Abstract

Embodiments of the present disclosure relate to a counter for contention-based message 3 (CB-Msg3) transmission. In an aspect, a terminal device initiates a first counter for CB-Msg3 transmission attempts. The terminal device performs at least one CB-Msg3 transmission attempt without a prior transmission of Msg1 and a reception of RAR. The terminal device based on determining that the at least one CB-Msg3 transmission attempt is unsuccessful, increases the first counter.

[0027] As used herein, the term “communication network” refers to a network following any suitable communication standards, such as Long Term Evolution (LTE) , LTE-Advanced (LTE-A) , Wideband Code Division Multiple Access (WCDMA) , High-Speed Packet Access (HSPA) , Narrow Band Internet of Things (NB-IoT) and so on. Furthermore, the communications between a terminal device and a network device in the communication network may be performed according to any suitable generation communication protocols, including, but not limited to, the first generation (1G) , the second generation (2G) , 2.5G, 2.75G, the third generation (3G) , the fourth generation (4G) , 4.5G, the future fifth generation (5G) and the sixth generation (6G) communication protocols, and / or any other protocols either currently known or to be developed in the future. Embodiments of the present disclosure may be applied in various communication systems. Given the rapid development in communications, there will of course also be future type communication technologies and systems with which the present disclosure may be embodied. It should not be seen as limiting the scope of the present disclosure to only the aforementioned system.

[0028] As used herein, the term “network device” and “access network device” refer to a node in a communication network via which a terminal device accesses the network and receives services therefrom. The network device may refer to a base station (BS) or an access point (AP) , for example, a node B (NodeB or NB) , an evolved NodeB (eNodeB or eNB) , a NR NB (also referred to as a gNB) , a transmission reception point (TRP) , a Remote Radio Unit (RRU) , a radio header (RH) , a remote radio head (RRH) , a relay, a low power node such as a femto, a pico, and so forth, depending on the applied terminology and technology.

[0029] The term “terminal device” refers to any end device that may be capable of wireless communication. By way of example rather than limitation, a terminal device may also be referred to as a communication device, user equipment (UE) , a Subscriber Station (SS) , a Portable Subscriber Station, a Mobile Station (MS) , or an Access Terminal (AT) . The terminal device may include, but not limited to, a mobile phone, a cellular phone, a smart phone, voice over IP (VoIP) phones, wireless local loop phones, a tablet, a wearable terminal device, a personal digital assistant (PDA) , portable computers, desktop computer, image capture terminal devices such as digital cameras, gaming terminal devices, music storage and playback appliances, vehicle-mounted wireless terminal devices, wireless endpoints, mobile stations, laptop-embedded equipment (LEE) , laptop-mounted equipment (LME) , USB dongles, smart devices, wireless customer-premises equipment (CPE) , an Internet of Things (IoT) device, a watch or other wearable, a head-mounted display (HMD) , a vehicle, a drone, a medical device and applications (e.g., remote surgery) , an industrial device and applications (e.g., a robot and / or other wireless devices operating in an industrial and / or an automated processing chain contexts) , a consumer electronics device, a device operating on commercial and / or industrial wireless networks, and the like. In the following description, the terms “terminal device” , “communication device” , “terminal” , “user equipment” and “UE” may be used interchangeably.

[0030] In telecommunication technologies, one of the objectives is support of capacity enhancements for uplink. In this objective, Msg3 transmission without msg1 / RAR is proposed. In RAN 2, support for DSA (i.e. the possibility to transmit more than one replica of CB-msg3, if configured by the NW) is introduced. RAN2 does not intend to work on CRDSA in Rel-19.

[0031] Also in uplink capacity enhancement, the number of replicas for DSA will be configured by the NW: 1 (SA) , 2, 3, and 4. The configuration of the number of replicas is CE-level specific. There will be a configurable time window for DSA CB-Msg3 occasion selection. FFS on the details (e.g. when the time window starts) .

[0032] Thus, RAN2 has agreed that the direct / contention-based msg3 transmission can be made using Diversity Slotted Aloha. This implies the UE may transmit replicas of msg3 to increase the likelihood that at least one of the msg3 transmissions does not collide with other UEs’ transmissions and to increase the likelihood where the NW may decode at least one of the msg3 transmissions.

[0033] The Power Control mechanisms for NPUSCH in NB-IoT, considering the different scenarios, but focusing on the current state of the art for the NPUSCH transmissions corresponding to a Random Access Response (RAR) grant (i.e., the message 3 in a 4-step RACH access) .

