[0030] As used herein, the term “network device” or “network node” refers to a node in a communication network via which a terminal device accesses the network and receives services therefrom. The network device may refer to a system simulator, a base station (BS) or an access point (AP) , for example, a node B (NodeB or NB) , an evolved NodeB (eNodeB or eNB) , a NR NB (also referred to as a gNB) , a Remote Radio Unit (RRU) , a radio header (RH) , a remote radio head (RRH) , a relay, a low power node such as a femto, a pico, and so forth, depending on the applied terminology and technology.

[0031] The term “terminal device” refers to any end device that may be capable of wireless communication. By way of example rather than limitation, a terminal device may also be referred to as a communication device, user equipment (UE) , a Subscriber Station (SS) , a Portable Subscriber Station, a Mobile Station (MS) , or an Access Terminal (AT) . The terminal device may include, but not limited to, a mobile phone, a cellular phone, a smart phone, voice over IP (VoIP) phones, wireless local loop phones, a tablet, a wearable terminal device, a personal digital assistant (PDA) , portable computers, desktop computer, image capture terminal devices such as digital cameras, gaming terminal devices, music storage and playback appliances, vehicle-mounted wireless terminal devices, wireless endpoints, mobile stations, laptop-embedded equipment (LEE) , laptop-mounted equipment (LME) , USB dongles, smart devices, wireless customer-premises equipment (CPE) , an Internet of Things (loT) device, a watch or other wearable, a head-mounted display (HMD) , a vehicle, a drone, a medical device and applications (for example, remote surgery) , an industrial device and applications (for example, a robot and / or other wireless devices operating in an industrial and / or an automated processing chain contexts) , a consumer electronics device, a device operating on commercial and / or industrial wireless networks, and the like. In the following description, the terms “terminal device” , “communication device” , “terminal” , “user equipment” and “UE” may be used interchangeably.

[0032] Conventionally, while a UE is in idle mode or inactive mode, the UE may perform cell reselection based on well-defined principles. The UE may perform measurements on the serving cell and its neighbor cells. Then, the UE may evaluate whether performing cell reselection is necessary based on some criteria. When the UE is performing cell reselection to a cell supporting on demand system information block 1 (OD-SIB1) , the UE needs to send an uplink (UL) wake up signal (WUS) on the cell in order to request the network / cell to transmit the OD-SIB1. After successful reception of the necessary SIB messages, the UE can resume the paging monitoring. In the latest discussion, it is agreed to introduce a power threshold parameter to indicate a threshold when the UE is allowed to send UL WUS on the cell supporting OD-SIB1.

[0033] Currently, the parameters for cell reselection and the parameter allowing UL WUS transmission can be configured separately. Thus, it is possible that UE decides to perform cell reselection to a cell supporting OD-SIB1 (i.e. the cell reselection criterion is fulfilled in current specification) but the threshold for allowing UL WUS transmission is not fulfilled. However, it is unclear how the UE would behave in this case.

[0034] In view of the above, example embodiments of the present disclosure provide a cell reselection determination mechanism based on the cell reselection criteria and the UL transmission condition for example for UL WUS transmission which comprises a OD-SIB1 request. In the mechanism, the UE is configured with UL transmission configuration (information) concerning when the UE is allowed to perform UL transmission in the cell supporting OD-SIB1. The UE determines to perform cell reselection to the cell based at least on one of the following: the UL transmission condition and the at least one cell reselection criterion are met, or one of the at least one UL transmission condition or the at least one cell reselection criterion is met, regardless whether the other one is met. In this way, the terminal device is enabled to determine whether an OD-SIB1 request e.g. UL WUS can be transmitted before performing cell reselection, thereby reducing the unsuccessful cell reselection rate.

[0035] Hereinafter, the mechanism or principle of the cell reselection mechanism will be described with reference to Figs. 1 to 8. Fig. 1 illustrates an example of a network environment 100 in which some example embodiments of the present disclosure may be implemented. The environment 100, which may be a part of a communication network, includes a terminal device 110, a network device 120 providing a cell 130 and a network 140 providing a cell 150.

[0036] The communication environment 100 may include any suitable number of devices and cells. In the communication environment 100, the network device 120 may provide services to the terminal device 110, and the network device 120 and the terminal device 110 may communicate data and control information with each other. In some embodiments, the network device 120 and the terminal device 110 may communicate with direct links / channels. In the meantime, the terminal device 110 is also in the coverage of the serving range of the cell 150 which is a neighbor cell of the cell 130.

