Abstract

Systems and methods are provided for activation and deactivation of fast L3 measurements. Network-initiated overriding includes receiving, at the wireless network from a UE, a UE capability report indicating support for L3 measurement delay reduction mode (i.e., fast L3 measurement). In response to the UE capability report, the network configures the UE for a conditional activation and deactivation of the L3 measurement delay reduction mode. In response to a network condition, the network overrides the conditional activation and deactivation of the L3 measurement delay reduction mode at the UE. UE-initiated overriding includes determining, at the UE, to initiate an override of the conditional activation and deactivation of the L3 measurement delay reduction mode at the UE, and signaling an indication of a preference or a request to override the conditional activation and deactivation of the L3 measurement delay reduction mode.

ACTIVATION AND DEACTIVATION OF FAST L3 MEASUREMENTS FOR FR2TECHNICAL FIELD

[0001] This application relates generally to wireless communication systems, including systems that support multiple-reception (multi-Rx) chain downlink (DL) reception for Layer 3 (L3) measurements.BACKGROUND

[0002] Wireless mobile communication technology uses various standards and protocols to transmit data between a base station and a wireless communication device. Wireless communication system standards and protocols can include, for example, 3rd Generation Partnership Project (3GPP) Long Term Evolution (LTE) (e.g., 4G) , 3GPP New Radio (NR) (e.g., 5G) , and Institute of Electrical and Electronics Engineers (IEEE) 802.11 standard for Wireless Local Area Networks (WLAN) (commonly known to industry groups as ) .

[0003] As contemplated by the 3GPP, different wireless communication systems' standards and protocols can use various radio access networks (RANs) for communicating between a base station of the RAN (which may also sometimes be referred to generally as a RAN node, a network node, or simply a node) and a wireless communication device known as a user equipment (UE) . 3GPP RANs can include, for example, Global System for Mobile communications (GSM) , Enhanced Data Rates for GSM Evolution (EDGE) RAN (GERAN) , Universal Terrestrial Radio Access Network (UTRAN) , Evolved Universal Terrestrial Radio Access Network (E-UTRAN) , and / or Next-Generation Radio Access Network (NG-RAN) .

[0004] Each RAN may use one or more radio access technologies (RATs) to perform communication between the base station and the UE. For example, the GERAN implements GSM and / or EDGE RAT, the UTRAN implements Universal Mobile Telecommunication System (UMTS) RAT or other 3GPP RAT, the E-UTRAN implements LTE RAT (sometimes simply referred to as LTE) , and NG-RAN implements NR RAT (sometimes referred to herein as 5G RAT, 5G NR RAT, or simply NR) . In certain deployments, the E-UTRAN may also implement NR RAT. In certain deployments, NG-RAN may also implement LTE RAT.

[0007] Frequency bands for 5G NR may be separated into two or more different frequency ranges. For example, Frequency Range 1 (FR1) may include frequency bands operating in sub-6 gigahertz (GHz) frequencies, some of which are bands that may be used by previous standards, and may potentially be extended to cover new spectrum offerings from 410 megahertz (MHz) to 7125 MHz. Frequency Range 2 (FR2) may include frequency bands from 24.25 GHz to 52.6 GHz. Note that in some systems, FR2 may also include frequency bands from 52.6 GHz to 71 GHz (or beyond) . Bands in the millimeter wave (mmWave) range of FR2 may have smaller coverage but potentially higher available bandwidth than bands in FR1. Skilled persons will recognize these frequency ranges, which are provided by way of example, may change from time to time or from region to region.BRIEF DESCRIPTION OF THE SEVERAL VIEWS OF THE DRAWINGS

[0019] Various embodiments are described with regard to a UE. However, reference to a UE is merely provided for illustrative purposes. The example embodiments may be utilized with any electronic component that may establish a connection to a network and is configured with the hardware, software, and / or firmware to exchange information and data with the network. Therefore, the UE as described herein is used to represent any appropriate electronic component.

[0020] In certain wireless systems, radio resource management (RRM) includes synchronization signal block (SSB) based Layer 3 (L3) measurement delay reduction for FR2 UEs in connected mode that support fast L3 measurements, e.g., via multiple-reception (multi-Rx) chain downlink (DL) reception. For example, FIG. 1 is a block diagram illustrating a UE 102 that supports multi-Rx DL reception for L3 measurements configured according to certain embodiments. The UE 102 includes a first antenna panel 104 configured for sweeping a first plurality of Rx beams 106 and a second antenna panel 108 configured for sweeping a second plurality of Rx beams 110 for multi-Rx simultaneous reception on a single carrier. In the illustrated example, the UE 102 may sequentially sweep up to four Rx beams using the first antenna panel 104 and sequentially sweep up to four Rx beams using the second antenna panel 108. However, skilled persons will recognize from the disclosure herein that different numbers of Rx beams may be used.

