To prevent radio wave interference with other antennas when a directivity direction of an antenna with respect to a flying object is changed.SOLUTION: A management device 10 determines a frequency band of radio waves transmitted and received by an antenna A of a base station B. An estimation unit 112 estimates in advance a type of data transmitted and received by a terminal device T located in a communication area of another antenna A located around a tracking antenna during a period in which the tracking antenna changes its directivity direction following a flying object F.