[0037] In the system 100, a link from the network device 120 to the terminal device 110 is referred to as a downlink (DL) , while a link from the terminal device 110 to the network device 120 is referred to as an uplink (UL) . In downlink, the network device 120 is a transmitting (TX) device (or a transmitter) and the terminal device 110 is a receiving (RX) device (or a receiver) . In uplink, the terminal device 110 is a transmitting TX device (or a transmitter) and the network device 120 is a RX device (or a receiver) . It is to be understood that the network device 120 may provide one or more serving cells. In some alternative embodiments, the network device 120 may provide both of the cell 130 and the cell 150.

[0038] As illustrated in Fig. 1, the UE camps on the cell 130 and is in idle / inactive mode. At a time point, the UE may be triggered to perform cell reselection. The terminal device 110 may perform measurements on the serving cell 130 and its neighbor cells, for example the cell 150. The terminal device 110 may determine to perform cell reselection to the cell 150 based on a result of a determination whether at least one cell reselection criterion is met and a result of a determination whether at least one UL transmission condition is met. When the terminal device 110 reselects to the cell 150, the terminal device 110 camps on the cell 150 and perform access procedure.

[0039] Once the terminal device 110 is connected with the network device 140, a link from the network device 140 to the terminal device 110 is also referred to as a DL, while a link from the terminal device 110 to the network device 120 is referred to as a UL. In downlink, the network device 140 will be a TX device (or a transmitter) and the terminal device 110 will be a RX device (or a receiver) . In uplink, the terminal device 110 is a TX device (or a transmitter) and the network device 120 is a RX device (or a receiver) .

[0040] It is to be understood that the particular number of various communication devices and the particular number of various communication links as shown in Fig. 1 is for illustration purpose only without suggesting any limitations. The communication environment 100 may include any suitable number of communication devices, any suitable number of communication links, and any suitable number of other elements adapted for implementing communications. In addition, it should be appreciated that there may be various wireless as well as wireline communications (if needed) among all of the communication devices.

[0041] Communications among devices in the communication environment 100 may be implemented according to any appropriate communication protocol (s) , including, but not limited to, cellular communication protocols of the third generation (3G) , the fourth generation (4G) and the fifth generation (5G) , the sixth generation (6G) , and on the like, wireless local network communication protocols such as Institute for Electrical and Electronics Engineers (IEEE) 802.11 and the like, and / or any other protocols currently known or to be developed in the future. Moreover, the communication may utilize any appropriate wireless communication technology, comprising but not limited to: Code Division Multiple Access (CDMA) , Frequency Division Multiple Access (FDMA) , Time Division Multiple Access (TDMA) , Frequency Division Duplex (FDD) , Time Division Duplex (TDD) , Multiple-Input Multiple-Output (MIMO) , Orthogonal Frequency Division Multiple (OFDM) , Discrete Fourier Transform spread OFDM (DFT-s-OFDM) and / or any other technologies currently known or to be developed in the future.

[0042] Fig. 2 illustrates a schematic block diagram for an example OD-SIB1 requesting procedure 200 in accordance with some embodiments of the present disclosure. After a UE (may be corresponding to the terminal device 110 in Fig. 1) determines to perform cell reselection to the reselected cell (may be corresponding to the cell 150 in Fig. 1) after the cell reselection condition is met, the UE in idle mode needs to send UL WUS in order to request the OD-SIB1 from the cell which uses OD-SIB1. As illustrated in Fig. 2, in the procedure 200, the UE sends UL WUS signal 210, which is a RACH preamble, to the cell (network) on a UL WUS occasion. Following a transmission of the UL WUS signal 210 by the UE, the UE expects a reply from the network, received during a specific time period, a random access response (RAR) window 220. Within this RAR window 220, the UE is monitoring for the expected RAR from the network in response to the UL WUS signal 210. Upon receiving a RAR 221 during the RAR window 220, the UE will start monitoring transmission of the SIB1 (OD-SIB1) within a SIB1 monitoring window 230. Following the reception of OD-SIB1, the other necessary SIBs will also be received. In the procedure 200, the transmission of the UL WUS 210 is critical. Thus, whether the UE is allowed to transmit a UL WUS on the OD-SIB1 cell needs to be considered when the UE performs cell reselection.

