Abstract

Techniques are described to obtain and / or use ephemeris information of one or more satellites associated with a neighbor cell by a communication device. An example wireless communication method includes receiving, by a communication device, a message comprising assistance information of a satellite associated with a neighbor cell, where the communication device is communicable with a cell that is adjacent to the neighbor cell.

Description

SATELLITE ASSISTANCE INFORMATION OF NEIGHBOR CELLSTECHNICAL FIELD

[0001] This document is directed generally to digital wireless communications.BACKGROUND

[0002] Mobile telecommunication technologies are moving the world toward an increasingly connected and networked society. In comparison with the existing wireless networks, next generation systems and wireless communication techniques will need to support a much wider range of use-case characteristics and provide a more complex and sophisticated range of access requirements and flexibilities.

[0003] Long-Term Evolution (LTE) is a standard for wireless communication for mobile devices and data terminals developed by 3rd Generation Partnership Project (3GPP) . LTE Advanced (LTE-A) is a wireless communication standard that enhances the LTE standard. The 5th generation of wireless system, known as 5G, advances the LTE and LTE-A wireless standards and is committed to supporting higher data-rates, large number of connections, ultra-low latency, high reliability and other emerging business needs.

[0004] SUMMARY

[0005] Techniques are disclosed for a communication device (e.g., user equipment (UE) ) to obtain and / or use ephemeris information of one or more satellites associated with a neighbor cell. The example techniques may be used by the UE in a wireless connection state (e.g., RRC_Idle, RRC_Inactive, or RRC_Connected) .

[0006] An example wireless communication method includes receiving, by a communication device, a message comprising assistance information of a satellite associated with a neighbor cell, where the communication device is communicable with a cell that is adjacent to the neighbor cell.

[0007] Another example wireless communication method includes transmitting, by a network device of a cell to a communication device, a message comprising assistance information of a satellite associated with a neighbor cell.

[0008] In some embodiments, the message is a system information block (SIB) that includes the assistance information of the satellite with cell information associated with the neighbor cell.  In some embodiments, the cell information associated with the neighbor cell includes a list of one or more frequencies operated by the neighbor cell, and / or a list of one or more neighbor cells. In some embodiments, the message is a system information block (SIB) , the assistance information of the satellite associated with the neighbor cell is included in the SIB, and the SIB provides assistance information for assisting the communication device to perform any one or more of the following processes on one or more serving satellites or on one or more neighboring satellites: detecting, measuring a radio quality, evaluating a coverage, a cell-selection, or a cell-reselection. In some embodiments, the message is included in a radio resource control (RRC) message, and wherein the assistance information of the satellite is included with measurement configuration information of the neighbor cell.

[0009] In some embodiments, the message is included in a radio resource control (RRC) message, and the assistance information of the satellite is included in criteria for triggering of a measurement reporting event, and the assistance information of the satellite is included in the criteria along with a reference location information of a serving cell or a target cell. In some embodiments, the message includes the assistance information of the satellite under one or more non-terrestrial network (NTN) frequencies corresponding to the assistance information of the satellite. In some embodiments, the message includes the assistance information of the satellite under information of the neighbor cell that is associated with the satellite. In some embodiments, the assistance information of the satellite is any one or more of the following types: instantaneous values of assistance information, mean values of assistance information, and the assistance information of the satellite is for any one or more of the following: serving satellites, serving frequencies, serving cells, neighboring satellites, neighboring frequencies, or neighboring cells.

[0010] In some embodiments, the message includes an indication that indicates that the assistance information of the satellite is the instantaneous assistance information of the satellite. In some embodiments, the assistance information of the satellite includes an identifier that uniquely identifies a satellite assistance information configuration. In some embodiments, the identifier has an association with any one or more of the following: other assistance information of another satellite, a neighbor frequency, the neighbor cell, measurement object of a candidate cell, a target cell for handover, or an element in the criteria for triggering of a measurement  reporting event, where the association is a one-to-one association, one to multiple association, multiple to one association, or multiple to multiple association.

[0011] In yet another exemplary aspect, the above-described methods are embodied in the form of processor-executable code and stored in a non-transitory computer-readable storage medium. The code included in the computer readable storage medium when executed by a processor, causes the processor to implement the methods described in this patent document.

