Abstract

A user equipment (UE), a baseband processor, base station, or other network device can operate to perform carrier aggregation (CA) with a primary component carrier (PCC) of a primary cell (PCell) and a supplementary downlink (SDL) of a secondary component carrier (SDL SCC) of a secondary cell (SCell). One or more measurements of the SCell can be generated or signaled based on whether the SDL SCC is activated or deactivated for the CA, and a scheduling restriction / availability / interruption for the PCC.

Description

SECONDARY CELL (SCell) MEASUREMENT ENHANCEMENT FOR LOW-BAND CARRIER AGGREGATION (LB CA)FIELDThe present disclosure is related to wireless technology and secondary cell (SCell) measurement enhancement for low-band (LB) carrier aggregation (CA) operation.BACKGROUNDAs the number of mobile devices within wireless networks, and the demand for mobile data traffic, continue to increase, changes are made to system requirements and architectures to better address current and anticipated demands. For example, some wireless communication networks may be developed to implement fifth generation (5G) or new radio (NR) technology, sixth generation (6G) technology, and so on. An aspect of such technology includes addressing how wireless devices wireless resources may be allocated to communications between user equipment (UEs) and base stations (which may include one or more cells) .In general, NR will evolve based on third generation partnership project (3GPP) long term evolution (LTE) -Advanced technology with additional enhanced radio access technologies (RATs) to enable seamless and faster wireless connectivity solutions. As 5G is becoming pervasive across industries and geographical areas, handling more advanced services and applications requiring very high data rates (e.g. XR) , networks are being denser, use more antennas, larger bandwidths and more frequency bands. Low-band carrier aggregation (LB CA) combines low-band frequencies (e.g., less than 1 GHz) with other frequencies to create a wider bandwidth for faster data speed and better coverage in more areas.BRIEF DESCRIPTION OF THE DRAWINGSFIG. 1 illustrates an example network configuration for carrier aggregation (CA) with a primary component carrier (PCC) of a primary cell (PCell) and a supplementary downlink (SDL) secondary component carrier (SDL SCC) of an SDL secondary cell (SCell) for low band carrier aggregation (LB CA) in accordance with various aspects.FIG. 2 illustrates another example configuration of LB CA with a PCC and SDL SCC in accordance with various aspects.FIG. 3 illustrates example frequency pairings for LB CA with a PCC and SDL SCC in accordance with various aspects.FIG. 4 illustrates example interruption lengths for inter-band CA in accordance with various aspects.FIG. 5 illustrates example interruption lengths for intra-band CA in accordance with various aspects.FIG. 6 illustrates an example configuration component (e.g., base station, eNB, gNB) in accordance with various aspects.DETAILED DESCRIPTIONThe following detailed description refers to the accompanying drawings. Like reference numbers in different drawings may identify the same or similar features, elements, operations, etc. Additionally, the present disclosure is not limited to the following description as other implementations may be utilized, and structural or logical changes made, without departing from the scope of the present disclosure.Mobile communication networks may include one or more types and / or generations of wireless communication networks, such as 4th generation (4G) (e.g., Long-Term Evolution (LTE) ) networks, 5th generation (5G) or new radio (NR) networks, etc. Such networks may include user equipment (UEs) and base stations (BSs) that communicate with one another wirelessly, while performing operations for faster data rates and wider coverage such as carrier aggregation (CA) . Networks are high in mid-band spectrum effective to closer sits, however not as much low-band (LB) spectrum (e.g., below 1 GHz, 600 MHz to 1 GHz, or less) , which can propagate further. LB carrier aggregation (LB CA) can increase data rates and provider a wider coverage, but pose some difficulties without enhancements in the network. For example, LB CA capable UEs are configured for switching carrier components (CC) between transmission (Tx)  / reception (Rx) on a frequency division duplexing (FDD) CC with no reception on a supplementary downlink (SDL) CC as a low band carrier component and reception on the SDL CC with no Tx / Rx on the FDD CC. Therefore, with this condition in mind, where simultaneous reception on both the FDD CC and the SDL CC is not configured, various radio resource management (RRM) aspects for enhancement in network operation for LB CA are proposed herein for addressing scheduling restriction / availability with respect to interruption of the primary CC (PCC) as the FDD CC of a primary cell (PCell) when switching to an SDL secondary CC (SDL SCC) of a secondary cell (SCell) .In an aspect, a network device (e.g., a UE, base station or other network component) can operate to perform CA with a PCC of a PCell and an SDL SCC of an SCell by generating one or more measurements of the SCell based on whether the SDL SCC is activated or deactivated for the CA, and a scheduling restriction / availability. The SDL SCC can be an LB CC operating in LB spectrum (e.g., below 1 GHz, 600 MHz to 1 GHz, or less) . The scheduling restriction / availability can ensure that when measuring a non-SDL SCC of a