[0043] Figs. 3 illustrates a schematic flowchart for an example method 300 for determining cell reselection in accordance with some embodiments of the present disclosure. For the purpose of discussion, the method 300 will be described with reference to Fig. 1. The method 300 may involve the terminal device 110 and a network device 120. It would be appreciated that although the method 300 has been described in the communication environment 100 of Fig. 1, this method may be likewise applied to other communication scenarios. Furthermore, in the method 300, it is possible to add, omit, modify one or more operations, or the operations may also be performed in any suitable order without departing from the scope of the present disclosure.

[0044] As illustrated in Fig. 3, at 302, the terminal device 110 receives at least one UL transmission condition associated with a cell supporting on demand system information block 1 (OD-SIB1) . In the example embodiment as illustrated in Fig. 1, the terminal device 110 camps on the serving cell 130 and may receive, from the network device 120 providing the serving cell 130, at least one UL transmission condition associated with the cell 150 supporting OD-SIB1. In some example embodiments, the at least one UL transmission condition may comprise a first reference signal received power (RSRP) threshold used to determine whether a UL transmission is allowed to be transmitted to the cell. For example, the first RSRP threshold is used for determining whether a candidate beam may be used by the UE to attempt to transmit UL-WUS.

[0045] At 304, the terminal device 110 receives at least one cell reselection criterion associated with the cell. In the example embodiment as illustrated in Fig. 1, when the terminal device 110 camps on the serving cell 130, the terminal device may also receive, from the network device 120, at least one cell reselection criterion associated with the cell 150. In some example embodiment, the at least one cell reselection criterion may comprise a second RSRP threshold which is the same as the first RSRP in the at least one UL transmission. Alternatively, the second RSRP threshold in the at least one cell reselection criterion is different from the first RSRP in the at least one UL transmission. In this case, the second RSRP threshold may be higher than the first RSRP or lower than the first RSRP.

[0046] At 306, terminal device 110 determines to perform cell reselection to the cell based at least on a condition. In some embodiments, the condition can be that both the at least one UL transmission condition and the at least one cell reselection criterion are met. Alternatively, the condition may be that either one of the at least one UL transmission condition and the at least one cell reselection criterion is met. In this case, the condition may be that the at least one UL transmission condition is met regardless of the at least one cell reselection criterion or may be that the at least one cell reselection criterion is met regardless of the at least one UL transmission condition. In the example embodiment as illustrated in Fig. 1, the terminal device 110 may make measurements of attributes of the serving cell 130 and the neighbour cell 150 to enable the reselection process.

[0047] For example, the terminal device 110 may scan or monitor the neighbor cell 150 and evaluate the signal quality of the cell 150 based on predefined criteria such as reference signal received power (RSRP) and / or reference signal received quality (RSRQ) . Then, the terminal device 110 may evaluate the signal quality of the serving cell 130 with the signal quality of the neighbor cell 150. Both of the at least one of UL transmission condition and the at least one cell reselection criteria are associated with the signal quality. Based on the measurements, the terminal device 110 may determine a result of whether the at least one UL transmission condition is met and a result of whether the at least one cell reselection criteria is met.

[0048] In some example embodiments, the terminal device 110 may determine to reselect to the cell 150 based on that the at least one UL transmission condition and the at least one cell reselection criterion are met. In these embodiments, determination based on the both criteria are met can ensure that the terminal device 110 is allowed to trigger the UL WUS transmission when reselecting to the cell supporting OD-SIB1.

[0049] In some example embodiments, the determination based on that both criteria are met can be achieved by modifying cell selection criteria to include a part of suitable cell definition or to update suitable cell definition so that UE supporting OD-SIB1 feature will also need to check at least one UL WUS triggering condition (corresponding to the at least one UL transmission condition described herein) in addition to the cell reselection criterion.

[0050] In some example embodiments, same parameters may be used for cell reselection criteria and UL transmission condition. For example, the threshold of the UL transmission condition for UL WUS triggering will implicitly use the cell reselection parameter of the cell reselection criterion for reselecting to an OD-SIB1 cell or vice versa. In some example embodiments, the network device may configure reasonable thresholds to ensure that the UE is able to send UL WUS after reselecting in the cell supporting OD-SIB1. For example, the network device may be mandated to set values for parameters resulting in same threshold used for cell reselection and UL WUS triggering.

[0051] In some example embodiments, the terminal device 110 may determine to reselect to the cell 150 based on that the at least one UL transmission condition is met regardless of the at least one cell reselection criterion. In some alternative embodiments, the terminal device 110 may determine to reselect to the cell 150 based on the at least one cell reselection criterion is met regardless of the at least one UL transmission condition.

