Mobile number classification, distribution and management system based on use types

Abstract

The present invention generally relates to the field of information management systems. The present invention relates, inter alia, to a centralized portal / platform / institution for allocating user category-specific mobile numbers, in which a data storage unit stores data containing computer executable instructions, for implementing a system for allocating and managing user category-specific mobile numbers through a country-specific central portal / platform / institution, any MNU is enabled to apply for allocation of a user category specific mobile number to a national specific central portal / platform / institution directly or through an MSP or in other ways.

Description

Invention Field

[0001] This invention relates to the field of information management systems. More particularly, it relates to a system for allocating mobile numbers to specific user categories through a nationally specific central portal / platform / institution, for the allocation and management of mobile numbers, and for operation and management through computerized management tools or platforms. Background of the Invention

[0003] In today's world, one of the most important modes of communication is the mobile phone. Mobile phones operate using a SIM card with a mobile number to access communication networks and related functions. The SIM card with the mobile number connects to the service provider's network, enabling mobile phone users to connect with other users.

[0004] There are two main types of stakeholders in mobile network communications:

[0005] • Mobile network service providers / operators, referred to as "(MSP)";

[0006] • Mobile network service users are referred to as "(MNU)".

[0007] Mobile network service providers / operators (MSPs) include various suppliers who engage in related businesses as mobile service providers, owning / holding rights to network infrastructure, base stations, and radio spectrum. In general terminology, "MSP" is also referred to as "MNO" (Mobile Network Operator). Mobile network service subscribers (MNUs) include various users who are assigned mobile numbers and obtain SIM cards through mobile network operators to access cellular data and telephone wireless connections.

[0008] Currently, Mobile Network Service Users (MNUs) wishing to access mobile network services must apply for a mobile number from their chosen Mobile Network Service Provider (MSP) to access their wireless network via a SIM card provided by the MSP. The SIM card is associated with a mobile number (serving as the mobile service user's communication identification). Under the current system, the SIM card and mobile number are assigned to the MNU after complying with the KYC and other relevant requirements stipulated by the specific mobile network operator's systems and procedures. These systems and procedures may vary between operators, but typically include the applicant's KYC verification documents and photo identification.

[0009] In the existing system, after the MNU submits a request to the MSP that is applying for the allocation of a mobile number, the MSP allocates a mobile number from its dedicated mobile number range, where the first digit of the mobile number indicates the identity of the MSP that allocated the number.

[0010] Previously, before number portability was implemented, if any MNU wished to switch from one MSP (the original MSP) to another MSP (the new MSP), the MNU had to apply for a new mobile number from the new MSP. The new MSP typically assigned a new mobile number to each MNU and linked it to its dedicated number range. Under the previous system, existing mobile numbers assigned by the original MSP could not be used by the new MSP. Therefore, mobile numbers had MSP-specific attributes, with their first digit indicating the MSP that assigned the number.

[0011] However, number portability is now permitted, allowing any MNU to switch to any new MSP while retaining the same mobile number assigned by their original MSP. The mobile number no longer has MSP-specific attributes, as any MSP can associate its SIM card with any mobile number, not just those within its own dedicated number range. However, the MNU must still comply with the KYC requirements and photo identification requirements stipulated by the new MSP. Given the aforementioned number portability system, the identity association between a mobile number and a specific MSP no longer exists.

[0012] Currently, mobile numbers are allocated by the MSP, and the existing system allows any MNU to obtain multiple SIM cards from the same MSP or different MSPs.

[0013] Currently, any mobile number cancelled by a Mobile Network Service Provider (MNU) can be reassigned to another MNU by the Mobile Service Provider (MSP). Therefore, after the implementation of number portability, mobile numbers no longer possess MSP-specific attributes or MNU-specific attributes.

[0014] Under the current system, any MNU can freely cancel its mobile number at any time and can freely apply for a new mobile number.

