A technology for controlling resource deployment in cloud partitions of a cloud environment is disclosed. A cloud service provider (CSP) operates a cloud environment in which its customers can specify two tiers of constraints on deployments to their respective partitions (i.e., regions or realms). The first deployment constraint may be a global constraint set by the CSP, and the second deployment constraint may be a partition-specific deployment constraint set by the CSP's customer. Each deployment constraint applies to any changes / updates that can be made to one or more specific partitions. A global deployment orchestrator coordinates deployments at least partially based on whether the two tiers of deployment constraints are met.