[0021] In this patent document, the term non-terrestrial networks may refer to an E-UTRAN consisting of eNBs, which can provide non-terrestrial LTE access to UEs by means of an NTN payload embarked on a space-borne NTN vehicle and an NTN Gateway. The term non-terrestrial networks may also refer to a NG-RAN consisting of gNBs, which can provide non-terrestrial NR access to UEs by means of an NTN payload embarked on a space-borne NTN vehicle and an NTN Gateway. A non-terrestial network (NTN) gateway may refer to an earth station located at the surface of the earth that can provide connectivity to the NTN payload using a feeder link. An NTN Gateway can be a TNL node. An NTN payload may be a network node, embarked on board a satellite or high altitude platform station, providing connectivity functions, between the service link and the feeder link. The NTN payload can be a TNL node. A satellite may refer to a space-borne vehicle orbiting the earth that carries the NTN payload. A service link may refer to a wireless link between the NTN payload and the UE. A feeder link may refer to a wireless link between the NTN Gateway and the NTN payload. An ephemeris may be a set of parameters that describe the movement of an NTN node over time.

[0022] I. Introduction

[0023] I. (a) . Current Technology and Brief Introduction of Non-Terrestrial Network (NTN)

[0024] In a terrestrial wireless network deployment, the users and service are so concentrated that the network can be located in the city, factory, rural and so on. In sparsely populated places, the network deployments can be expensive, hard or even unavailable. However, with the progress of science and technology, there is a demand to obtain relevant data and communicate in the remote regions. Relevant data may be, for example, meteorological data of a mountain peak or desert.

[0025] In non-terrestrial wireless deployments, satellite (s) can provide large coverage even in remote regions. The non-terrestrial network wireless deployment can be considered to extend the coverage of terrestrial network, and further extend the business of cellular network operators. An example scenario of a non-terrestrial network providing access to user equipment is depicted in FIG. 1.

[0026] In FIG. 1, the NTN Gateway 102 is an earth station or gateway which is located at the surface of the earth and provides sufficient radio frequency (RF) power and RF sensitivity for accessing to the satellite 104. The satellite may be an unmanned aircraft system (UAS) or high  altitude platform station (HAPS) . NTN Gateway 102 can be a transport network layer (TNL) node. The feeder link 106 is the wireless link between NTN Gateway 102 and satellite 104. The service link 108 is the radio link between satellite 104 and UE 110. The satellite 104 typically generates several beams over a given service area bounded by its field of view. The footprints of the beams can be typically of an elliptic shape.

[0027] The satellite 104 can be placed into Low Earth Orbit (LEO) , or Geostationary Earth Orbit (GEO) . Geostationary Earth orbit can be the circular orbit at 35, 786 km above the Earth’s equator and following the direction of the Earth's rotation. An GEO satellite in such an orbit has an orbital period equal to the Earth's rotational period and thus appears motionless, at a fixed position in the sky, to ground observers. The beam footprint size of GEO can be 200 –3500 km. Low Earth Orbit can be the orbit around the Earth with an altitude between 300 km and 1500 km. An LEO satellite in such an orbit encircles around the earth with the speed of, e.g., 7.56 km per second. The beam footprint size of LEO can be 100 –1000 km.

[0028] Moreover, the Internet-of-Things (IoT) connectivity requires the large coverage, thus, the IoT connectivity has a great need for the non-terrestrial network deployment. So, the NB-IoT or enhanced machine type communication (eMTC) over the non-terrestrial network is the trend of technology development.

[0029] I. (b) . System Information Block (SIB) for Accessing NTN Network

[0030] 3GPP Rel-17 specification has supported New Radio (NR) based satellite access deployed in FR1 bands serving handheld devices for global service continuity. 3GPP Rel-17 specification also supports NB-IoT and eMTC based satellite access to address massive IoT use cases in areas such as agriculture, transport, logistics and many more.

[0031] For any NTN-capable UE to access an NTN network, the base station at least may broadcast the ephemeris information and common Timing Advance (common TA) parameters of the serving cell. The UE can have valid global navigation satellite system (GNSS) position as well as the ephemeris and common TA before connecting to a NTN cell. To achieve synchronization, before and during connection to a cell, the UE can pre-compensate the timing advance (TTA) by considering the common TA, UE position and the NTN payload position through the ephemeris.

[0032] In NR NTN, the satellite-related system information messages, e.g., SIB19, is as following:

[0033] For IoT NTN, the satellite-related system information message, e.g., SIB31 for eMTC over NTN is as below. It has similar function as SIB19 in NR NTN. For NB-IoT over NTN, the satellite-related system information messages, e.g., SIB31-NB has almost same structure as SIB31) .

[0034] For IoT NTN, there is another satellite-related system information message, SIB32 as below. It is mainly used for support of discontinuous coverage.