[0015] Purpose of the invention

[0016] The main objective of this invention is to provide an information management system and a system for allocating "user category (MNU category) specific mobile numbers" through a nationally specific central portal / platform / agency or through any central agency or through any other means, for the allocation and management of mobile numbers, with the aim of making the mobile service network a better, more secure and more reliable system.

[0017] Another objective of this invention is to make mobile service networks a superior, more secure, and more reliable system. In today's world, mobile numbers / systems are no longer merely a means of communication. Mobile numbers are now used for financial and other transactions / authorizations / access based on one-time passwords (OTPs). Today, important data / information / bank accounts / online payment applications / Adha, etc., are all associated with mobile numbers. Therefore, mobile number allocation systems need to be more secure, sustainable, and unique to improve overall security and protection levels.

[0018] Another objective of this invention is to provide an efficient mobile number allocation process, in which the system allocates mobile numbers to the MNU, rather than the MSP.

[0019] Another object of the present invention is to provide a system for classifying mobile users based on the purpose of using mobile numbers, and to assign category-specific mobile numbers according to the category to which the user belongs.

[0020] Another objective of this invention is to establish a nationally specific, efficient system to access a centralized database of all mobile users and their numbers, enabling efficient management and user identification, thereby facilitating government / police / investigative agencies / government departments in verifying the identity of mobile users and understanding how many mobile numbers a person is using, what those numbers are, and related MUOs.

[0021] Another object of the present invention is to provide a process that enables mobile users to verify the identity of a category-specific mobile number as a tool to prevent the abuse of mobile network services, while excluding specific categories of MNUs (e.g., personal category MNUs) from the verification process to maintain their confidentiality.

[0022] Another object of the present invention is to provide a dedicated mobile number to an MNU (natural or legal person entity) to limit the frequency of mobile number changes for a particular category of MNU.

[0023] Another object of the present invention is to provide a process for listing all MSPs that provide mobile network services within their respective countries, so that the MNU can make an informed decision when selecting any MSP. Summary of the Invention

[0024] This system includes a server computer equipped with a processing unit, a network port, one or more data storage units, and one or more access units. This invention provides a centralized portal / platform / institution for allocating User Category Specific Mobile Numbers (MNUs), wherein the data storage units store data with computer-executable instructions for implementing a system that allocates and manages User Category Specific Mobile Numbers through a nationally specific central portal / platform / institution or otherwise, enabling any MNU to apply for the allocation of User Category Specific Mobile Numbers directly, through an MSP, or through any other means to the nationally specific central portal / platform / institution.

[0025] This system provides a classification system for mobile network users based on the following factors:

[0026] - The intended use of the mobile network, such as personal use / commercial use / facilitating financial transactions / providing OTP / government use / marketing use, as shown in the attached diagram. Figure 3 The details are explained below.

[0027] - The system also provides a single digital identification number for each category: the system envisions that the first digit of the mobile number should be used to identify the category to which the mobile user belongs.

[0028] - The system has a built-in category-specific user verification process to ensure that mobile numbers of a specific category are assigned only after the user's identity has been properly verified.

[0029] The attached diagram Figure 3 The categories and identification numbers listed are for illustrative purposes only. These categories may be added or modified at any time as needed, and single or double identification numbers may be provided as required.

[0030] The system also envisions providing category-specific mobile numbers to existing MNUs that already hold mobile numbers by adding the aforementioned category-identifying single-digit prefix to their existing mobile numbers.

[0031] The initial digit identification number system should enable receiving users to identify the category of the caller contacting them through any means (such as telephone calls, SMS, WhatsApp, etc.). This system will replace the existing system where the first digit of the mobile number is a specific identifier for the MSP. This system allows users to take necessary precautions. For example, when anyone receives a mobile call involving financial transactions related to a banking account, and the caller's mobile number does not belong to the banking and finance category, the recipient can take appropriate precautions to avoid sharing any sensitive information.