target non-SDL SCell in CA, an interruption restriction (interruption) is configured so that the measurements are only up to, or not over, a 0.5%probability of missed acknowledgment (ACK)  / non-acknowledgement (NACK) for the PCell or an activated SCell, where a measurement cycle is 640 milliseconds (ms) or greater than 640 ms. A missed ACK / NACK can refer to a situation in data communication where a receiver or UE fails to send an ACK / NACK to the base station or receiver, for example.Alternatively, or additionally, the scheduling restriction / availability can ensure that when measuring an SDL SCC of an SDL SCell in CA, the interruption restriction is configured so that measurements can be performed with X %probability of missed ACK / NACK for the PCell or an SCell that is activated, regardless of a measurement cycle configuration (measCycleSCell) , a periodicity of a measurement pattern, a periodicity of a measurement pattern, a periodicity of a downlink (DL)  / switching pattern, or the measurement cycle. X can be a fixed or predefined number that is equal to or greater than 0.5%, or X can be an integer greater than zero that is scaled as a scaled percentage to a configured measCycleSCell, a periodicity of a measurement pattern, or a periodicity of a downlink (DL) pattern or switching pattern, or a measurement cycle. The measurement cycle can be derived based on at least one of: a DL pattern or switching pattern, a synchronization signal block (SSB) -based radio resource management (RRM) measurement timing configuration (SMTC) periodicity, or the measCycleSCell when the SCell is deactivated.In an aspect, a network device can perform measurement (s) of an SDL SCC of the SCell in an overlap occasion only, when the SCell is in a deactivated mode. The overlap occasion is an overlap portion of a measCycleSCell with a DL pattern or switching pattern. The DL pattern or switching pattern as referred to in this disclosure indicates to the UE when to switch to the SDL SCC for DL reception or measurement of the SDL SCC or the SDL SCell.Alternatively, or additionally, a network device can perform measurement (s) of the SDL SCell during the SDL SCell reception window / occasion as indicated by the DL pattern or switching pattern. For example, the UE can perform measurement (s) on the SDL SCC of the SDL SCell inside the SDL SCell reception window / occasion by following an SMTC periodicity or an SSB periodicity. Alternatively, the UE can perform only one measurement inside each SDL SCell reception window / occasion as indicated by the DL pattern or switching pattern, for example.In an aspect, a network device can perform the one or more measurements of the SDL SCC of the SCell based on at least one of: an overlap occasion that comprises an overlap of an SMTC window with the SDL SCell reception window / occasion, a measurement pattern associated with a measurement object (MO) of the SCell that includes a time offset and a periodicity for measuring the SDL SCC of the SCell, or an overlap of the measurement pattern with the DL pattern or switching pattern.In an aspect, a network device can receive a DL pattern or switching pattern that indicates an SDL SCell reception window / occasion. The UE can then perform measurement (s) of the SDL SCC in a deactivated mode based on a selected periodicity and a selected time offset in one or more occasions of a subset of a measCycleSCell.In an aspect, a network device can receive an SMTC configuration, or an SSB configuration, associated with the SCell or SDL SCell. The UE can then perform measurement (s) of the SDL SCC based on the SMTC configuration, or the SSB configuration, by interrupting the PCC at each SMTC periodicity or each SSB periodicity as indicated by the SMTC configuration or the SSB configuration, respectively. For example, if an SMTC period is 40 ms, and the DL pattern is 160 ms periodicity for switching in CA to the SCC of the SCell, the UE will switch to the SCell every 40 ms for measurement of the SCell. Here, the UE can interrupt the PCC every SMTC period or SSB period based on respective periodicities; although the SMTC occasion or SSB occasion may be outside the DL pattern, the UE still switches to the SCell for measurement.In an aspect, with CA being an inter-band CA, a network device can perform one or more measurements as one or more inter-band SCell measurements based on an interruption length of an intra-band CA interruption length of the PCC. The interruption length comprises at least one of: a first interruption length comprising a set of time masks (e.g., two time masks added together) plus an SMTC window length or plus an SSB occasion length, a maximum between the first interruption length and an occasion length of a DL / switching pattern, or a minimum between the first interruption length and the occasion length of the DL / switching pattern.In an aspect, a network device can perform the one or more measurements of the SDL SCC of the SCell during a scheduling restriction window of the scheduling restriction / availability. Here, the UE or base station does not schedule resource allocation for the PCC in the scheduling restriction window.In an aspect, a network device can perform a switching operation to the SDL SCC during an activation of the SCell with an SCell activation delay that is based on a switching pattern periodicity, when the SCell activation delay is configured as a legacy frequency range (FR) 1 inter-band SCell activation. Alternatively, network device can perform a switching