Abstract

Provided are a publishing system, a publishing method, and a non-volatile storage medium. By means of a configuration in which the display order and display frames of content are determined in advance on the basis of negotiation among publishing operators participating in a plan, each publishing operator can freely publish content at any moment in a negotiated framework of the operator. The publishing system comprises an application server and a program meta-server. The application server generates a template in which a plurality of content display frames are configured, wherein the content display frames indicate positions at which thumbnails corresponding to content are displayed. The program meta-server uses the template acquired from the application server, and content information corresponding to content acquired from a publishing operator server that publishes the content, to configure the thumbnails corresponding to the content in the content display frames comprised in the template, and outputs the thumbnails to a receiver.
