The method comprises: a transmitter apparatus acquiring a first code rate; using the first code rate to encode a first code block, so as to obtain a first sequence; and outputting the first sequence, wherein the first code rate is less than a second code rate, the first code rate is the code rate of the first code block, the second code rate is the code rate of a second code block, a mother code length of the first code block is less than a mother code length of the second code block, the mother code length of the first code block is 2m, a length of the first sequence is equal to the mother code length of the first code block, and m is a positive integer.