operation to the SDL SCC during an activation of the SCell with an SCell activation delay that is based on an interruption length of the scheduling restriction / availability that is up to the SCell activation delay after a period comprising a slot n plus one plus a hybrid automatic repeat request (HARQ) timing when the SCell activation is configured according to a legacy Release 15 SCell activation.Alternatively, or additionally, when the SDL SCell activation is configured as a Release 15 intra-band continuous SSB-less SCell activation, the network device can perform a switching operation to the SDL SCC during an activation of the SCell without a reference signal (RS) for the SDL SCC based on a timing and a frequency tracking information from the PCC.Alternatively, or additionally, a network device can perform a switching operation to the SDL SCC during an activation of the SCell with at least one of: a tracking reference signal (TRS) or an aperiodic TRS (A-TRS) in response to the activation of the SCell comprising a Release 18 inter-band SSB-less SCell activation, wherein the one or more measurements are based on at least one of: a TRS pattern, A-TRS pattern, or an overlapped occasion between the TRS and a switching pattern. Alternatively, when the SCell activation is configured as a Release 18 SCell activation the activation of the SCell an activation delay interruption to the PCC is up to an SCell activation delay after a slot n plus one plus a HARQ timing.Other various aspects related to resource mapping in OD-SSB operation for network energy savings are further described herein with reference to the figures.FIG. 1 illustrates an example network 100 in a CA mode of operation according to aspect of this disclosure. Example network 100 can include one or more UEs, referred to as UE 110 in CA mode with a radio access node (RAN) 122. UE 110 can communicate and establish a connection with (be communicatively coupled to) RAN 122 via one or more wireless channels. The UE 110 can use resources provided by different network nodes 122-1 and 122-2, which can be one or more base stations (e.g., gNB or the like) that can be connected via non-ideal backhaul (e.g., where one network node provides NR access and the other network node provides either E-UTRA for LTE or NR access for 5G) . In such a scenario, one network node can operate as a master node (MN) and the other as the secondary node (SN) . RAN 122 can also include one or more RAN nodes 122-1 and 122-2 (referred to collectively as RAN nodes 122, and individually as RAN node 122) that enable channels to be established between UEs 110 and RAN 122. RAN nodes 122 can include network access points configured to provide radio baseband functions for data or voice connectivity between users and the network based on aspects disclosed herein. A RAN node can be an E-UTRAN Node B (e.g., an enhanced Node B, eNodeB, eNB, 4G base station, etc. ) , a next generation base station (e.g., a 5G base station, NR base station, next generation eNBs (gNB) , etc. ) . RAN nodes 122 can include a roadside unit (RSU) , a transmission reception point (TRxP or TRP) , and one or more other types of ground stations (e.g., terrestrial access points) . In some scenarios, RAN node 122 can be a dedicated physical device, such as a macrocell base station, or a low power (LP) base station for providing femtocells, picocells or other like having smaller coverage areas, smaller user capacity, or higher bandwidth compared to macrocells.In CA mode 100, the UE 110 and RAN 122 as a base station can utilize two or more component carriers including a primary component carrier (PCC) of a primary cell (PCell) 102 for uplink (UL) and downlink (DL) and one or more supplementary downlink (SDL) secondary component carriers (SDL SCCs) of a secondary cell (SCell) 104 for reception, and thus, operate at one or more frequencies to increase data rates as a data channel. Additionally, or alternatively, the UE 110 can be configured with one or more non-SDL SCCs of non-SDL SCell 106.The PCell 102 can be the cell that the UE camps on, and configured to be in an activated state constantly for handling radio resource control (RRC) connection establishment, re-establishment, or handover. One or more SCells 104 or 106 can be allocated for the UE 110, such as via RRC messages. The SCell 104 or 106 of the UE 110 can be in an activated state or a deactivated state based on activation / deactivation commands sent to the UE 110 via the medium access control (MAC) layer, for example, or higher layer signaling, for the SCell to carry data after SCell activation.The UE 110 monitors the control channel (e.g., physical downlink control channels (PDCCH) ) in the DL slots for possible DL data transmissions, as well as control channels and reference signals (e.g., Common Reference Signal (CRS) ) for activated SCells. A UE can simultaneously perform reception of the PCC of PCell 102 and the non-SDL SCC of SCell 106. However, the network 100 is configured for the SDL SCC of the SCell 104 as a low-band carrier, so the SDL SCC of the SCell 104 is a an LB SDL SCC and the SCell 104 is an SDL SCell 104. Thus, the UE 110 can only perform reception from one at a time, rather than both the PCC of the PCell 102 and SDL SCC of the SDL SCell 104. When switching CCs to receive on the SDL SCC of SCell 104, the UE 110 disconnects from the PCC of PCell 102 causing an interruption from the PCC. This interruption can be referred to as a scheduling restriction, a scheduling availability, or a