To provide a hair washing agent composition that has a viscosity suitable for use as a washing agent, ensures stability under low temperatures, and allows foam to spread over a wide area during hair washing.SOLUTION: A hair washing agent composition contains: a component (A) which is a surfactant represented by formula (1); a component (B) which is an anionic surfactant other than the component (A); a component (C) which is an amphoteric surfactant; a component (D) which is a compound represented by formula (2); a component (E) which is a compound represented by formula (3) or a salt thereof; and water. Based on the entire hair washing agent composition, a content of the component (A) is 0.1 to 10 mass%, a content of the component (B) is 1 to 20 mass%, a content of the component (C) is 1 to 20 mass%, a content of the component (D) is 0.1 to 5 mass%, and a content of the component (E) is 0.001 to 1.0 mass%.