[0035] As an NTN payload moves on a specified orbit, for example in case of a NGSO satellite, the NTN payload beam (s) coverage area may move and cover different portions of a geographical area due to the orbital movement of the NTN payload. As a consequence, a UE located in the concerned geographical area may experience a situation of discontinuous coverage, due to e.g. a sparse satellite constellation deployment. To enable the UE, in RRC_IDLE, to save power during periods of no coverage, the network provides NTN payload assistance information of neighbor satellites (e.g. ephemeris parameters, the start-time of upcoming NTN payload coverage) to enable the UE to predict when coverage will be provided by upcoming NTN payloads. Predicting out of coverage and in coverage is up to UE implementation. When out of coverage, the UE is not required to perform AS functions.

[0036] I. (c) Satellite assistance information for neighbor cells for NR NTN

[0037] For NR NTN, SIB19 contains not only NTN-specific parameters for serving cell (e.g., ntn-Config-r17 in SIB19) but also optionally NTN-specific parameters for neighbor cells (e.g., ntn-NeighCellConfigList-r17 and ntn-NeighCellConfigListExt-v1720 in SIB19) .

[0038] The neighbor cell ephemeris in SIB19 can be used for performing neighbor cell measurements in two aspects:

[0039] 1) To help the UE keep time / frequency synchronisation with the neighbor cell SSBs, this applies to UE in all RRC states;

[0040] 2) To help the UE adjust SS / PBCH Block Measurement Timing Configuration (SMTC) correctly, this applies to UEs in RRC_IDLE and RRC_INACTIVE. Without ephemeris information, the adjusted SMTC window may not cover the SSBs of the neighbor cell, and these neighbor cells should be neglected. Even if the neighbor cell SSBs are included in the SMTC, RAN4 will not define the requirements if there is no ephemeris for the corresponding neighbor cell.

[0041] However, even with above explanation, there is still concern about whether it is necessity or essential to provide neighbor cells assistance information in SIB19 (Issue #1) .

[0042] Moreover, UE behavior based on the neighbor cell information between SIB3, SIB4, measObjectNR and SIB19 needs to be clarified (Issue #2) . For reference, the main structure of SIB4 in NR NTN is copied as below:

[0043] In SIB19, NTN-NeighCellConfig provides ntn-Config, carrierFreq and PCI for UE to perform neighbor cell measurement. Thus, if a PCI field is configured in NTN-NeighCellConfig of SIB19, the corresponding ntn-Config is applicable to the cell with the PCI on the carrierFreq of NTN-NeighCellConfig. Moreover, as there is also neighbor cell / frequency information in legacy SIB3 / SIB4 which can be used by UE in Idle / Inactive mode and also in measurement objects which can be used by UE in Connected mode for neighbor cell measurement, how to apply neighbor cell information in SIB3 / 4 / measObjectNR and in SIB19 together is still unclear. Two scenarios are considered:

[0044] 1. When PCI field is configured in NTN-NeighCellConfig of SIB19, there are four cases for a detected PCI on an NTN carrier frequency.

[0045] ● Case 1-1: A detected PCI is in both the PCI field of NTN-NeighCellConfig of SIB19 and the PCI list of SIB3 / 4 / measObjectNR. The corresponding ntn-Config and  the corresponding cell specific parameters in SIB3 / 4 / measObjectNR are applicable to the cell with this PCI.

[0046] ● Case 1-2: A detected PCI is in the PCI field of NTN-NeighCellConfig of SIB19 but NOT in the PCI list of SIB3 / 4 / measObjectNR. NTN-config is applicable to the cell with this PCI but there is no cell specific parameter in SIB3 / 4 / measObjectNR applicable to this cell with this PCI.

[0047] ● Case 1-3: A detected PCI is in the PCI list of SIB3 / 4 / measObjectNR but NOT in the PCI field of NTN-NeighCellConfig of SIB19. There is no corresponding NTN-config applicable to the cell with this PCI but the cell specific parameters in SIB3 / 4 / measObjectNR are still applicable to this cell with this PCI.

[0048] ● Case 1-4: A detected PCI is NEITHER in the PCI list of SIB3 / 4 / measObjectNR NOR in the PCI field of NTN-NeighCellConfig of SIB19. There is neither the corresponding NTN-config nor the cell specific parameters in SIB3 / 4 / measObjectNR applicable to this cell with this PCI

[0049] 2. When PCI field is NOT configured in NTN-NeighCellConfig of SIB19, i.e., only ntn-Config and carrierFreq are configured, there are two options for a detected PCI on an NTN carrier frequency:

[0050] ● Case 2-1: The corresponding ntn-Config is applicable to all possible detected PCIs on this NTN carrier frequency (i.e., carrierFreq in NTN-NeighCellConfig of SIB19) . Whether applying cell specific parameters in SIB3 / 4 / measObjectNR depends on whether the detected PCI is in the PCI list or not. It follows legacy behaviour.