[0034] In a general sense, not only restricted to NB-IoT or NTN, there are 3 important parameters (among others) that are commonly used to define the Power Control mechanism: · Pmax, the maximum transmit power that cannot be exceeded by the UE (due to regulatory,  specification, UE capability) ; · P0, the power offset or intended target power at the receiver end; · α, the “path loss compensation” component that multiplies the estimated path loss. When  set to 1, it indicates that the estimated path loss will be fully compensated in the power control formula.

[0035] Currently, in narrowband IoT there are 3 different scenarios considered for transmissions, which affect how the above parameters are defined in the formula (which we will provide below) . These scenarios are identified by the following indexes: j = 1, used for NPUSCH (re) transmissions allocated by dynamic scheduled grant or semi- persistent grant; j = 2, used for NPUSCH (re) transmissions allocated in random access response grant; j= 3, used for NPUSCH (re) transmissions using preconfigured uplink resources (PUR) .

[0036] For NPUSCH (re) transmissions corresponding to the random access response grant if enhanced random access power control is not applied, and for all other NPUSCH transmissions except for NPUSCH (re) transmission corresponding to preconfigured uplink resource, when the number of repetitions of the allocated NPUSCH RUs is greater than 2: PNPUSCH, c (i) =PCMAX, c (i) [dBm] (1) Otherwise

[0037] However, none of the cases above seem to be applicable to the case where direct Msg3 is transmitted, as the NW lacks further additional information about the UE, it cannot configure the UE specific P0, nor adapt the value of α.

[0038] Therefore, currently, the specification states that for a NPUSCH transmission that corresponds to a transmission allocated by RAR grant: If enhanced random access power control is not applied: PO_NOMINAL_NPUSCH, c (2) =PO_PRE+ΔPREAMBLE_Msg3 (3) If enhanced random access power control is applied: PO_NOMINAL_NPUSCH, c (2) =MSG3_RECEIVED_TARGET_POWER +ΔPREAMBLE_Msg3 (4)

[0039] In the first instance, PO_PRE is configured by the parameter preambleInitialReceivedTargetPower and in the second case MSG3_RECEIVED_TARGET_POWER is given by: MSG3_RECEIVED_TARGET_POWER =preambleInitialReceivedTargetPower +  (PREAMBLE_TRANSMISSION_COUNTER_CE–1) *powerRampingStep (5) Where the PREAMBLE_TRANSMISSION_COUNTER_CE corresponds to the number of  attempted preamble transmissions before the UE receives the current UL grant to transmit message 3.

[0040] As seen above, there are potentially to establish the power control mechanisms for a UE directly transmitting Msg3 without Msg1 / 2 (CB-Msg3) : Add a new scenario index (e.g. j= 4) ; or Re-use (with the proper text modifications) the definitions for scenario j=2.

[0041] In a practical sense both are very similar, as the overall concept of MSG3 power control may rely on parameters that cannot be configured by higher layers based on UE radio conditions (since the eNB is aware of the UE radio conditions for a RRC Idle UE) . So, regardless of the chosen approach, it is likely that the power control mechanism for CB-MSG3 (without MSG1 / 2) will re-use most of the mechanisms configured for NPUSCH allocated by Random Access Response Grant (carried in Msg2 in the 4-step RACH procedure) .

[0042] There are two problems to be addressed at the terminal device side. The first problem may be that attempts of CB-MSG3 may skip the transmission of MSG1 / 2, therefore, the counter for Preamble Transmission Counter is never updated, even upon consecutive failures of CB-MSG3 transmission, which bypasses the previous method of adjusting (i.e. ramping) power in the initial access. The second problem may be that after a given number of CB-MSG3 transmissions, the terminal device may resort to fall back to regular initial access (4-step RACH) , then according to current procedures, the MSG1 transmission will initiate with default transmit power, even though the repeated failed attempts at MSG3 transmission might indicate the UE requires more transmit power.

[0043] In view of the above discussions and analysis, some embodiments of the present disclosure provide a solution related to CB-Msg3 transmission, especially for operating a counter for CB-Msg3 transmission. In one aspect of this solution, a terminal device initiates a first counter for CB-Msg3 transmission attempts. The terminal device performs at least one CB-Msg3 transmission attempt without a prior transmission of Msg1 and a reception of RAR. The terminal device based on determining that the at least one CB-Msg3 transmission attempt is unsuccessful, increases the first counter. Therefore, transmission of CB-Msg3 or other messages in a random access procedure, particularly transmit power of these messages, can be improved. Principles and implementations of embodiments of the present disclosure will be described in detail below with reference to FIGS. 1-6.