[0052] In the embodiment where the cell reselection criterion for reselecting to a cell supporting OD-SIB1 is fulfilled, but the terminal device 110 is not able (allowed) to trigger UL WUS transmission because the configured threshold is not reached, terminal device 110 may reselect to the OD-SIB1 cell. Then, the terminal device 110 may immediately declare SIB1 reception failure which will then cause terminal device 110 to bar the cell for a first time period, for example, a time period up to 300 seconds.

[0053] When a cell status of the cell is indicated or to be treated as if the cell status is “barred” , the terminal device is not permitted to select / reselect this cell, not even for emergency calls. The terminal device may exclude the barred cell as a candidate for cell selection / reselection for up to 300 seconds or select another cell on the same frequency if the selection criteria are fulfilled.

[0054] In some other embodiments, the terminal device may reselect to the cell based on determining that the at least one cell reselection criterion is met and the at least one UL transmission condition is not met. Then, the terminal device may monitor the cell for a second time period. The terminal device may perform at least one measurement on the cell within the second time period. If it is determined that the UL transmission condition is met in accordance with the at least one measurement, the terminal device may perform the UL transmission for requesting OD-SIB1 on the cell.

[0055] In other words, the terminal device may monitor the OD-SIB1 cell for a second time period. In the second time period, the terminal device may perform necessary measurements. If the at least one UL WUS transmission condition is fulfilled based on the latest measurement result, UE will continue with transmitting UL WUS and requesting OD-SIB1 on the cell and acquire other relevant system information. Otherwise if the at least one UL transmission condition is not fulfilled at the expiry of the second time period, the terminal device will declare SIB1 failure and bar the cell for a third time period, for example up to 300 seconds.

[0056] According to the embodiment as illustrated in Fig. 3, the conditions for the terminal device to determine whether to perform cell reselection are introduced. These conditions involve both of the cell reselection criteria. With these conditions, the terminal device can advantageously determine whether an OD-SIB1 request i.e. UL WUS can be transmitted before performing cell reselection, thereby reducing the unsuccessful cell reselection rate.

[0057] Fig. 4 illustrates a schematic flowchart for an example method 400 for cell reselection in accordance with some embodiments of the present disclosure. For the purpose of discussion, the method 400 will be described with reference to Fig. 1. The method 400 may involve the terminal device 110. It would be appreciated that although the method 400 has been described in the communication environment 100 of Fig. 1, this method may be likewise applied to other communication scenarios. Furthermore, in the method 400, it is possible to add, omit, modify one or more operations, or the operations may also be performed in any suitable order without departing from the scope of the present disclosure.

[0058] When the UE (corresponding to the terminal device 110) is camping to a cell (i.e. source cell corresponding to the cell 130 in Fig. 1) in idle mode, the UE keeps monitoring system information. As illustrated in Fig. 4, at 402, the UE receives the UL WUS configuration from the source cell which includes the parameters used for transmitting UL WUS signaling when it is performing cell reselection to a cell supporting OD-SIB1. Further, the UE also receives the parameters for cell reselection evaluation. At 404, the UE is evaluating the cell-reselection criteria for an OD-SIB1 transmitting cell. In the evaluation process, the UE will perform measurements on intra-frequency and inter-frequency cells to evaluate the cell reselection criterion. The UE will evaluate the cell reselection criteria based on the measurements on serving and / or neighbor cells.

[0059] At 406, the UE determines whether the cell-reselection criteria for an OD-SIB1 cell is satisfied. If the UE determines that the cell reselection criterion is not fulfilled, the method 400 goes back to 404 to cause the UE further evaluates the cell-reselection criteria until it is satisfied. Otherwise, if the UE determines that the cell reselection criterion is fulfilled, the method 400 proceeds to 408. At 408, the UE is evaluating the UL-WUS transmission criteria or condition. At 410, the UE determines whether the UL WUS transmission criteria is fulfilled based on the UL WUS configuration. If the UE determines that the UL WUS transmission criteria is fulfilled, the method 300 proceeds to 414. At 414, the UE performs the rest of the process for the acquisition of OD-SIB1 which may be corresponding to OD-SIB1 acquisition process as illustrated in Fig. 2. It should be appreciated that the step of evaluating the US WUS transmission criteria and the step of evaluating the cell-reselection criteria are not in specific order. The UE may evaluate either criteria in the first place or evaluate both at the same time.

[0060] Further, in an example implementation, if the UE determines that the UL-WUS transmission criteria is not satisfied, the method 400 may proceed to 412. At 412, the UE immediately declares SIB1 reception failure which will then cause UE to bar the cell for up to 300 seconds.