scheduling interruption (e.g., scheduling restriction / availability / interruption) in this disclosure. As such, various aspects enhance SCell measurement operations in such an LB CA scenario for network 100.In this example, the PCC of PCell 102 and the SDL SCC of SCell 104 can be collocated to perform CA between the two carriers as a same or different frequency band, as well as be organized in a synchronized network deployment in a single timing advance group (TAG) with a subcarrier spacing (SCS) of 15 kHz on both component carriers, and carrier frequency being below 1 GHz for LB CA. For example, the CCs can have listed band pairings as n5A and n29, or for pairings with one or more low-band SCCs, for example. Regardless of any particular band pairing, enhancement to SCell measurement operations are desired for the UE 110 to support switching: when the SCell 104 operation is triggered or initiated for CA, the UE 110 should be configured to switch to the SCell 104, and during the operation period there no simultaneous Tx / Rx between the PCell and the SCell and the UE 110 switches back to the PCell 102 after the SCell 104 operation is finished. This period without operation with the PCell 102 can be referred to as an interruption or interruption period.In aspect, the SCell 106 can be configured as a non-SDL to measure the non-SDL SCC of the target non-SDL SCell 106 based on a scheduling restriction / availability / interruption comprising a restriction to perform measurements with up to a 0.5%probability of missed ACK / NACK for the PCell 102 or an activated SCell when a measurement cycle is at least 640 milliseconds (ms) . A missed ACK / NACK can refer to a situation in data communication where the UE fails 110 fails to send or provide an ACK / NACK to the base station 122, for example.In an aspect, the UE can measure the SDL SCC of the SCell as an SDL SCell based on the scheduling restriction / availability / interruption comprising a probability that is equal to or greater than the 0.5%probability of missed ACK / NACK for the PCell 102 or the SDL SCell 104 as activated SCell, regardless of a measurement cycle configuration (measCycleSCell) , a periodicity of a measurement pattern, a periodicity of a measurement pattern, a periodicity of a downlink (DL)  / switching pattern, or a measurement cycle that is provided to or configured at the UE 110, for example.FIG. 2 illustrates an example CA configuration 200 for the UE 110 to perform LB SDL CA switching between a PCC 202 of the PCell 102 and an LB SDL SCC 204 of the SCell 104. The UE 110 is configured for both transmission (Tx) and reception (Rx) on the PCC 202 and reception, but not transmission, on LB SDL SCC 204. PCC 202 can be a frequency division duplexing (FDD) band, while LB SDL SCC 204 is an SDL band, for example. UE 110 disconnects form the PCC 202 when performing CA switching from the PCC 202 to the LB SDL SCC 204 causing a scheduling restriction / scheduling availability, or scheduling interruption on the PCC 202. As such, UE 110 is not able to receive channels on both the PCC 202 and the LB SDL CC 204, and can be interrupted from receiving data on the PCC 202, which may cause a missed ACK / NACK in response to data from the base station 122 on the PCell 102.For example, the UE 110 can operate at a time transmission interval (TTI) N1 210 composed of orthogonal frequency division multiplexing (OFDM) symbol (s) . At TTI N1 210, the UE 110 is connected to the PCC 202 for transmission, reception or both transmission and reception of data or control information with the PCell 102 of FIG. 1. At TTI N2 220, after disconnecting from the PCC 202 and switching to the LB SDL CC, the UE 110 is configured for reception on the SDL SCell 104. At TTI N3 230, the UE 110 switches back to the PCell 102 for transmission, reception or both transmission and reception on PCC 202 of PCell 102.In an aspect, the UE 110 can switch from the PCC 202 to the SDL SCC 204 to measure the SDL SCC 204 of the SCell 104 based on a scheduling restriction / availability / interruption comprising a probability that is equal to or greater than the 0.5%probability of missed ACK / NACK for the PCell 102 or an activated SCell 104. The scheduling restriction / availability / interruption can be configured by the UE 110 regardless of a measurement cycle configuration (measCycleSCell) , a periodicity of a measurement pattern, a periodicity of a measurement pattern, a periodicity of a downlink (DL)  / switching pattern, or a measurement cycle configuration or parameter received by the UE 110.For a non-SDL SCC of a non-SDL SCell (e.g., SCell 106) , the UE 110 can be configured to measure a non-SDL SCC of the target non-SDL SCell in the switching operations based on the scheduling restriction / availability / interruption comprising a restriction to perform measurements with up to a 0.5%probability of missed ACK / NACK for the PCell 102 or the activated SCell when a measurement cycle is at least 640 milliseconds (ms) .PCC 202 and LB SDL CC 204 can comprise carrier frequencies below 1 GHz and be co-located and synchronized in a network deployment. The CCs can be in a single TAG with 15 kHz SCS, for example. For example, FIG. 3, illustrates example frequency pairings 300 for the PCC 202 and the LB SDL SCC 204 comprising carrier frequency band ID listings of n5A and n29A with frequencies ranges of 824 MHz to 894 MHz and 717 MHz to 728 MHz, respectively. In another example, the PCC 202 and the LB SDL SCC 204 can comprise carrier frequency