Description

[0001] DESCRIPTION

[0002] SMART, LAND-ANCHORED SURFACE-FLOATING RECONNAISSANCE AND SURVEILLANCE SYSTEM CAPABLE OF SURVEILLING AREAS UNOBSERVABLE FROM LAND IN BORDER REGIONS FORMED BY RIVERS, LAKES, CANALS, AND WATERWAYS

[0003] Technical Field

[0004] The present invention relates to a reconnaissance and surveillance system enabling the surveillance of regions where the border line formed by rivers and lakes cannot be surveilled by land-based platforms, and capable of performing detection, identification, and classification of a target.

[0005] Prior Art

[0006] There are areas in border-forming regions, such as rivers, lakes, canals, and waterways, which cannot be surveilled by border units using land-based reconnaissance and surveillance platforms.

[0007] In current applications for ensuring border security, surveillance performed using land-based reconnaissance and surveillance platforms in border regions such as rivers, lakes, canals, and waterways cannot be carried out due to dense vegetation. In these regions, it is impossible to construct patrol roads or physical barriers along the water's edge, to remove or prune wooded areas in a manner that enables surveillance, to install and operate surveillance platforms in these areas, and to conduct water patrol activities in many of the water obstacles without causing a border violation.

[0008] Similar platforms floating on the water surface and not connected to land cannot be used, as they would cause border violations or could drift away with increased flow rates. For these reasons, there is a need to deploy additional personnel to eliminate surveillance vulnerabilities in order to apprehend individuals who easily cross the border undetected across the water obstacle using primitive watercraft.

[0009] Document CN212134670U discloses an online monitoring and data management system applied to an ocean buoy.

[0010] Document WO2015059247A1 discloses a system for monitoring the marine environment.

[0011] Upon examining the prior art, a need has arisen to develop a reconnaissance and surveillance system enabling the surveillance of regions where the border line formed by rivers and lakes cannot be surveilled by land-based platforms, and capable of performing detection, identification, and classification of a target.

[0012] Objectives of the Invention

[0013] The object of the present invention is to develop a reconnaissance and surveillance system enabling the surveillance of regions where the border line formed by rivers and lakes cannot be surveilled by land-based platforms, and capable of performing detection, identification, and classification of a target.

[0014] Another object of the present invention is to develop a reconnaissance and surveillance system capable of continuously and reliably conducting reconnaissance and surveillance activities in border segments formed by obstacles such as rivers, lakes, canals, and waterways, without causing border violations.

[0015] Another object of the present invention is to develop a reconnaissance and surveillance system which, compared to prior art systems, provides a practical surveillance solution in terms of maintenance requirements and power supply by being flexibly anchored to the shore.

[0016] Detailed Description of the Invention

[0017] The reconnaissance and surveillance system developed to achieve the objects of the present invention is illustrated in the accompanying figure.This figure;

[0018] Figure 1: A schematic view of the reconnaissance and surveillance system according to the present invention.

[0019] The components illustrated in the figures are individually numbered, and the descriptions corresponding to these numbers are provided below.

[0030] 11. Border line

[0031] 12. Land side

[0032] 13. Wooded area

[0033] The present invention relates to a reconnaissance and surveillance system enabling the surveillance of regions where the border line (11) formed by rivers and lakes cannot be surveilled by land-based platforms, and capable of performing detection, identification, and classification of a target, comprising:

[0034] a buoy (1) positioned on the water,

[0035] a camera mast (2) positioned on the buoy (1),

[0036] a surveillance camera (3) positioned on the camera mast (2), having thermal and day vision capabilities,

[0037] an image processing unit (4) enabling the detection of target images in the surveilled region and the generation of warning information regarding this detection by eliminating factors such as jitter arising from the oscillationof the buoy (1) on the water from the image received from the surveillance camera (3) using an artificial intelligence algorithm,

[0038] a command and control system (5) positioned on land, enabling the transmission of warning information and target images regarding detections in the border region to the commander and headquarters by receiving them from the image processing unit (4),

[0039] articulated joints (6) positioned on the buoy (1) and on land, which are rotatable in all directions and thereby allow the movement of the buoy (1) in the event of rising and falling water levels and currents,

[0040] a land connection rod (7) providing the connection between the rotatable articulated joints (6) on the buoy (1) and those located on land,

[0041] an uninterruptible power supply (8) positioned on land, providing the necessary energy for the image processing unit (4), the surveillance camera (3), and the command and control system (5),

[0042] data and power transmission cables (9) enabling the transfer of electrical energy generated by the power supply (8) to the image processing unit (4) and from there to the surveillance camera (3), as well as the transmission of the image received from the surveillance camera (3) to the image processing unit (4), and the target images and warning information regarding this detection generated by the image processing unit (4) to the command and control system (5).

[0043] During the operation phase of the reconnaissance and surveillance system according to the present invention, the camera mast (2), the image processing unit (4) and the surveillance camera (3), the data and power transmission cable (8), and two rotatable articulated joints (6) are installed on the buoy (1).

[0044] On the shore side (where the wooded area (13) is located), the command and control system (5), the power supply (8), and two rotatable articulated joints (6) are installed. The connection of the command and control system (5) and the image processing unit (4) with the power supply (8) is established using the data and power transmission cable (9).

[0045] The connection between the rotatable articulated joints (6) on the buoy (1) and the land connection rods (7) is established. Subsequently, the buoy (1) is extended to float on the water at a suitable distance from the shore. The connection between the rotatable articulated joints (6) on the land side (12) and the land connection rods (7) is established. The power supply (8) is switched to the ON position.

[0046] Surveillance activity in the area of responsibility is initiated using the surveillance camera (3). Individuals attempting to advance in an inflatable boat from the territory of the neighboring country shore (10) towards the border -forming water obstacle are imaged by the surveillance camera (3) before crossing the border line (H).

[0047] The image processing unit (4) eliminates distortions and shifts arising from jitter and oscillation in said image via artificial intelligence, and transmits the relevant image and warning information to the command and control system (5) over the data and power transmission cable (9) by detecting and identifying the person and the boat.

[0048] The command and control system (5) provides situational awareness by visually presenting the location of the warning on a digital map and the received target image to the commander and headquarters. Upon the recommendation of the headquarters, the commander dispatches the nearest patrol unit to the region in order to prevent the crossing attempt of said individuals.