[0044] FIG. 1 illustrates a schematic diagram of an example communication network 100 in which some embodiments of the present disclosure may be implemented. As shown in FIG. 1, the communication network 100 may include terminal device 110, network device 120. The terminal device 110 may perform 4 step RACH and / or CB-Msg3 transmission with the network device 120. The communication network 100 may be a non-terrestrial network, where the terminal device 110 communicates via a satellite. For example, the network device 120 may be located on the satellite (regenerative architecture) or the satellite may act as an amplify-and-forward payload if the network device 120 is located on Earth (transparent architecture) .

[0045] It is to be understood that the number of network devices and terminal devices is only for the purpose of illustration without suggesting any limitations. The system 100 may include any suitable number of terminal devices and network devices with any suitable number of cell adapted for implementing embodiments of the present disclosure.

[0046] Communications in the communication system 100 may be implemented according to any proper communication protocol (s) , comprising, but not limited to, cellular communication protocols of the first generation (1G) , the second generation (2G) , the third generation (3G) , the fourth generation (4G) , the fifth generation (5G) and the sixth generation (6G) and on the like, wireless local network communication protocols such as Institute for Electrical and Electronics Engineers (IEEE) 802.11 and the like, and / or any other protocols currently known or to be developed in the future. Moreover, the communication may utilize any proper wireless communication technology, comprising but not limited to: Code Division Multiple Access (CDMA) , Frequency Division Multiple Access (FDMA) , Time Division Multiple Access (TDMA) , Frequency Division Duplex (FDD) , Time Division Duplex (TDD) , Multiple-Input Multiple-Output (MIMO) , Orthogonal Frequency Division Multiple (OFDM) , Discrete Fourier Transform spread OFDM (DFT-s-OFDM) and / or any other technologies currently known or to be developed in the future.

[0047] In the communication system 100, the above mentioned two problems may happen at the terminal device 110 regarding the CB-Msg3 transmission.

[0048] FIG. 2 illustrates a signaling diagram illustrating an example of process 200 for measurement reporting according to some embodiments of the present disclosure. For the purpose of discussion, the process 200 will be described with reference to FIG. 1. The process 200 may involve the terminal device 110, the network device 120 as illustrated in FIG. 1.

[0049] In FIG. 2, at 210, the terminal device 110 may initiate a first counter for CB-Msg3 transmission attempts.

[0050] For example, when CB-MSG3 is attempted, the UE may initiate a new parameter CB_MSG3_ATTEMPTS_COUNTER_CE. This parameter is utilized for the first counter. The initiation may result in setting the counter equal to 1.

[0051] At 220, the terminal device 110 may perform at least one CB-Msg3 transmission attempt without a prior transmission of Msg1 and a reception of RAR with the network device 120.

[0052] At 230, the terminal device 110 may increase the first counter based on determining that the at least one CB-Msg3 transmission attempt is unsuccessful.

[0053] In some embodiments, the terminal device 110 may determine the CB-Msg3 transmission attempt is unsuccessful based on the terminal device 110 not receiving a response within a time window. For example, the terminal device 110 may start the contention resolution timer and if no response is received, the terminal device 110 may confirm that the attempt was unsuccessful.

[0054] Alternatively, the terminal device 110 may determine the CB-Msg3 transmission attempt is unsuccessful based on the received response does not address the terminal device 110 (i.e. contention resolution was not successful) .

[0055] In some embodiments, the terminal device 110 may increase the first counter by: increasing the first counter after determining the at least one unsuccessful CB-Msg3 transmission attempt. One of the at least one unsuccessful CB-Msg3 transmission attempt may comprise one replica.

[0056] For example, if single replicas are used, the terminal device 110 may increase the counter after every X unsuccessful attempt of CB-MSG3 transmissions (X equal to 1 or more) . The increased value can be any value.

[0057] In some embodiments, the terminal device 110 may increase the first counter by: increasing the first counter by an integer greater than or equal to 1 after determining the at least one unsuccessful CB-Msg3 transmission attempt. One of the at least one unsuccessful CB-Msg3 transmission attempt may comprise a set of replicas.

[0058] In some embodiments, the integer may indicate or be equal to the number of replicas in the at least one unsuccessful CB-Msg3 transmission attempt.

