An access network device determines phase differences between the transmission phase of the phase measurement signal of the first terminal and transmission phases of phase measurement signals of other terminals, which is equivalent to determining phase differences between the transmission phase of the sensing signal of the first terminal and transmission phases of sensing signals of the other terminals. M terminals transmit sensing signals to each other to obtain phase measurement results of the M terminals. On the basis of the phase measurement results of the M terminals, the access network device determines phase differences between a transmission phase of a sensing signal of a reference terminal and transmission phases of sensing signals of other terminals among the M terminals excluding the reference terminal.