band ID listings of n29A and n12A with frequencies ranges of 717 MHz to 728 MHz and 669 MHz to 746 MHz, respectively. However, other carrier frequency band ID listings with other frequency ranges below 1 GHz can also be paired for the UE 110 to switch between the PCC 202 and the LB SDL SCC 204 according to one of ordinary skill in the art.A scheduling restriction / scheduling availability / scheduling interruption can limit the interruption length of an interruption caused by the UE 110 switching from the PCC 202 to the SDL SCC 204 such that the UE 110 is not able to receive information from the PCell 102 during this time. For example, interruptions during measurements on the non-SDL SCC of the non-SDL SCC of non-SDL SCell 106, when the non-SDL SCC of non-SDL SCell 106 is deactivated, while the PCell 102, the SDL SCell (s) 104, or other SCells are activated can be configured with up to 0.5 %probability of missed ACK / NACK when a measurement cycle configuration parameter (e.g., measCycleSCell) is configured to be 640 ms or longer; otherwise, measurement is not performed because the UE 110 needs to switch the RF chain when measuring the SCell 104, but cannot do so from the PCell 102.For example, if the PCell 102 or activated SCell (s) is not in a same band as the deactivated SCell to be measured, the UE 110 can be configured according to a scheduling restriction / availability / interruption to only cause interruptions on the PCell 102 or activated SCell (s) immediately before and immediately after an SMTC. The SMTC is a window of time provided by the network for the UE 110 to perform RRM measurements based on an SSB, indicating to the UE when and how often to check for specific SSBs for cell measurements. Each interruption could not exceed a requirement in table 400 as illustrated at FIG. 4, for example, where μ or mu is a subcarrier spacing (SCS) configuration (e.g., 15 kHz) . In another example, if the PCell 102 or activated SCell (s) is non-contiguous to the deactivated SCell to be measured in the same FR1 band and UE 110 is capable of processing an intra-band NR CA non-collocated parameter (e.g., intraBandNR-CA-non-collocated-r18) on this FR1 band and a non-collocated type NR CA parameter (nonCollocatedTypeNR-CA-r18) is not provided, the UE 110 is only allowed to cause interruptions on the PCell 102 or activated SCell (s) immediately before and immediately after an SMTC. Each interruption could not exceed a requirement in table 400 as illustrated at FIG. 4, for example.Alternatively, or additionally, if the PCell 102 or activated SCell (s) is contiguous to the deactivated SCell to be measured in the same FR1 band, or if the PCell 102 or activated SCell (s) is non-contiguous to the deactivated SCell in the same FR1 band and UE 110 is not capable of intraBandNR-CA-non-collocated-r18 or UE 110 is capable of intraBandNR-CA-non-collocated-r18 and nonCollocatedTypeNR-CA-r18 is provided, the UE 110 is only allowed to cause an interruption on PCell 102 or activated SCell (s) no earlier than X slots before the window time of the SMTS duration (e.g., TSMTC_duration) and no later than X slots after TSMTC_duration, provided the cell specific reference signals from the active serving cells and the deactivated SCell are available in the same slot, where X and TSMTC_duration are given by table 500 of FIG, and any interruption not exceeding the parameters of table 500. Alternatively, or additionally, if the PCell 102 or activated SCell (s) is in the same FR2 band as the deactivated SCell, the UE 110 is only allowed to cause an interruption on PCell 102 or activated SCell (s) no earlier than X slots before TSMTC_duration and no later than X slots after TSMTC_duration, provided the cell specific reference signals from the active serving cells and the deactivated SCell are available in the same slot, where X and TSMTC_duration are given by table 500 of FIG. 5, and any interruption not exceeding the parameters of table 500.If the UE 110 performs LB CA between the PCell 102 and SDL SCell 104, and is not able to satisfy the scheduling restriction / availability / interruption with the measurement cycle being at only 640 ms or longer, the UE 110 does not switch its RF chain from one carrier to another in order to measure the SCell 104. So as long as UE 110 is going to switch its RF chain, then UE 110 would cause the interruption where the interruption rate could be beyond 0.5 %probability during this 640 millisecond. However, if the measurement cycle is smaller than 640 ms, then this could mean the UE 110 would not be able to have any interruption to the PCC 202, and likely not turn its RF chain from the SCell 104 in order to perform measurements on the SCell 104, leading to a potential loss of connection with the PCell 102. Either configuration of the measurement cycle can cause issues for the LB CA with an SDL SCell.In an aspect, the scheduling restriction / availability / interruption that the UE 110 follows can be configured so that the UE 110 can switch from the PCC 202 to the SDL SCC 204 to measure the SDL SCC 204 of the SCell 104 based on a scheduling restriction / availability / interruption comprising a probability that is equal to or greater than the X %probability of missed ACK / NACK for the PCell 102 or an activated SDL SCell. The scheduling restriction / availability / interruption can be configured by the UE 110 so that the UE 110 disregards a measurement cycle configuration (e.g., measCycleSCell) , a periodicity of a measurement pattern, a periodicity