[0059] For example, there may be two unsuccessful CB-Msg3 transmission attempts. Each of the two unsuccessful CB-Msg3 transmission attempts may comprise two replicas. Therefore, the first counter may be increased by 4 which is equal to the number of the replicas in these two unsuccessful CB-Msg3 transmission attempts. Alternatively, the first counter may be increased by 1 or any other value. The rules for increasing the counter is configured by the network device 120 or predefined in specification.

[0060] In some embodiments, one of the at least one unsuccessful CB-Msg3 transmission attempt comprises a set of replicas. The terminal device 110 may increase the first counter by: increasing the first counter by 1 after expiration of a response time window associated with a last replica of a set of replicas of a last unsuccessful CB-Msg3 transmission attempt of the at least one unsuccessful CB-Msg3 transmission attempt.

[0061] For example, there may be two unsuccessful CB-Msg3 transmission attempts (the first unsuccessful CB-Msg3 transmission attempt and the second unsuccessful CB-Msg3 transmission attempt arranged in chronological order) . Each of the two unsuccessful CB-Msg3 transmission attempts may comprise two replicas (the first replica and the second replica arranged in chronological order) . The terminal device 110 may increase the first counter by increasing the first counter by 1 after expiration of a response time window associated with the second replica of the second unsuccessful CB-Msg3 transmission attempt arranged in chronological order.

[0062] In some embodiments, the response time window may be associated with the Contention Resolution timer, which can also be per replica or set.

[0063] In some embodiments, one of the at least one unsuccessful CB-Msg3 transmission attempt comprises a set of replicas. The terminal device 110 may increase the first counter by: increasing the first counter by 1 after expiration of a response time window associated with a set of replicas of a last unsuccessful CB-Msg3 transmission attempt of the at least one unsuccessful CB-Msg3 transmission attempt.

[0064] For example, there may be two unsuccessful CB-Msg3 transmission attempts (the first unsuccessful CB-Msg3 transmission attempt and the second unsuccessful CB-Msg3 transmission attempt arranged in chronological order) . Each of the two unsuccessful CB-Msg3 transmission attempts may comprise two replicas (the first replica and the second replica arranged in chronological order) . There is a response time window for the first replica and the second replica of the second unsuccessful CB-Msg3 transmission attempt. The terminal device 110 may increase the first counter by increasing the first counter by 1 after expiration of this response time window for the first replica and the second replica.

[0065] In some embodiments, one of the at least one unsuccessful CB-Msg3 transmission attempt comprises a set of replicas. The terminal device 110 may increase the first counter by: increasing the first counter by an integer greater than 1 after expiration of a response time window associated with a last replica of a set of replicas of a last unsuccessful CB-Msg3 transmission attempt of the at least one unsuccessful CB-Msg3 transmission attempt.

[0066] In some embodiments, the integer is associated with a number of replicas in the at least one unsuccessful CB-Msg3 transmission attempt. For example, the integer is the function of the number of replicas in the at least one unsuccessful CB-Msg3 transmission attempt.

[0067] For example, there may be two unsuccessful CB-Msg3 transmission attempts (the first unsuccessful CB-Msg3 transmission attempt and the second unsuccessful CB-Msg3 transmission attempt arranged in chronological order) . The second unsuccessful CB-Msg3 transmission attempt may comprise two replicas (the first replica and the second replica arranged in chronological order) . The terminal device 110 may increase the first counter by increasing the first counter by 4 after expiration of a response time window associated with the second replica of the second unsuccessful CB-Msg3 transmission attempt arranged in chronological order. Alternatively, the increased number of the first counter may be any other values. The network device 120 may define the relative rules regarding the increased number.

[0068] In some embodiments, one of the at least one unsuccessful CB-Msg3 transmission attempt comprises a set of replicas. The terminal device 110 may increase the first counter by: increasing the first counter by an integer greater than or equal to 1 after expiration of a response time window associated with a set of replicas of a last unsuccessful CB-Msg3 transmission attempt of the at least one unsuccessful CB-Msg3 transmission attempt.

[0069] In some embodiments, the integer is associated with a number of replicas in the at least one unsuccessful CB-Msg3 transmission attempt. For example, the integer is the function of the number of replicas in the at least one unsuccessful CB-Msg3 transmission attempt.

