[0006] The spectrum allocated to cellular wireless communications by various countries is discontinuous, making it impossible to provide high-bandwidth data services to mobile terminals. To fully utilize the discontinuous frequency bands between different frequency bands, wireless network operators generally adopt spectrum aggregation technology. Currently, 5-carrier aggregation technology is commonly used, which uses the discontinuous spectrum between frequency bands to provide high-bandwidth services to user equipment (UE). Accordingly, the UE needs to inform the network of its processing capabilities through air interface messages, including the number of carrier aggregations (CA) that can be supported, the multiple input multiple output (MIMO) of each carrier, and its corresponding primary cell (PCell).
[0007] Because the LTE (Long Term Evolution) base stations commonly used in operators' existing networks have restrictions on the size of air interface messages reported by UEs, UEs must report smaller air interface messages, generally not exceeding 4000 bytes. This limits the number of CAs that the UE can report, resulting in an inability to fully utilize the UE's communication capabilities in real networks.
[0008] The 3GPP (3rd Generation Partnership Project) R13 protocol version stipulates that the network can further require the UE to report only the supported SuperSet CA combinations, further reducing the size of the air interface messages reported by the UE. However, the 3GPP R13 version requires that both the network and the UE need to support a very complex Skip fallback algorithm to achieve the goal of only having the UE report SuperSet CA to reduce the UE air interface messages. Because the algorithm is complex to implement, the UE and various equipment manufacturers need to conduct IOT (Internet of Things) testing, which extends the product launch cycle and increases testing costs. At the same time, it also places higher requirements on the UE's CPU computing power, increasing the cost of the UE itself.
