1.An apparatus for wireless communication at a user equipment (UE) , comprising:one or more memories; andone or more processors, coupled to the one or more memories, configured to cause the UE to:transmit UE capability information that indicates one or more UE capabilities;receive a plurality of channel state information (CSI) report configurations for inference applicability enquiry, wherein the plurality of CSI report configurations are restricted or not restricted by the one or more UE capabilities based at least in part on a standard definition, a network indication, or the UE capability information; andtransmit an applicable functionality report that indicates one or more CSI report configuration identifiers (IDs) associated with one or more respective CSI report configurations from the plurality of CSI report configurations.2.The apparatus of claim 1, wherein the one or more processors are further configured to cause the UE to:store the plurality of CSI report configurations using off-chip memory; andmove the one or more CSI report configurations, of the plurality of CSI report configurations, from the off-chip memory to an on-chip memory based at least in part on the one or more CSI report configurations being restricted by the one or more UE capabilities, or keeping the one or more CSI report configurations on the off-chip memory based at least in part on the one or more CSI report configurations not being restricted by the one or more UE capabilities.3.The apparatus of claim 1, wherein the plurality of CSI report configurations are restricted by the one or more UE capabilities, and wherein the plurality of CSI report configurations are associated with one or more of: periodic CSI reports, semi-persistent CSI reports, or aperiodic CSI reports.4.The apparatus of claim 1, wherein the plurality of CSI report configurations includes an information element (IE) indicating that the plurality of CSI report configurations are different from legacy CSI report configurations, and wherein the plurality of CSI report configurations are not restricted by the one or more UE capabilities based at least in part on the IE.5.The apparatus of claim 1, wherein the plurality of CSI report configurations are signaled from a first list that is different from a second list associated with legacy CSI report configurations, and wherein the plurality of CSI report configurations are not restricted by the one or more UE capabilities based at least in part on the first list that is different from the second list.6.The apparatus of claim 1, wherein the one or more UE capabilities are legacy UE capabilities, and wherein the legacy UE capabilities include one or more of: a maximum number of periodic CSI report configurations per bandwidth part (BWP) for a beam report, a maximum number of aperiodic CSI report configurations per BWP for a beam report, or a maximum number of semi-persistent CSI report configurations per BWP for a beam report.7.The apparatus of claim 1, wherein:the plurality of CSI report configurations for inference applicability enquiry is associated with a UE-side beam prediction reporting; orthe plurality of CSI report configurations for inference applicability enquiry is associated with a CSI compression or prediction reporting.8.The apparatus of claim 1, wherein the UE capability information further indicates non-legacy UE capabilities, wherein the non-legacy UE capabilities are associated with a maximum number of periodic, semi-persistent, or aperiodic CSI report configurations, wherein the non-legacy UE capabilities include one or more of: per bandwidth part capabilities, per component carrier capabilities, per cell capabilities, per frequency range capabilities, or across component carriers and frequency ranges capabilities, and wherein the plurality of CSI report configurations satisfies the non-legacy UE capabilities.9.The apparatus of claim 1, wherein the one or more CSI report configurations, associated with the one or more CSI report configuration IDs, are periodic CSI report configurations and are directly active after the one or more CSI report configuration IDs are conveyed via the applicable functionality report, wherein the one or more CSI report configurations are restricted by the one or more UE capabilities, and wherein the one or more CSI report configuration IDs, which are associated with the periodic CSI report configurations, do not violate the one or more UE capabilities.10.The apparatus of claim 1, wherein the one or more CSI report configurations, associated with the one or more CSI report configuration IDs, are periodic CSI report configurations and are not directly active after the one or more CSI report configuration IDs are conveyed via the applicable functionality report, and wherein the one or more CSI report configurations are not restricted by the one or more UE capabilities.11.The apparatus of claim 10, wherein the one or more processors are further configured to cause the UE to:receive network signaling to convert the periodic CSI report configurations into active CSI report configurations; orreceive network signaling to configure legacy periodic CSI report configurations into active CSI report configurations.12.The apparatus of claim 1, wherein the one or more CSI report configurations, associated with the one or more CSI report configuration IDs, are periodic CSI report configurations that are separated into a first group of CSI report configurations and a second group of CSI report configurations, and wherein the first group of CSI report configurations are directly active and the second group of CSI report configurations are not directly active, after the one or more CSI report configuration IDs are conveyed via the applicable functionality report.13.The apparatus of claim 12, wherein:the one or more CSI report configuration IDs, which are associated with the first group of CSI report configurations, do not violate the one or more UE capabilities, and wherein the one or more processors are further configured to cause the UE to:receive network signaling to convert the second group of CSI report configurations into active CSI report configurations.14.The apparatus of claim 1, wherein:the one or more CSI report configurations, associated with the one or more CSI report configuration IDs, are one or more of aperiodic CSI report configurations or semi-persistent CSI report configurations,the one or more CSI report configurations are able to be activated or triggered on demand and occupy a UE-reported number of aperiodic or semi-persistent CSI report configurations in the one or more UE capabilities, after the one or more CSI report configuration IDs are conveyed via the applicable functionality report,the one or more CSI report configurations are restricted by the one or more UE capabilities, andthe one or more CSI report configuration IDs, which are associated with the one or more of aperiodic CSI report configurations or semi-persistent CSI report configurations, do not violate the one or more UE capabilities.15.The apparatus of claim 1, wherein the one or more CSI report configurations, associated with the one or more CSI report configuration IDs, are one or more of aperiodic CSI report configurations or semi-persistent CSI report configurations, wherein the one or more CSI report configurations are not able to be activated or triggered on demand and do not occupy a UE-reported number of aperiodic or semi-persistent CSI report configurations in the one or more UE capabilities, after the one or more CSI report configuration IDs are conveyed via the applicable functionality report, and wherein the one or more CSI report configurations are not restricted by the one or more UE capabilities.16.The apparatus of claim 15, wherein the one or more processors are further configured to cause the UE to:receive network signaling to convert the aperiodic CSI report configurations into CSI report configurations that are able to be activated or triggered on demand and occupy a UE-reported number of aperiodic CSI report configurations in the one or more UE capabilities; orreceive network signaling to configure legacy aperiodic or semi-persistent CSI report configurations into CSI report configurations that are able to be activated or triggered on demand and occupy a UE-reported number of aperiodic or semi-persistent CSI report configurations in the one or more UE capabilities.17.The apparatus of claim 1, wherein:the one or more CSI report configurations, associated with the one or more CSI report configuration IDs, are one or more of aperiodic CSI report configurations or semi-persistent CSI report configurations that are separated into a first group of CSI report configurations and a second group of CSI report configurations;the first group of CSI report configurations are able to be activated or triggered on demand and occupy a UE-reported number of aperiodic or semi-persistent CSI report configurations in the one or more UE capabilities, after the one or more CSI report configuration IDs are conveyed via the applicable functionality report; andthe second group of CSI report configurations are not able to be activated or triggered on demand and do not occupy the UE-reported number of aperiodic or semi-persistent CSI report configurations in the one or more UE capabilities, after the one or more CSI report configuration IDs are conveyed via the applicable functionality report.18.The apparatus of claim 17, wherein:the one or more CSI report configuration IDs, which are associated with the first group of CSI report configurations, do not violate the one or more UE capabilities, and wherein the one or more processors are further configured to cause the UE to:receive network signaling to convert the second group of CSI report configurations into CSI report configurations that are able to be activated or triggered on demand and occupy a UE-reported number of aperiodic or semi-persistent CSI report co