[0070] For example, there may be two unsuccessful CB-Msg3 transmission attempts (the first unsuccessful CB-Msg3 transmission attempt and the second unsuccessful CB-Msg3 transmission attempt arranged in chronological order) . Each of the two unsuccessful CB-Msg3 transmission attempt may comprise two replicas (the first replica and the second replica arranged in chronological order) . There is a response time window for the first replica and the second replica of the second unsuccessful CB-Msg3 transmission attempt. The terminal device 110 may increase the first counter by increasing the first counter by 4 after expiration of this response time window for the first replica and the second replica. Alternatively, the increased number of the first counter may be any other values. The network device 120 may define the relative rules regarding the increased number for the first counter or the rules may be defined in specification.

[0071] In some examples, the first counter may be increased twice after two unsuccessful CB-Msg3 transmission attempts. Two replicas are used for the first increasing process. Three replicas are used for the second increasing process. During the first increasing process, the first 2 replicas may be transmitted with the same transmit power, but the counter is updated to 3 (1+2) for the new set of replicas (the rest of three replicas) .

[0072] In some embodiments, the at least one unsuccessful CB-Msg3 transmission attempt comprises at least one response time window. A response time window of the at least one response time window is associated with a replica. The terminal device 110 may increase the first counter by: increasing the first counter after expiration of the at least one response time window.

[0073] For example, the at least one unsuccessful CB-Msg3 transmission attempt may comprise M time windows. The first counter is increased after the expiration of M time windows (M is greater or equal to 1) , and each replica in the at least one unsuccessful CB-Msg3 transmission attempt is associated with a different response time window.

[0074] In some embodiments, the terminal device may increase transmit power for the CB-Msg3 based on increasing the first counter.

[0075] In some embodiments, the transmit power of the terminal device 110 for the CB-MSG3 is incremented as a function of the first counter. Based on the above embodiments, it allows the network device 120 to configure whether the terminal device 110 increments the transmit power per transmission, per replica, per set of replica or according to a time window associated with expected response. In one example, the terminal device 110 increases the transmit power based on the product of the first counter and a network-configured power ramping step.

[0076] It can be understood that the process of 220-230 and increasing the transmit power for the CB-Msg3 may be performed in loop by the terminal device 110.

[0077] In some embodiments, the terminal device 110 may determine to fall back to 4-step random access channel (RACH) procedure based on determining that the increased transmit power is greater than a first configured power threshold or a value of the increased first counter is greater than a configured counter threshold. The first configured power threshold may be the power threshold of the terminal device 110 or may be determined by the network device 120. The configured counter threshold may be determined by the network device 120.

[0078] In some embodiments, the terminal device 110 may then set a value of a second counter for the Msg1 equal to the value of the increased first counter. The parameter PREAMBLE_TRANSMISSION_COUNTER_CE may be utilized for the second counter. The terminal device 110 may then increase the transmit power by utilizing this new value of the second counter.

[0079] For example, the terminal device 110 may be required to fall back to 4-step RACH, due to consecutive CB-Msg3 failures or any other fallback condition. Then the terminal device 110 may apply normal procedures (for example, legacy procedures) for the Power Control on random access, but transferring the current msg3 attempt counter (first counter) to the preamble transmission counter (second counter) . The terminal device 110 may set PREAMBLE_TRANSMISSION_COUNTER_CE =CB_MSG3_ATTEMPTS_COUNTER_CE.

[0080] In some embodiments, the terminal device 110 may be required to fall back to 4-step RACH. The terminal device 110 may based on determining the value of the increased first counter is greater than a configured threshold from a network device, determine to be in a next coverage enhanced (CE) level to improve an access probability. The terminal device 110 may also restart the second counter.

[0081] The CE Level is a technical mechanism in the communication field, especially in NB-IoT and LTE-M technologies. It is used to improve signal coverage and ensure reliable communication for devices in complex environments. For example, there may be three CE levels (CE0, CE1 or CE2) . The CE0 may be applicable to scenarios with good signal condition. The CE1 may be suitable for environments with moderate signal conditions. The CE2 may be designed for extremely poor signal environments.

[0082] Therefore, the terminal device 110 may determine to be in a next CE level (for example, from CE2 to CE1, or CE1 to CE0, or CE2 to CE0) .

[0083] In some embodiments, the next CE level is used for the CB-Msg3 transmission and / or Msg1 transmission.

[0084] For example, the terminal device 110 may move to the next CE level and fallback to the 4 step-RACH. The terminal device 110 may transmit the Msg1 based on this next CE level.