[0021] FR2 L3 measurement delay may be reduced by optimizing the Rx beam sweeping factor (BSF) . For example, a wireless network may configure conditions for triggering fast beam sweeping (FBS) for L3 measurement at the UE 102. The conditions may include activation conditions for simultaneously sweeping using both the first antenna panel 104 and the second antenna panel 108 (i.e., the UE 102 may simultaneously perform L3 measurements using one beam from the first plurality of Rx beams 106 and one beam from the second plurality of Rx beams 110) , and deactivation conditions for sweeping with only one antenna panel at a time. Conditions to trigger the UE 102 to activate L3 measurement delay reduction by optimizing Rx BSF (including activation conditions and deactivation conditions) may include using a serving cell's signal quality (i.e., based on reference signal received power (RSRP) and / or reference signal received quality (RSRQ) threshold (s) ) based triggering conditions to activate or deactivate multi-Rx for L3 measurements.

[0022] However, certain wireless systems do not consider additional factors, such as UE power consumption and quality of service (QoS) , in the activation and deactivation of fast L3 measurements (or L3 measurement reduction) . Thus, certain embodiments disclosed herein provide for a wireless network and as UE to override and / or interrupt the configured conditional activation and deactivation of fast L3 measurements. As used herein, “fast L3 measurement” and “L3 measurement delay reduction mode” may be used interchangeably and may be realized, for example, by UEs with multi-Rx DL reception capability when simultaneously using multiple antenna panels for Rx beam sweeping. In other embodiments, fast L3 measurement or L3 measurement delay reduction mode may be based on a wireless channel status to determine a best beam, or based on  sensors at the UE used to decide the UE orientation for determining which Rx beam points to the a base station transmission (Tx) beam and is the best beam.

[0025] In certain embodiments, a wireless network may choose to override the configured conditional activation and deactivation of fast L3 measurements (i.e., L3 measurement delay reduction mode) based on, for example, load balancing and / or QoS handling. For load balancing, the wireless network may determine to switch the UE to another serving cell to balance the load in the network. For QoS handling, the wireless network may monitor the QoS performance and determine that the current serving cell does not have enough resources to meet the QoS requirements (e.g., including when 5G QoS Identifiers (5QI) are changed or updated) . In response, the wireless network may determine to initiate a handover process from the current serving cell to another cell.