of a measurement pattern, a periodicity of a DL pattern / switching pattern, or a measurement cycle configuration or parameter received by the UE 110. The SDL SCell 104 being measured can be deactivated or activated, which is based on whether an activation command or signal for activating the SCell 104 is received. X can be a fixed or predefined integer greater than zero as the probability of missed ACK / NACK. X can be greater than or equal to 0.5%probability. Alternatively, or additionally, X can be a scaled to the configured measCycleSCell, scaled to a periodicity of a measurement pattern, scaled to a periodicity of a DL pattern, or scaled to a periodicity of a switching pattern, scaled to the measurement cycle, or scaled as a function of the measCycleScell, periodicity of the measurement pattern, periodicity of the DL / switching pattern, or a measurement cycle, which can be provided to the UE 110 by the network or base station 122, for example, such as a by a configuration information or configuration parameter. For example, the UE 110 can derive the measurement cycle based on at least one of: the DL / switching pattern, an SSB periodicity, an SMTC periodicity, or the measCycleSCell when the SCell being measured is deactivated.While for the non-SDL SCC of a non-SDL SCell 106 as a target SCell, the UE 110 can be configured to measure the non-SDL SCC of the target non-SDL SCell 106 in the switching operations based on the scheduling restriction / availability / interruption comprising a restriction to perform measurements with up to a 0.5%probability of missed ACK / NACK for the PCell 102 or the activated SCell when a measurement cycle is at least 640 milliseconds (ms) . The target non-SDL SCell 106 being measured can be deactivated or activated depending on whether an activation command or signal for activating the SCell 106 is received.FIG. 6 illustrates an example of network signaling 600 with one or more configuration or configuration parameters 602 for performing measurements on the SDL SCell 104. The UE 110 can receive the one or more configuration or configuration parameters 602 from the base station 122 to configure LB CA switching between the PCell 102 and SDL SCell 104 based on whether the SDL SCC 204 or the SDL SCell 104 is activated or deactivated. The configurations or configuration parameters 602 can include at least one or more of: a measCycleScell, a DL / switching pattern for switching operations among CCs including the SDL SCC 204 and the PCC 202, an SMTC periodicity, an SDL measurement object (MO) , a subset selection of a measCycleSCell, a tracking reference signal (TRS) pattern that is periodic, an aperiodic TRS (A-TRS) pattern or other reference signal for time / frequency tracking or other operations for CC switching operation for LB CA, for example.In an aspect, if the SCC 204 or the SDL SCell 104 is deactivated, the UE 110 can be configured to perform the one or more measurements of the SDL SCC of the SCell in an overlap occasion between the measCycleSCell and the DL / switching pattern when the SDL SCell 104 is in a deactivated mode. The UE 110 then does not perform measurement of the SDL SCell 104 outside of the measCycleSCell or the DL pattern or switching pattern.The DL / switching pattern indicates how often UE 110 is to switch to the SDL SCC 204 for the reception. The DL pattern or switching pattern can indicate the pattern for switching from one CC to another between the PCC 202 and SDL SCC 204, for example, including indication (s) for the SDL SCell reception window / occasion, along with parameters indicating duration, offset, periodicity, or the like, by which the UE 110 performs reception on the SDL SCell 104. Additionally, the measCycleSCell can indicate an SCell measurement periodicity when a corresponding SCell is in a deactivated state for performing measurements of the deactivated SCell. The measCycleSCell can be provided to the UE 110 in a measurement object (MO) for SSB based intra / inter-frequency measurement (s) .For example, the DL / switching pattern could have or indicate a window of 640 ms, while the measurement cycle or measCycleSCell indicates 320 ms. The UE 110 may not then be able to measure every 320 ms because it needs to switch to the target SDL SCell 104 every 640 ms. Here, the overlap occasion between these two parameters (DL / switching pattern and measCycleSCell) is that every 640 ms the UE 110 can perform measurement (s) on the SDL SCell 104, which is the period that overlaps between the two parameters as an overlap occasion.FIG. 7 illustrates an example process flow 700 of LB CA with the PCell 102 and SDL SCell 104. At 710, the UE 110 can receive the DL / switching pattern with indications indicating an SDL SCell reception window / occasion. At 720, in an aspect, the UE 110 can be configured to perform measurement on the SDL SCell 104 during the SDL SCell reception window / occasion indicated by the DL / switching pattern. Within the SDL SCell reception window / occasion, the UE 110 can perform one measurement on the SDL SCC 204 of the SCell 104 based on an SMTC periodicity or an SSB periodicity. Thus, the UE 110 follows the SMTC periodicity or the SSB periodicity to perform SCell measurement (s) on the SDL SCell 104. For example, the network may provide signaling (e.g., DL switching pattern signaling, or other signaling) for the UE to switch to the SDL SCell 104, such as when the base station 122 has data to provide over the SDL SCell 104. The UE 110 can then during this reception