size limit in PCF is related to that limitation.

[0065] It is noted that the mechanism used to split the UE policy information is described in TS 29.507.

[0066] In step 0a, if the PCF has not subscribed to be notified by the AMF about the UE response to an update of UE policy information, the PCF subscribes to the AMF to be notified about the UE response to an update of UE policy information.

[0067] In step 1, PCF invokes Namf_Communication_N1N2MessageTransfer service operation provided by the AMF. The message includes SUPI, UE Policy Container.

[0068] In step 2, if the UE is registered and reachable by AMF in either 3GPP access or non-3GPP access, AMF shall transfer transparently the UE Policy container to the UE via the registered and reachable access.

[0069] If the UE is registered in both 3GPP and non-3GPP accesses and reachable on both access and served by the same AMF, the AMF transfers transparently the UE Policy container to the UE via one of the accesses based on the AMF local policy.

[0070] If the UE is not reachable by AMF over both 3GPP access and non-3GPP access, the AMF reports to the PCF that the UE Policy container could not be delivered to the UE using Namf_Communication_N1N2TransferFailureNotification as in the step 5 in clause 4.2.3.3.

[0071] If AMF decides to transfer transparently the UE Policy container to the UE via 3GPP access, e.g. the UE is registered and reachable by AMF in 3GPP access only, or if the UE is registered and reachable by AMF in both 3GPP and non-3GPP accesses served by the same AMF and the AMF decides to transfer transparently the UE Policy container to the UE via 3GPP access based on local policy and the UE is in CM-IDLE and reachable by AMF in 3GPP access, the AMF starts the paging procedure by sending a Paging message described in the step 4b of Network Triggered Service Request (in clause 4.2.3.3) . Upon reception of paging request, the UE shall initiate the UE Triggered Service Request procedure (clause 4.2.3.2) .

[0072] In step 3, if the UE is in CM-CONNECTED over 3GPP access or non-3GPP access, the AMF transfers transparently the UE Policy container (UE policy information) received from the PCF to the UE. The UE Policy container includes the list of Policy Sections as described in TS 23.503. The ANDSP is included in the UE Policy Container.

[0073] In step 4, the UE updates the UE policy provided by the PCF and sends the result to the AMF.

[0074] In step 5, the AMF forwards the response of the UE to the PCF using Namf_Communication_N1MessageNotify.

[0075] The PCF maintains the latest list of PSIs delivered to the UE and updates the latest list of PSIs in the UDR by invoking Nudr_DM_Update (SUPI, Policy Data, Policy Set Entry, updated PSI data) service operation.

[0076] If the PCF is notified about UE Policy delivery failure from the AMF, the PCF may initiate UE Policy Association Modification procedure to provide a new trigger "Connectivity state changes" in Policy Control Request Trigger of UE Policy Association to AMF as defined in clause 4.16.12.2. The PCF may re-initiate the UE Configuration Update procedure for transparent UE Policy delivery as in step 1 when the PCF is notified of the UE connectivity state changed to CONNECTED.

[0077] It is noted that for backward compatibility the PCF may subscribe the "Connectivity state changes (IDLE or CONNECTED) " event in Rel-15 AMF as defined in clause 5.2.2.3.

[0078] Access Network Discovery &Selection Policy (ANDSP) rules are shown in Table 1 below. The ANDSP may be referred to clause 6.6.1 of TS 23.503 for more details. More particularly, a validity time may be set for all ANDSP rules or each ANDSP rule (e.g. WLANSP rule) .

[0079] Table 1

[0080] The embodiment of the present application further provides a computer readable storage medium for storing a computer program. The computer readable storage medium enables a computer to execute corresponding processes implemented in each of the methods of the embodiments of the present application. For brevity, details will not be described herein again.

[0081] The embodiment of the present application further provides a computer program product including computer program instructions. The computer program product enables a computer to execute corresponding processes implemented in each of the methods of the embodiments of the present application. For brevity, details will not be described herein again.

[0082] The embodiment of the present application further provides a computer program. The computer program enables a computer to execute corresponding processes implemented in each of the methods of the embodiments of the present application. For brevity, details will not be described herein again.

[0083] Those of skill in the art will appreciate that information and signals may be represented using any of a variety of different technologies and techniques. For example, data, instructions, commands, information, signals, bits, symbols, and chips that may be referenced throughout the above description may be represented by voltages, currents, electromagnetic waves, magnetic fields or particles, optical fields or particles, or any combination thereof.

[0084] Further, those of skill in the art will appreciate that the various illustrative logical blocks, modules, circuits, and algorithm steps described in connection with the embodiments disclosed herein may be implemented as electronic hardware, computer software, or combinations of both. To clearly illustrate this interchangeability of hardware and software, various illustrative components, blocks, modules, circuits, and steps have been described above generally in terms of their functionality. Whether such functionality is implemented as hardware or software depends upon the particular application and design constraints imposed on the overall system. Skilled artisans may implement the described functionality in varying ways for each particular application, but such implementation decisions should not be interpreted as causing a departure from the scope of the present invention.

[0085] The methods, sequences and / or algorithms described in connection with the embodiments disclosed herein may be embodied directly in hardware, in a software module executed by a processor, or in a combination of the two. A software module may reside in RAM memory, flash memory, ROM memory, EPROM memory, EEPROM memory, registers, hard disk, a removable disk, a CD-ROM, or any other form of storage medium known in the art. An exemplary storage medium is coupled to the processor such that the processor can read information from, and write information to, the storage medium. In the alternative, the storage medium may be integral to the processor.

[0086] It should be understood that any embodiments disclosed herein as being “non-transitory” do not exclude any physical storage medium, but rather exclude only the interpretation that the medium can be construed as a transitory propagating signal.

[0087] The elements and components of an embodiment of the invention may be physically, functionally and logically implemented in any suitable way. Indeed, the functionality may be implemented in a single unit, in a plurality of units or as part of other functional units. Although the present invention has been described in connection with some embodiments, it is not intended to be limited to the specific form set forth herein. Rather, the scope of the present invention is limited only by the accompanying claims. Additionally, although a feature may appear to be described in connection with particular embodiments, one skilled in the art would recognize that various features of the described embodiments may be combined in accordance with the invention. In the claims, the term ‘including’ does not exclude the presence of other elements or steps.

[0088] Furthermore, although individually listed, a plurality of means, elements or method steps may be implemented by, for example, a single unit or processor. Additionally, although individual features may be included in different claims, these may possibly be advantageously combined, and the inclusion in different claims does not imply that a combination of features is not feasible and / or advantageous. Also, the inclusion of a feature in one category of claims does not imply a limitation to this category, but rather indicates that the feature is equally applicable to other claim categories, as appropriate.

[0089] Furthermore, the order of features in the claims does not imply any specific order in which the features must be performed and in particular the order of individual steps in a method claim does not imply that the steps must be performed in this order. Rather, the steps may be performed in any suitable order. In addition, singular references do not exclude a plurality. Thus, references to ‘a’ , ‘an’ , ‘first’ , ‘second’ , etc. do not preclude a plurality.

[0090] Above all, while the preferred embodiments of the present application have been illustrated and described in detail, various modifications and alterations can be made by persons of ordinary skill in the art. The embodiment of the present application is therefore described in an illustrative but not restrictive sense. It is intended that the present application should not be limited to the particular forms as illustrated, and that all modifications and alterations which maintain the spirit and realm of the present application are within the scope as defined in the appended claims.
