Service Prioritization for Multi-SIM Device Paging
Find Innovative SolutionsGenerate Solutions
Solution Overview
Problem
Current terminal devices with dual-card dual-standby capabilities cannot perform real dual-connection, limiting them to using only one Universal Subscriber Identity Module (USIM) card for uplink and downlink data services on two networks.
Innovation Solution
A wireless communication method and device that allows a terminal device to determine whether to switch between USIM cards based on a service priority policy, received through a Non-Access Stratum (NAS) message, to establish or maintain connections with multiple networks.
Engineering Contradictions & Design Principles
Engineering Contradiction Analysis
1Reliability
If the terminal device switches to the USIM-2 card to respond to the paging request, then the service on the first network can be established, but the current data services on the USIM-1 card must be interrupted
Solution Approach 1:
The patent changes the decision parameter from binary (switch or not) to multi-level (switch, stay, or defer) based on service priority classification. The network device classifies services into different priority levels and provides corresponding paging indication information, allowing the terminal to make informed decisions that balance service establishment reliability with data service continuity.
2Productivity
If the terminal device stays on the USIM-1 card to continue current services, then service continuity is maintained, but the paging request on the first network cannot be responded to
Solution Approach 1:
The patent applies preliminary action by having the network device pre-classify services and pre-prepare paging indication information with priority levels before sending paging requests. This allows the terminal device to anticipate the importance of incoming services and make proactive decisions about resource allocation and service switching, rather than reacting blindly to all paging requests.
3Adaptability or versatility
If the terminal device automatically switches SIM cards upon receiving any paging request, then all services can be accessed, but the complexity of SIM card management increases
Solution Approach 1:
The patent simplifies SIM card management by changing the decision parameter from unconditional switching to priority-based selective switching. The network device provides paging indication information that includes service priority classification, allowing the terminal to apply a simple rule (switch only for high-priority services) rather than complex multi-factor decision-making, thus reducing device complexity while maintaining adaptability.
4Reliability
If the terminal device prioritizes high-priority services, then service quality is improved, but low-priority services may be delayed or missed
Solution Approach 1:
The patent applies partial action by having the terminal device respond selectively to paging requests based on priority levels rather than responding to all requests equally. High-priority services receive immediate attention and resource allocation, while low-priority services can be deferred or handled with reduced resources. This partial response strategy improves service quality for critical services while accepting some delay for non-critical services.

AI summary
The present disclosure provides a wireless communication method and device, and provides a solution for a terminal device to determine whether to perform SIM card switching, capable of reducing the complexity of the terminal device. The wireless communication method is performed by a terminal device which supports a plurality of Universal Subscriber Identity Module, USIM, cards. The method includes: receiving, by the terminal device, a first message transmitted by a first network; and establishing, by the terminal device, a connection with the first network in response to the first message, wherein the first message is a paging message. The first message is transmitted by the first network when determining that the terminal device is required to establish the connection with the first network, USIM-1 of the terminal device corresponds to the first network and USIM-2 of the terminal device corresponds to a second network, and the terminal device is in a Radio Resource Control, RRC, connected state and/or a Connection Management, CM, connected state with the second network. Whether the terminal device is required to establish the connection with the first network is determined by the first network based on a first policy, and the first policy includes a service priority. The service priority identifies a service that requires the terminal device to connect to the first network or a service that does not require the terminal device to connect to the first network. All or part of information of the first policy originates from the terminal device, and the method further includes: transmitting, by the terminal device, part or all of the information in the first policy to the first network via a Non-Access Stratum, NAS, message.
