A communication method and apparatus, used for reporting sensing measurement reports by terminal devices in different connection states. The method may comprise: receiving first information, wherein the first information is used to indicate conditional information for sending a sensing measurement report in an inactive state; and on the basis of the first information, sending the sensing measurement report in the inactive state. By means of the method, reporting of a sensing measurement report by a terminal device in an inactive state can be realized.