[0085] Additionally or alternatively, the terminal device 110 may move to the next CE level and transmit the CB-Msg3 based on this next CE level without fallback to the 4 step-RACH.

[0086] In this way, the terminal device 110 may have a better communication condition and a higher probability for successful random access or CB-Msg3 transmission.

[0087] Alternatively, the terminal device 110 may be required to fall back to 4-step RACH. The terminal device 110 may based on determining the increased transmit power is greater than a second configured power threshold, determine to be in a next CE level to improve an access probability. This second configured power threshold may be determined by the network device 120. The terminal device 110 may also restart the second counter.

[0088] In some embodiments, the terminal device 110 may be required to fall back to 4-step RACH. Then, the terminal device 110 may determine to be in a next CE level to improve an access probability and perform restarting a second counter for the Msg1.

[0089] Alternatively, the terminal device 110 may be required to fall back to 4-step RACH. Then, the terminal device 110 may determine to be in a next CE level to improve an access probability and set a value of the second counter equal to a value of the increased first counter.

[0090] For example, the terminal device 110 may set: PREAMBLE_TRANSMISSION_COUNTER_CE  = CB_MSG3_ATTEMPTS_COUNTER_CE

[0091] In some embodiments, when the terminal device 110 moves to a different CE level, the terminal device 110 may restart the first counter and / or second counter, or keep the current value of the first counter and / or second counter (depending on specification or configuration from the network device 120) .

[0092] In some embodiments, the terminal device may based on a value of the increased first counter, determine target power for receiving the CB-Msg3 and based on the target power, determine the increased transmit power for the CB-Msg3.

[0093] For example, the UE Power Control of CB-MSG3 might be updated as a function of the new first counter (parameter) . This parameter is conditional on terminal device 201 using enhanced random access power control. If the enhanced random access power control is applied, the above mentioned formula (4) may be updated as: PO_NOMINAL_NPUSCH, c (2) =CB_MSG3_RECEIVED_TARGET_POWER +ΔPREAMBLE_Msg3 (6) where the above mentioned formula (5) may be updated as: CB_MSG3_RECEIVED_TARGET_POWER =preambleInitialReceivedTargetPower +  (CB_MSG3_ATTEMPTS_COUNTER_CE–1) *powerRampingStep (7)

[0094] In some embodiments, preambleInitialReceivedTargetPower might be replaced by a new parameter CBmsg3InitialReceivedTargetPower.

[0095] In this way, the terminal device 110 may transmit directly Msg3 without Msg1 / RAR during random access to adjust the transmit power according to the number of unsuccessful Msg3 attempt transmission.

[0096] FIG. 3 illustrates a flowchart illustrating an example of process 300 for transmission with counter for CB-Msg3 according to some embodiments of the present disclosure. For the purpose of discussion, the process 300 will be described with reference to FIG. 1. The process 300 may involve the terminal device 110. The process 300 may be performed by the terminal device 110.

[0097] At 301, the terminal device 110 may receive CB-Msg3 configuration including power control configuration.

[0098] At 302, the terminal device 110 may select access through CB-Msg3.

[0099] At 303, the terminal device 110 may initiate a new counter CB_MSG3_ATTTEMPTS_COUNTER_CE = 1.

[0100] At 304, the terminal device 110 may attempt initial access through CB-Msg3 without a prior transmission of Msg1 and a reception of RAR.

[0101] At 305, the terminal device 110 may determine whether the CB-Msg3 is succeeded.

[0102] If a CB-Msg3 transmission attempt is succeeded, at 306, the terminal device 110 may be proceed with normal procedure after Msg 4 reception.

[0103] If a CB-Msg3 transmission attempt is not succeeded, at 307, the terminal device 110 may determine whether CB_MSG3_ATTTEMPTS_COUNTER_CE needs to be updated.

[0104] If the CB_MSG3_ATTTEMPTS_COUNTER_CE may not need to update, the terminal device 110 may move back to 304.

[0105] If the CB_MSG3_ATTTEMPTS_COUNTER_CE may not need to update, at 308, the terminal device 110 may update the CB_MSG3_ATTTEMPTS_COUNTER_CE by X. the value of the X may be determined by the received power control configuration at 301.

[0106] At 309, the terminal device 110 may increase the transmit power and determine whether the transmit power fallback condition is reached. For example, if the transmit power fallback condition is reached, the transmit power is greater than the power threshold configured by the received power control configuration at 301 or its maximum power threshold.
