Abstract

To provide a decoder capable of reducing the amount of memory access during inter prediction processing, and a decoding method.SOLUTION: A decoder includes a circuit and a memory. In a series of processing 1000, a differential motion vector is derived based on the difference between the reference motion vector and the first motion vector of the block to be processed, used for prediction in affine mode, decode the block to be processed by using the motion vector of each sub-block of the target block. When the difference motion vector is not greater than a predetermined threshold, the motion vector of each sub-block of the target block sets a first value, and when the difference motion vector is greater than a predetermined threshold, a second value that is different from the first value is set.