[0032] This system provides user category-specific KYC verification, document verification, and third-party verification systems based on the sensitivity and confidentiality requirements of each category. The system ensures that mobile numbers can only be assigned to sensitive categories such as banking and finance, government, and insurance after appropriate verification has been completed by the RBI or the relevant industry regulatory body authorized by their respective national governments. These verification systems may have country-specific attributes, depending on the guidelines of their respective governments.

[0033] This system stipulates that when any individual / entity applies to the central portal / platform / any MSP or any authorized institution for the purpose of allocating a mobile number (Applicant MNU), the Applicant MNU must specify the category of the mobile number it requires. For example, when a bank applies to the central portal or any other institution for the allocation of a mobile number for marketing purposes, it should apply under the Marketing category; while when the bank needs a mobile number to facilitate banking transactions, provide OTPs for financial transactions, or provide any other banking-related customer service, it should obtain an allocated mobile number under the Banking and Finance category, and the mobile number should carry the identification number of the corresponding category.

[0034] The system stipulates that the task of allocating mobile numbers for user categories should be separated from the function of providing mobile services over the network by the MSP.

[0035] As a country-specific feature, any country can choose from a variety of options for the agency that assigns mobile numbers, such as a country-specific central portal / platform / agency or any other central agency; the user (MNU) can be provided with a SIM card by any one or more MSPs according to their own needs and choices, and use a special category-specific mobile number pre-assigned to the MNU by the central portal or agency.

[0036] (Nationally specific characteristics: The nationally specific characteristics mentioned in this invention refer to the specific characteristics that should be implemented in accordance with the rules or regulations formulated by the relevant national government based on its national security, protection and confidentiality needs.)

[0037] This system also envisions that, after any MNU connects a SIM card to a mobile number assigned by a central portal / designated authority, the MSP should update the SIM card information assigned to the MNU at the central portal or designated authority for each mobile number. This feature can be implemented as a country-specific feature in accordance with national government guidelines.

[0038] This feature will help central portals or designated agencies store information records of the mobile number, SIM number, and associated MSP for each MNU, enabling government or designated agencies to manage and control the system. The system will improve the efficiency of cybercrime detection via mobile numbers, as the detailed SIM card information corresponding to each mobile number can be obtained instantly by the competent authority.

[0039] The system also envisions verifying the identity of category-specific mobile number holders through a central portal, service hotline, or SMS verification process, but may exclude individuals or other categories as defined by their respective national government guidelines based on privacy and confidentiality considerations.

[0069] • Application Option B: — Apply through an MSP: — The MNU can seek assistance from any MSP to process the allocation of category-specific mobile numbers. In this case, the MSP should submit the application through Section B of the application section of the central portal.

[0071] In one implementation, the central portal provides the mobile number application process through Part 1, which includes the following two sub-parts:

[0072] Part 1, Subsection I: Central Portal. Subsection I of Part 1 is used to assist any MNU applying for a Category Specific Mobile Number (CSMN) and uploading KYC and Category Specific Verification Information / Documents. The applicant MNU can update the application, upload the required documents and information directly or through any MSP or any government-designated agency (i.e., the agency the MNU contacts for the CMN application), as shown in the attached diagram. Figure 3 As stated above.

[0073] Step 01: The system allows the MNU to select a category from the following preset categories or future added / modified categories, based on relevant government guidelines or regulations, to apply for the allocation of a mobile number:

[0077] Step 02: After selecting any category in the central portal application, the applicant will obtain the application form and document upload function on the portal. The specific steps are as follows:

[0079] - Please provide basic information in the following format, including but not limited to name, gender, age, address, father's name, spouse's name if married, KYC documents (such as Aadhaar number or any country-specific identification number), email address, existing mobile number, existing MSP details, and details of the MSP to be selected.