[0051] ● Case 2-2: The corresponding ntn-Config is only applicable to the detected PCI, which is in the PCI list of SIB3 / 4 / measObjectNR with the same carrier frequency as carrierFreq in NTN-NeighCellConfig of SIB19. The cell specific parameters in SIB3 / 4 / measObjectNR are also applied to the detected PCI which is in the PCI list of SIB3 / 4 / measObjectNR. For the cell with detected PCI not in PCI list of SIB3 / 4 / measObjectNR, UE may not perform subsequent measurement on it. It can be left to UE implementation like Case 1-4. If the PCI list is not configured in SIB3 / 4 / measObjectNR, the corresponding ntn-Config and the frequency specific parameters in SIB3 / 4 / measObjectNR are applicable to the cells with all possible detected PCIs.

[0052] For Case 1-1 and Case 1-2, while the configurations could be considered valid and UE behavior may be considered clear, it may not be a common understanding that, in Case 1-2, the UE should not measure the detected PCI since it is not in the PCI list of SIB3 / 4 / measObjectNR, e.g., no enough cell information can be acquired for this cell even its ephemeris information is already there. Such an understanding is consistent with the process for Case 2-1 and may be reasonable. In other words, if going with the understanding in Case 2-1, there may be an overlap between Case 1-2 and Case 2-1.

[0053] For Case 1-3 and Case 1-4, UE may not perform subsequent measurement on the cell with this PCI without ntn-Config, especially for NGSO cell, or UE may assume the cell with this PCI is a GSO / GEO cell or the cell is on the same satellite as the serving cell (utilize the same NTN-config as the serving cell) and try to measure it. It may be better for network to avoid configuring the configurations in Case 1-3.

[0054] One satellite may serve multiple frequencies and multiple neighbor cells so that carrier frequency list and the neighbor cell list can be added in SIB19. In other words, UE can mainly rely on the SIB19 to decide which NTN neighbor frequency (ies) or neighbor cells can be used for measurement in idle / inactive or connected mode, and there is no need to associate with other existing messages, e.g., SIB4 or messages for measurement objects configuration. However, putting the carrier frequency list and the neighbor cell list in both SIB4 and SIB19 would cause information redundancy and unnecessary signaling overhead.

[0055] The following another issue (Issue #3) is about the UE behavior when (some of) satellite assistance information of neighbor cells are absent from SIB19, especially for the UE in connected mode. There is a suggestion to clarify in Stage-2 specification that, if a frequency / cell is indicated in SIB4 or in the measurement configuration but its assistance information is not included in SIB19, the neighbor frequency / cell can be ignored by the UE when performing measurements. However, for any measurements network wants UE to perform, network needs to provide measurement configuration with measurement object. The very core of MO is the carrier frequency what UE needs to be measuring. Hence it is unclear why it is claimed the frequency needs to be also in SIB19. This would be very conflicting for the UE as UE is mandated to measure according to measurement configuration but meanwhile one sentence in stage 2 is saying UE can simply ignore the frequency. Some have negative views for the Issus#1 at least because satellite assistance information of neighbor cells is viewed as helpful information (not  essential) . So, missing such helpful information cannot result in ignoring of certain frequencies for measurement.

[0056] Finally, in latest NR NTN specification, only stage-2 spec TS 38.300 gives a high level description about how to make use of the satellite assistance information for neighbor cells for UE in RRC Idle / Inactive / Connected mode. That is:

[0057] ● For a UE in Idle / Inactive mode, it's up to UE implementation whether to perform NTN neighbor cell measurements on a cell indicated in SIB4 but not included in SIB19. [SIB4 contains information relevant for inter-frequency cell re-selection (i.e. information about other NR frequencies and inter-frequency neighboring cells relevant for cell re-selection) , which can also be used for NR idle / inactive measurements. The IE includes cell re-selection parameters common for a frequency as well as cell specific re-selection parameters. ] .

[0058] ● For a UE in Connected mode, it's up to UE implementation whether to perform NTN neighbor cell measurements on a cell included in the measurement configuration but not included in SIB19.

[0059] I. (d) . New requirements on satellite assistance information for neighbor cells for IoT NTN

[0060] For NR NTN, satellite assistance information for neighbor cells has been introduced in SIB19. For IoT NTN, there is also proposal to introduce satellite assistance information for neighbor cells in order to improve the cell selection / reselection / measurement performance for an IoT NTN UE in Idle / Inactive mode or measurement performance for an IoT NTN UE in Connected mode. This has already been adopted in the objectives in the latest R18 IoT NTN WID.