[0061] In another example implementation, if the UE determines that the UL-WUS transmission criteria is not satisfied, the method 400 may proceed to 416. At 416, the UE reselects to the cell supporting OD-SIB1 and monitors the cell for a certain time period. While the UE stays on the cell, the UE performs measurement on the cell. Then, the method 400 goes back to 408, the UE will keep evaluating if the UL WUS transmission criteria is fulfilled. If the UE determines that the UL WUS transmission criteria is fulfilled based on the latest measurement result, UE will continue with requesting OD-SIB1 on the cell and acquire other relevant system information.

[0062] According to the embodiment illustrated in Fig. 4, regardless of the UL WUS transmission criteria, as long as the cell reselection criteria is met, the UE would reselect to the cell. In this way, the convention part of the cell reselection procedure needs not be changed and only the subsequent behaviors need to be introduced, thereby increasing the availability of the cell reselection mechanism. Fig. 5 illustrates a schematic block diagram for an example cell reselection procedure 500 in accordance with some embodiments of the present disclosure. The procedure 500 may be corresponding to the process as illustrated in Fig. 4 associated with the implementation of the step 412. As illustrated in Fig. 5, the UE camps on the source cell 510 and monitors the system information of the source cell 510 including the paging 512-1 and the paging 512-2. There are two neighbor cells including cell 1 520 and cell 2 530. The UE performs measurements on the serving cell and neighbor cells, and evaluates if performing cell reselection is necessary.

[0063] At the time point t0, the UE determines that the at least one cell reselection criteria associated with the cell 1 520 is met and the at least one UL transmission condition associated with the cell 1 520 is not met. The UE reselects to the cell 1 520. The UE is supposed to transmit a UL WUS 522 on the cell 1 520 and expect to receive OD-SIB1 and following system information blocks (SIBs) 524-1 and 524-2. However, since it is determined that the UL WUS transmission criteria is not met, the UE is unable to transmit the UL WUS 522 on the cell 1. As a result, the UE cannot receive the SIBs 524-1 and 524-2 since they are not requested. The UE immediately declares OD-SIB1 reception failure and bar the cell 1 520 for a time period from t0 to t2.

[0064] Since the reselection is not complete, the UE continues to perform measurements on the neighbor cells. At the time point t1, the UE determines that the at least one cell reselection criteria associated with the cell 2 530 is met and the at least one UL WUS transmission condition associated with the cell 2 530 is also met. The UE reselects to the cell 2 530. The UE camps on the cell 2 530 and receives Synchronization Signal Blocks (SSBs) 532-1 and 532-2. Then, the UE transmits a UL WUS 534 on the cell 2 530 and receives SIBs 536-1 and 536-2.

[0065] Fig. 6 illustrates a schematic block diagram for an example cell reselection procedure 600 in accordance with further embodiments of the present disclosure. The procedure 600 may be corresponding to the process as illustrated in Fig. 4 associated with the implementation of the step 416. As illustrated in Fig. 6, the UE camps on the source cell 610 and monitors the system information of the source cell 610 including the paging 612-1 and the paging 612-2. There are neighbor cells, i.e. the target cell 620. The UE performs measurements on the serving cell and neighbor cells, and evaluates if performing cell reselection is necessary.

[0066] At the time point t0, the UE determines that the at least one cell reselection criteria associated with the target cell 620 is met and the at least one UL transmission condition associated with the target cell 620 is not met. The UE reselects to the target cell 620. The UE is supposed to transmit a UL WUS 622-1 on the target cell 620. However, since it is determined that the UL transmission criteria is not met, the UE is unable to transmit the UL WUS 622-1 on the cell 1 at the current time. However, the UE performs measurements on the target cell 620 to obtain the measured power 631-1 and 631-2 and determines that the measured power 631-1 and 631-2 are below the power threshold. The UE continues to perform measurements. In the meantime, the UE receives the SSBs 624-1 and 624-2.

[0067] At the time point t1, the UE determines that the measured power 631-3 is greater than the power threshold. The UE transmits a UL WUS 622-2 at the time point t2 and receives the SIBs 636-1 and 636-2 in response.

[0068] Alternatively, if the measured powers in the time period from the time point t0 to the time point t3 are all below the power threshold, the UE may immediately declare OD-SIB1 reception failure and bar the target cell 2 620 for a time period from t3 to t4. The UE may continue to perform cell selection or reselection.