[0087] After a successful application, the system is configured to automatically generate a "Digital Communication Identifier" ("DCI") for the applicant's future reference, as shown in the attached diagram. [0088] Part I, Sub-Part II: Tracking System for Category-Specific Mobile Number Allocation Applications: This system enables applicants to check the status of their mobile number allocation applications, as shown in the attached diagram. Figure 4 As shown.

[0089] As a nationally specific characteristic, and in accordance with the relevant guidelines of each country, each MNU's unique digital identification number can be associated with that MNU's Aadhaar number or other citizen identification number. This unique identification number can also be used to track all communication identifiers of any individual by requiring the user to associate any or all of their electronic communication identifiers with the DCI, such as email addresses, landline phone numbers, Facebook accounts, Instagram accounts, etc., specifically in accordance with the relevant guidelines of each country. Furthermore, the MNU may be required to associate all its communication identifiers with this unique digital identification number to establish a centralized management system for the communication identifiers of citizens of various countries.

[0090] Section 2: Allocation of User Category-Specific Mobile Numbers: — A system that allocates a mobile number or a series of mobile numbers to any MNU after completing KYC and other document verifications and category-specific authority verifications by a country-specific central portal / platform / agency.

[0091] This system envisions mobile phone numbers consisting of 11 digits.

[0092] This system envisions a category identification number as the first digit of the mobile number, serving as the prefix for mobile numbers assigned to the MNU, thereby allowing 9.99999 billion mobile numbers to be assigned to each category.

[0093] For existing MNUs, depending on the choice of MSP or MNU, a category identification number can be added as the first digit before their existing mobile number, so that the original mobile number can continue to be used.

Assigning Mobile Numbers to Individual Categories: For categories that do not require a category-specific user verification process (such as the individual category), when the user correctly fills in all the information in the application and presses the button... Figure 3 .01 Upload the required basic KYC documents, and if the applicant does not hold multiple mobile numbers, the number should be assigned immediately. If an MNU applicant in the individual category requires additional numbers (more than one), the portal should, as a country-specific feature, transfer the application to the designated cybersecurity branch or agency of the country's police department. Multiple or additional numbers can only be assigned after approval by the police department.

[0096] This system allows individuals to obtain multiple SIM cards from different MSPs and use the same mobile number. This system will enable MNUs to obtain multiple SIM cards with the same number in different parts of the world when data connectivity issues arise with a specific MSP.

Assigning Mobile Numbers to User Category Specific Applicants (MNUs): The central portal, as shown in the attached diagram, Figure 5 The process shown involves obtaining category-specific verification from the relevant competent authority / agency / unit, after which a mobile number or a series of mobile numbers can be assigned.

[0098] (Attached image) Figure 3 The list of authorities / units responsible for user category-specific verification is country-specific and may be adjusted according to the guidelines of each country.

[0099] - Upon obtaining verification approval, a category-specific number should be assigned to the MNU, and the assigned mobile number or series of mobile numbers should be notified to the MNU via email.

[0100] Records should be stored digitally in the central portal, categorized by MNU and by type.

[0101] III. Assigning Temporary Mobile Numbers to Foreign Travellers: When foreign citizens enter the country for tourism purposes, a temporary mobile number corresponding to the visa duration may be provided upon issuance of a visa / transit visa or visa on arrival. Any MSP operating in the country may connect a SIM card to the number assigned to such traveller and should update the relevant information of the MNU in the central portal. Upon the expiration of the foreign traveller's visa, the temporary number should be automatically cancelled and deactivated by the MSP.

[0102] Section 3: Systems where the MSP associates a pre-assigned user-specific mobile number with a designated SIM card: After a mobile number is assigned at the central portal or to an organization designated for that purpose, the mobile number should be linked to the SIM card of the MSP designated by the MNU according to any of the following procedures:

When a mobile number is directly assigned to an MNU by the central portal (option A in the application section), the MNU must select the MSP to which the mobile number is to be connected in the application. The central portal shall forward such SIM assignment requests to the relevant MSP according to the MNU's request.