1.A method for a wireless network, the method comprising:receiving, at the wireless network from a user equipment (UE) , a UE capability report indicating support for Layer 3 (L3) measurement delay reduction mode;in response to the UE capability report, configuring the UE for a conditional activation and deactivation of the L3 measurement delay reduction mode; andin response to a network condition, overriding the conditional activation and deactivation of the L3 measurement delay reduction mode at the UE.2.The method of claim 1, wherein the L3 measurement delay reduction mode comprises activating multiple-reception (multi-Rx) downlink (DL) reception (Rx) at the UE to reduce a number of measurement periods used by the UE for Rx beam sweeping.3.The method of claim 2, wherein configuring the UE comprises configuring a first reference signal received power (RSRP) threshold for L3 measurements on Frequency Range 2 (FR2) for the UE to conditionally activate or deactivate the multi-Rx DL reception.4.The method of claim 3, further comprising sending, from the wireless network to the UE, the first RSRP threshold via radio resource control (RRC) signaling or a system information block (SIB) .5.The method of claim 3, wherein overriding the conditional activation and deactivation of the multi-Rx DL reception at the UE comprises sending, from the wireless network to the UE via radio resource control (RRC) signaling:a second RSRP threshold that is higher than the first RSRP threshold to activate the multi-Rx DL reception; ora third RSRP threshold that is empty or lower than the first RSRP threshold to deactivate the multi-Rx DL reception.6.The method of claim 5, wherein the RRC signaling further comprises a validity timer value during which the UE is to override the conditional activation and deactivation of the multi-Rx DL reception based on the second RSRP threshold or the third RSRP threshold.7.The method of claim 3, wherein overriding the conditional activation and deactivation of the multi-Rx DL reception at the UE comprises sending, from the wireless network to the UE, a dynamic indication to activate or deactivate the multi-Rx DL reception regardless of whether the L3 measurements on FR2 at the UE exceed the first RSRP threshold.8.The method of claim 7, wherein the dynamic indication comprises a media access control (MAC) control element (CE) indicating activation or deactivation of the multi-Rx DL reception for the L3 measurements on FR2.9.The method of claim 8, wherein the MAC CE comprises:a single bit to indicate activation or deactivation of the multi-Rx DL reception for the L3 measurements on FR2; anda plurality of bits to indicate a second RSRP threshold for the UE to use during a validity duration until the wireless network sends a new overriding indication or until a validity timer expires.10.The method of claim 2, wherein overriding the conditional activation and deactivation of the multi-Rx DL reception at the UE comprises sending, from the wireless network to the UE, downlink control information (DCI) to indicate activation or deactivation of the multi-Rx DL reception for L3 measurements on Frequency Range 2 (FR2) for a validity duration until the wireless network sends a new overriding indication or until a validity timer expires.11.The method of claim 1, wherein the network condition is based on at least one of network load balancing and network quality of service (QoS) handling.12.A method for a user equipment (UE) in a wireless network, the method comprising:transmitting, from the UE to the wireless network, a UE capability report indicating support for Layer 3 (L3) measurement delay reduction mode;in response to the UE capability report, receiving a configuration from the wireless network for the UE for a conditional activation and deactivation of the L3 measurement delay reduction mode; andreceiving, at the UE from the wireless network, an indication overriding the conditional activation and deactivation of the L3 measurement delay reduction mode at the UE.13.The method of claim 12, wherein the L3 measurement delay reduction mode comprises activating multiple-reception (multi-Rx) downlink (DL) reception (Rx) at the UE to reduce a number of measurement periods used by the UE for Rx beam sweeping.14.The method of claim 13, wherein the configuration comprises a first reference signal received power (RSRP) threshold for L3 measurements on Frequency Range 2 (FR2) for the UE to conditionally activate or deactivate the multi-Rx DL reception.15.The method of claim 14, further comprising receiving, at the UE from the wireless network, the first RSRP threshold via radio resource control (RRC) signaling or a system information block (SIB) .16.The method of claim 14, wherein receiving the indication overriding the conditional activation and deactivation of the multi-Rx DL reception at the UE comprises receiving, at the UE from the wireless network, radio resource control (RRC) signaling comprising:a second RSRP threshold that is higher than the first RSRP threshold to activate the multi-Rx DL reception; ora third RSRP threshold that is empty or lower than the first RSRP threshold to deactivate the multi-Rx DL reception.17.The method of claim 16, wherein the RRC signaling further comprises a validity timer value during which the UE is to override the conditional activation and deactivation of the multi-Rx DL reception based on the second RSRP threshold or the third RSRP threshold.18.The method of claim 14, wherein receiving the indication overriding the conditional activation and deactivation of the multi-Rx DL reception at the UE comprises receiving, at the UE from the wireless network, a dynamic indication to activate or deactivate the multi-Rx DL reception regardless of whether the L3 measurements on FR2 at the UE exceed the first RSRP threshold.19.The method of claim 18, wherein the dynamic indication comprises a media access control (MAC) control element (CE) indicating activation or deactivation of the multi-Rx DL reception for the L3 measurements on FR2.20.The method of claim 19, wherein the MAC CE comprises:a single bit to indicate activation or deactivation of the multi-Rx DL reception for the L3 measurements on FR2; anda plurality of bits to indicate a second RSRP threshold for the UE to use during a validity duration until the wireless network sends a new overriding indication or until a validity timer expires.21.The method of claim 13, wherein receiving the indication overriding the conditional activation and deactivation of the multi-Rx DL reception at the UE comprises receiving, at the UE from the wireless network, downlink control information (DCI) to indicate activation or deactivation of the multi-Rx DL reception for L3 measurements on Frequency Range 2 (FR2) for a validity duration until a new overriding indication is received from the wireless network or until a validity timer expires.22.A method for a wireless network, the method comprising:receiving, at the wireless network from a user equipment (UE) , a UE capability report indicating support for Layer 3 (L3) measurement delay reduction mode;in response to the UE capability report, configuring the UE for a conditional activation and deactivation of the L3 measurement delay reduction mode;receiving, at the wireless network from the UE, an indication of a preference or a request to override the conditional activation and deactivation of the L3 measurement delay reduction mode at the UE; anddetermining, at the wireless network, based at least in part on the indication of the preference or the request, whether or not to override the conditional activation and deactivation of the L3 measurement delay reduction mode at the UE.23.The method of claim 22, further comprising sending, from the wireless network to the UE, feedback enabling or disabling L3 measurements on Frequency Range 2 (FR2) by the UE.24.The method of claim 22, wherein the indication comprises an information element (IE) in a UE assistance information (UAI) message received from the UE.25.The method of claim 24, wherein the IE further indicates a Layer 1 (L1) multiple reception (multi-Rx) operation.26.The method of claim 22, wherein receiving the indication comprises receiving a media access control (MAC) control element (CE) received from the UE in a scheduled uplink (UL) grant of a physical uplink shared channel (PUSCH) .27.The method of claim 22, wherein receiving the indication comprises:receiving, from the UE, a scheduling request (SR) for an uplink (UL) grant for the indication of the preference or the request;in response to the SR, scheduling the UL grant for the UE to send the indication of the preference or the request; andreceiving, from the UE in a physical uplink shared channel (PUSCH) corresponding to the UL grant, a media access control (MAC) control element (CE) comprising the indication.28.The method of claim 27, wherein the SR has a different priority compared to an existing SR, for UL control information (UCI) multiplexing and collision handling.29.The method of claim 27, wherein the SR has a same priority compared to an existing SR, for UL control information (UCI) multiplexing and collision handling.30.The method of claim 22, wherein receiving the indication comprises:in response to an existing scheduling request (SR) , scheduling an uplink (UL) grant for the UE to send the indication of the preference or the request; andreceiving, from the UE in a physical uplink shared channel (PUSCH) corresponding to the UL grant, a media access control (MAC) control element (CE) comprising the indication.31.The method of claim 22, wherein receiving the indication comprises:receiving, from the UE, an uplink (UL) grant request during a random access channel (RACH) procedure;in response to the UL grant request, scheduling a UL grant for the UE to send the indication of the preference or the request; andreceiving, from the UE in a physical uplink shared channel (PUSCH) correspond
