[0003] Wireless communications systems are widely deployed to provide various types of communication content such as voice, video, packet data, messaging, broadcast, and so on. These systems may be capable of supporting communication with multiple users by sharing the available system resources (e.g., time, frequency, and power) . Examples of such multiple-access systems include fourth generation (4G) systems such as Long Term Evolution (LTE) systems, LTE-Advanced (LTE-A) systems, or LTE-A Pro systems, and fifth generation (5G) systems which may be referred to as New Radio (NR) systems. These systems may employ technologies such as code division multiple access (CDMA) , time division multiple access (TDMA) , frequency division multiple access (FDMA) , orthogonal FDMA (OFDMA) , or discrete Fourier transform spread orthogonal frequency division multiplexing (DFT-S-OFDM) . A wireless multiple-access communications system may include one or more base stations, each supporting wireless communication for communication devices, which may be known as user equipment (UE) .SUMMARY

[0037] In some existing wireless communications systems, a user equipment (UE) may provide one or more measurement reports that indicate channel conditions and / or measurements for signals (such as reference signals) that are received at the UE. In some cases, the measurement reports may contain one or more downlink metrics for multiple measured beams, and a network entity may select a beam for use in communications with the UE based on the reported downlink metrics. For example, a network entity (such as a base station, radio head, or transmission-reception point (TRP) ) may transmit multiple reference signals using directional transmissions along multiple associated spatial paths between the network entity and the UE, which may be referred to as beams, and the UE may provide metrics associated with multiple beams in the one or more measurement reports. The network entity may select one of the beams based on the one or more measurement reports, such as by selecting a beam that has a favorable channel condition for communications, and the selected beam may be used for subsequent downlink transmissions to the UE. Further, reciprocal beamforming parameters associated with the selected beam may be used for a reciprocal uplink beam for transmissions from the UE to the network entity.

[0038] A UE may be configured to transmit the one or more measurement reports through configuration of scheduled measurement reports that are provided in a periodic, semi-persistent, or aperiodic manner. However, in some scenarios a UE may detect one or more changed conditions that may impact performance of one or more beams that are currently being used for communications between the UE and a network entity, and such an event may occur with a relatively long time duration until a subsequent measurement report is to be transmitted. For example, the UE may move locations shortly after a channel state information (CSI) report is transmitted, which may result in information from the CSI report no longer being accurate such that a beam selected for communications based on the CSI report may not reliably support communications. The UE may attempt communications using the beam, which may result in a beam failure that may prompt a connection reestablishment with a new beam. Such procedures may  result in a relatively large latency that may have a negative impact on date rates and user experience. In order to allow for a UE measurement report in such situations with reduced latency, UE-initiated event-driven reporting has been discussed, which may allow timely beam reports. Additionally, in some cases changed conditions at a UE may prompt the UE to initiate a lower-layer triggered mobility (LTM) procedure to perform a handover of the UE from a cell or beam with relatively poor channel conditions to a cell or beam with better channel conditions. However, such procedures may be triggered by higher layers at the UE. In some scenarios, more dynamic lower-layer reporting to a network entity may be beneficial due to changes at the UE side, such as changed channel conditions detected at the UE. Further, multiple different events may occur that may trigger an update to a measurement report, and grouping of multiple event trigger states for measurement report configurations may be beneficial to reduce signaling overhead associated with reporting configurations and requests to transmit updated reports.

associated with the second event trigger state includes a dummy payload, a duplication of a most recent payload associated with the second event trigger state, or a latest measurement payload associated with the second event trigger state.12.The apparatus of claim 1, wherein the processing system is further configured to cause the apparatus to receive a downlink control information (DCI) message that indicates a report configuration or event trigger state that is to be reported in an updated measurement report.13.The apparatus of claim 12, wherein the DCI indicates the report configuration or event trigger state from a subset of available report configurations or event trigger states, the subset of available report configurations or event trigger states included in the configuration information.14.The apparatus of claim 12, wherein the DCI includes a field that indicates that one or more measurement reports associated with an event trigger state are to be transmitted by the UE, and that separately indicates one or more measurement reports are to be transmitted irrespective of the event trigger state.15.The apparatus of claim 12, wherein the DCI includes a field that indicates that one or more measurement reports associated with an event trigger state are to be transmitted by the UE, and that separately indicates one or more measurement reports unassociated with an event trigger state are to be transmitted by the UE.16.A method for wireless communications at a user equipment (UE) , comprising:receiving configuration information that indicates a plurality of measurement report configurations associated with one or more event trigger states, each event trigger state associated with one or more conditions to trigger transmission by the UE of a request to update a measurement report associated with a channel between the UE and a network entity, and each event trigger state associated with one or more measurement report configurations that have one or more common parameters; andtransmitting the request to update the measurement report in accordance with a detected condition at the UE that meets the one or more conditions of at least a first event trigger state of the one or more event trigger states.17.The method of claim 16, wherein the one or more common parameters of the one or more measurement report configurations include at least one of a carrier index of a carrier associated with each measurement report configuration, an event type associated with the first event trigger state, a channel condition parameter of the channel between the UE and the network entity, a first uplink resource to indicate the request to update the measurement report, a second uplink resource to transmit an updated measurement report, or measurement resource used to measure one or more measurement values to be included in the updated measurement report.18.The method of claim 16, wherein the one or more common parameters include one or more specified common parameters or one or more parameters of a defined measurement report configuration.19.The method of claim 16, further comprising transmitting an updated measurement report in accordance with the request to update the measurement report, the updated measurement report including a payload that includes measurement information that is based on an indicator included with the request to update the measurement report.20.A non-transitory computer-readable medium storing code for wireless communications, the code comprising instructions executable by one or more processors to:receive configuration information that indicates a plurality of measurement report configurations associated with one or more event trigger states, each event trigger state associated with one or more conditions to trigger transmission by a user equipment (UE) of a request to update a measurement report associated with a channel between the UE and a network entity, and each event trigger state associated with one or more measurement report configurations that have one or more common parameters; andtransmit the request to update the measurement report in accordance with a detected condition at the UE that meets the one or more conditions of at least a first event trigger state of the one or more event trigger states.