[0104] II. When a mobile number application is processed through any MSP (application section, option B), the central portal shall notify the relevant MSP of the mobile number it has assigned to the MNU so that it may issue a SIM card for that mobile number.

[0105] The central portal should notify the MNU of the mobile number allocation and the existing or proposed MSP selected in the application.

[0106] The SIM card allocation process shall be handled by the MSP selected by the MNU in accordance with the terms and conditions agreed upon by both parties.

[0107] MSP Obligations: After linking a mobile number to a SIM card, the MSP is obligated to update the SIM card's description / identification information on the central portal and to update the SIM number assigned to each mobile number on the portal. However, this information will only be disclosed to government agencies when necessary. This content is a nationally specific feature.

[0108] The system should ensure that the central portal or the designated authority for this purpose maintains complete digital records of all MNUs, assigned mobile / SIM numbers, and related MSPs. This arrangement will facilitate the user category-specific mobile number verification process performed by the MNU as described in the next step.

[0109] Section 4: Category-Specific Identification System for Mobile Number Holders: This section of the portal is used to verify the identity of mobile number holders on the central portal. This system is country-specific and should operate in accordance with relevant government guidelines, ensuring that identity verification is only available on the portal for categories approved by the government for verification. For confidentiality reasons, identity information for certain categories (such as the individual category) is typically not available for verification on the portal.

[0110] MNUs interested in learning about the identity of a particular category of mobile number holders (limited to categories that are authorized for verification by the government) can access the portal and proceed to Part 4.

[0112] Category-Specific Mobile Number Verification (CSMN) will provide the MNU with a security tool to protect against fraud from unknown numbers. The MNU will be able to verify the authenticity of incoming calls before conducting financial transactions or OTP verification processes.

[0113] Section 5: Complaint System for Any Mobile Number: This section of the central portal allows the MNU to refer to the attached diagram. Figure 8 Provide details of the system and file a complaint regarding any improper use of the MNU.

[0114] The central portal should support any MNU in submitting complaints against any mobile number holder for suspected abuse or fraud. This mechanism will help identify and track mobile number holders who frequently engage in misconduct. It will become a convenient complaint method within the mobile network service sector. The portal should provide a system requiring any MNU filing a complaint against another person to upload screenshots or photos of incoming calls or text messages received as evidence against that mobile number.

[0115] Section 6: Mobile Service Provider (MSP) Listing System: The system provides a list of MSPs registered as mobile network service providers in their respective countries, so that the MNU can obtain relevant information about all MSPs on a single platform.

[0116] This section will present information about mobile network service providers to the MNU through a portal to help the MNU select the MSP that best suits its needs.

[0117] This section of the central portal will serve as a convenient reference for MNUs to understand MSPs and their offered packages, enabling MNUs to make informed decisions when selecting an MSP.

[0118] The MNU list should be published on the central portal, as shown in the attached diagram. Figure 9:01As shown, the method involves setting a link at the corresponding location of each MSP, enabling the MNU to jump to the website of the selected MSP to view the package plans offered by that MSP.

[0119] Each MSP should be assigned a three-digit identification code on the portal. This code is automatically generated sequentially when the MSP registers with the portal or designated organization. The MSP registration process is shown in the attached diagram. Figure 9:02 .

[0120] Management system for category-specific mobile numbers:

[0121] - This system envisions that any mobile number assigned by the central portal / platform (excluding temporary numbers for foreign travelers) is the dedicated number for that MNU. When any MNU cancels its mobile number for any reason, the number should be locked for 10 years and cannot be reassigned to other MNUs to avoid confusion and misuse. The lock-up period after any MNU cancels its mobile number is a country-specific matter and may be adjusted according to the needs of each country.

[0122] - A dedicated category-specific mobile number assigned to any MNU by the central portal shall belong to that MNU for life unless it is voluntarily cancelled.