window switch to the SDL SCell 104 for the reception of the data, and during this reception window perform measurement (s) on the SDL SCell 104 by following the SMTC or SSB periodicity to perform the measurement.Alternatively, or additionally, the UE 110 performs only a single measurement inside each SDL SCell reception window / occasion indicated by the DL / switching pattern. The UE 110 thus follows the pattern indicated by the DL / / switching pattern for measuring the target activated SCell 104.FIG. 12 illustrates an example LB CA 1200 with an interruption length / duration 1202 of the PCell 102 when the UE 110 is connected to the SDL SCC 204 of SDL SCell 104. An interruption length / vBBUP and lower portions of the PHY layer can be operated by individual RAN nodes 122. This virtualized framework can allow freed-up processor cores of RAN nodes 122 to perform or execute other virtualized applications, for example.In some implementations, an individual RAN node 122 can represent individual gNB-distributed units (DUs) connected to a gNB-control unit (CU) via individual F1 interfaces. In such implementations, the gNB-DUs can include one or more remote radio heads or radio frequency (RF) front end modules (RFEMs) , and the gNB-CU can be operated by a server (not shown) located in RAN 122 or by a server pool (e.g., a group of servers configured to share resources) in a similar manner as the CRAN / 1.A user equipment (UE) , comprising:a memory; andprocessing circuitry, comprising the memory, configured to execute instructions that cause the UE to:perform carrier aggregation (CA) with a primary component carrier (PCC) of a primary cell (PCell) and a supplementary downlink (SDL) of a secondary component carrier (SDL SCC) of a secondary cell (SCell) ; andgenerate one or more measurements of the SCell based on whether the SDL SCC is activated or deactivated for the CA, and a scheduling restriction  / availability  / interruption.2.The UE of claim 1, wherein the SDL SCC comprises a low band carrier component (LB CC) , and the processing circuitry is further configured to cause the UE to:measure a non-SDL SCC of a target non-SDL SCell based on the scheduling restriction  / availability  / interruption comprising a restriction to perform measurements with up to a 0.5%probability of missed ACK / NACK for the PCell or an activated SCell when a measurement cycle is at least 640 milliseconds (ms) ; andmeasure the SDL SCC of the SCell as an SDL SCell based on the scheduling restriction  / availability  / interruption comprising a probability that is equal to or greater than the 0.5%probability of missed ACK / NACK for the PCell or the SCell as the activated SCell, regardless of a measurement cycle configuration (measCycleSCell) , a periodicity of a measurement pattern, a periodicity of a measurement pattern, a periodicity of a downlink (DL)  / switching pattern, or the measurement cycle.3.The UE of claim 2, wherein the probability is a predefined probability percentage of interruption caused by measurements of the SDL SCell, or is a scaled percentage based on the measCycleSCell, the periodicity of the measurement cycle, the periodicity of the measurement pattern, the periodicity of the DL  / switching pattern, or the measurement cycle.4.The UE of claim 2, the processing circuitry is further configured to cause the UE to:derive the measurement cycle based on at least one of: the DL  / switching pattern, a synchronization signal block (SSB) periodicity, an SSB-based radio resource management (RRM) measurement timing configuration (SMTC) periodicity, or the measCycleSCell when the SCell is deactivated.5.The UE of claim 1, the processing circuitry is further configured to cause the UE to:perform the one or more measurements of the SDL SCC of the SCell in an overlap occasion only, wherein the SCell is in a deactivated mode, and the overlap occasion comprises an overlap of a measCycleSCell with a DL  / switching pattern.6.The UE of claim 1, the processing circuitry is further configured to cause the UE to:receive a DL  / switching pattern that indicates an SDL SCell reception window  / occasion; andperform a measurement on the SDL SCC of the SCell during each SDL SCell reception window  / occasion.7.The UE of claim 6, the processing circuitry is further configured to cause the UE to:perform the one or more measurements on the SDL SCC of the SCell during the SDL SCell reception window  / occasion based on an SMTC periodicity or an SSB periodicity.8.The UE of claim 1, the processing circuitry is further configured to cause the UE to:receive a DL  / switching pattern that indicates an SDL SCell reception window  / occasion; andperform the one or more measurements of the SDL SCC of the SCell based on at least one of: an overlap occasion that comprises an overlap of an SMTC window with the SDL SCell reception window  / occasion, a measurement pattern associated with a measurement object (MO) of the SCell that includes a time offset and a periodicity for measuring the SDL SCC of the SCell, or an overlap of the measurement pattern with the DL  / switching pattern.9.The UE of claim 1, the processing circuitry is further configured to cause the UE to:receive a DL  / switching pattern that indicates an SDL SCell reception window  / occasion; andperform the one or more measurements of the SDL SCC in a deactivated mode based on a selected periodicity and a selected time offset in one or more occasions of a subset of a measCycleSCell.10.The UE of claim 1, the processing circuitry is