The system comprises: an electrode boiler (11), which generates a first output medium and transmits the first medium to a plate heat exchanger (12); the plate heat exchanger (12), which regulates the temperature of the first output medium to obtain a second output medium, and transmits a first return medium to the electrode boiler (11); a circulation pump (131) and a first regulating valve (132), which regulates the temperature of the first output medium on the basis of a current working condition to obtain an output medium of a first temperature; and a second regulating valve, which regulates the flow rate of a second return medium on the basis of the current working condition to obtain a return medium of a first flow rate; and the plate heat exchanger (12) regulates the temperature of the second output medium on the basis of the output medium of the first temperature and the return medium of the first flow rate to obtain an output medium of a second temperature. The plate heat exchanger (12), the second regulating valve (141), the circulation pump (131) and the first regulating valve (132) respond to a current working condition of a demand end, thereby adapting to complex changes in the working condition of the demand end, and responding to demand changes in a timely manner.