further configured to cause the UE to:receive an SMTC configuration, or an SSB configuration, associated with the SCell as an SDL SCell; andperform the one or more measurements of the SDL SCC based on the SMTC configuration or the SSB configuration by interrupting the PCC at each SMTC periodicity or SSB periodicity indicated by the SMTC configuration or the SSB configuration, respectively, to switch to the SCell for performing the one or more measurements.11.The UE of claim 1, wherein the CA comprises an inter-band CA, and the one or more measurements comprise one or more inter-band SCell measurements based on an interruption length of an intra-band CA interruption length of the PCC, wherein the interruption length comprises at least one of: a first interruption length comprising a set of time masks plus an SMTC window length or an SSB occasion length, a maximum between the first interruption length and an occasion length of a DL  / switching pattern, or a minimum between the first interruption length and the occasion length of the DL  / switching pattern.12.The UE of claim 1, the processing circuitry is further configured to cause the UE to:perform the one or more measurements of the SDL SCC of the SCell during a scheduling restriction window of the scheduling restriction  / availability  / interruption, wherein the UE is not scheduled resource allocation for the PCC in the scheduling restriction window.13.The UE of claim 1, the processing circuitry is further configured to cause the UE to:perform a switching operation to the SDL SCC during a frequency range (FR) 1 inter-band SCell activation of the SCell with an SCell activation delay that is based on a switching pattern periodicity, or is based on an interruption length of the scheduling restriction  / availability  / interruption that is up to the SCell activation delay after a period comprising a slot n plus one plus a hybrid automatic repeat request (HARQ) timing.14.The UE of claim 1, the processing circuitry is further configured to cause the UE to:perform a switching operation to the SDL SCC during an inter-band SSB-less SCell activation of the SCell without a reference signal (RS) for the SDL SCC based on a timing and a frequency tracking information from the PCC.15.The UE of claim 1, the processing circuitry is further configured to cause the UE to:perform a switching operation to the SDL SCC during an inter-band SSB-less SCell activation of the SCell with at least one of: a tracking reference signal (TRS) or an aperiodic TRS (A-TRS) , wherein the one or more measurements are based on at least one of: a TRS pattern, A-TRS pattern, an overlapped occasion between the TRS and a switching pattern, or a delay interruption to the PCC that is up to an SCell activation delay after a slot n plus one plus a HARQ timing.16.A method of a user equipment (UE) comprising:performing carrier aggregation (CA) with a primary component carrier (PCC) of a primary cell (PCell) and a supplementary downlink (SDL) of a secondary component carrier (SDL SCC) of a secondary cell (SCell) ; andgenerating one or more measurements of the SCell based on whether the SDL SCC is activated or deactivated for the CA, and a scheduling restriction  / availability  / interruption.17.The method of claim 16, wherein the SDL SCC comprises a low band carrier component (LB CC) , and the method further comprising:measuring a non-SDL SCC of a target non-SDL SCell based on the scheduling restriction  / availability  / interruption comprising a restriction to perform measurements with up to a 0.5%probability of missed ACK / NACK for the PCell or an activated SCell when a measurement cycle is at least 640 milliseconds (ms) ; andmeasuring the SDL SCC of the SCell as an SDL SCell based on the scheduling restriction  / availability  / interruption comprising a probability that is equal to or greater than the 0.5%probability of missed ACK / NACK for the PCell or the SCell as the activated SCell, regardless of a measurement cycle configuration (measCycleSCell) , a periodicity of a measurement pattern, a periodicity of a measurement pattern, a periodicity of a downlink (DL)  / switching pattern, or the measurement cycle.18.The method of claim 16, further comprising:receiving a DL  / switching pattern that indicates the SDL SCell reception window  / occasion; andperforming the one or more measurements on the SDL SCC of the SCell during the SDL SCell reception window  / occasion based on an SMTC periodicity or an SSB periodicity; orperforming a single measurement on the SDL SCC of the SCell during the SDL SCell reception window  / occasion.19.The method of claim 16, further comprising:performing a switching operation to the SDL SCC during an activation of the SCell with an SCell activation delay that is based on a switching pattern periodicity, or is based on an interruption length of the scheduling restriction  / availability  / interruption that is up to the SCell activation delay after a period comprising a slot n plus one plus a hybrid automatic repeat request (HARQ) timing.20.A baseband processor configured to, when executing instructions stored in a memory, perform operations comprising:performing carrier aggregation (CA) with a primary component carrier (PCC) of a primary cell (PCell) and a supplementary downlink (SDL) of a secondary component carrier (SDL SCC) of a secondary cell (SCell) ; andgenerating one or more measurements of the SCell based on whether the SDL SCC is activated or deactivated for the CA, and a scheduling restriction