[0061] One disclosed technology proposed to introduce satellite assistance information for neighbor cells in SIB31 as below:

[0062] Another disclosed technology proposed to introduce satellite assistance information for neighbor cells in SIB31 with a similar way as below:

[0063] The above techniques apply a similar approach as that in NR NTN by introducing satellite assistance information for neighbor cells into IoT NTN's essential satellite-related system information message, e.g., SIB31.

[0064] II. Example Techniques for Indicating Satellite Assistance Information IoT NTN may differ from NR NTN in the following aspects:

[0065] ● IoT NTN may not support SMTC function.

[0066] ● IoT NTN system messages can have a limited length, such as maximum length of SIB in NB-IoT over NTN is 680bits while maximum length of SIB in eMTC over NTN is 1000bits. This can make it difficult to extend SIB31 to include satellite assistance information for neighbor cells.

[0067] ● 3GPP RAN4 describes dedicated frequency bands for NR NTN (e.g., n255, n256) , but 3GPP RAN4 has not yet defined dedicated frequency band for IoT NTN. So IoT NTN cells may be deployed in the same frequency band as IoT TN network cells; Secondly, the open issues (Issue #1 ~ Issue #3) in NR NTN also exists in IoT NTN and the following describe observations from IoT NTN perspective:

[0068] ● For Issue #1: As IoT NTN does not support SMTC function, the necessity of neighbor cell ephemeris for performing neighbor cell measurements is further reduced for IoT NTN.

[0069] ● For Issue #2: introducing neighbor cell information, especially the neighbor frequency / frequency list and neighbor cell / cell list into a SIB (e.g., SIB19) other than the existing messages for intra-frequency cell re-selection, inter-frequency cell re-selection and measurement objects, can be one of the reasons that results in the Issue  #2, e.g., unclear joint use of neighbor cell information in SIB3 / 4 / measObjectNR and in SIB19 (or unclear association between SIB3 / 4 / measObjectNR and SIB19:

[0070] ○ Especially for the UE in connected mode, it may not be a normal process to let a connected mode UE take the SIB into account, e.g., here to jointly consider SIB19 and Measurement Objects. So, it may be better to additionally introduce the satellite assistance information (ephemeris, etc. ) into Measurement Objects configuration for the UE in connected mode.

[0071] ○ Moreover, as analyzed above, there may be some overlapping scenarios which should be avoided. Furthermore, the cell / frequency information is repeatedly provided in SIB19 and SIB4 / measObjectNR, which can be signaling inefficient. It may be better to introduce satellite assistance information for neighbor cell into SIB3~SIB5. Delta configuration can be used to reduce the signaling overhead. Moreover, it can avoid inconsistence between SIB3~SIB5 and SIB19 / SIB31 and also avoid copying (a subset of) the frequency and PCI information of the neighbor cells in SIB3~SIB5 into SIB19 / SIB31.

[0072] ● For Issue #3: Satellite assistance information of neighbor cells is just the helpful information (not essential) and missing of such helpful information should not result in ignoring certain frequencies for measurement. Even without the new satellite assistance information of neighbor cells, UE still can try its best to measure the neighbor frequency / cells as legacy.

[0073] Therefore, similar approach as that in NR NTN may be not suitable for IoT NTN. In the following sections, this patent document proposes several example embodiments and techniques to introduce neighbor satellite assistance information of neighbor cells for IoT NTN and these solutions can also be applied to NR NTN. A IoT NTN UE or NR NTN UE may make use of the satellite assistance information to detect / measure / evaluate the neighbor cell (s) and / or to communicate with a satellite using the satellite assistance information.

[0074] II. (a) Example Embodiment 1

[0075] Example embodiment 1 describes techniques to provide, for example:

[0076] ● The assistance information of neighboring satellite (s) and / or the corresponding satellite assistance information configuration ID in existing messages which contains neighbor cells, e.g., SIB3, SIB4, SIB5 in IoT NTN or SIB4 in NR NTN) ;

[0077] ● The assistance information of neighboring satellite (s) and / or the corresponding satellite assistance information configuration ID can also be provided in measurement objects configuration, e.g., measObjectEUTRA in IoT NTN or measObjectNR in NR NTN;

[0078] ● The assistance information of neighboring satellite (s) and / or the corresponding satellite assistance information configuration ID can also be provided in a new NTN-specific SIB, other than the existing ones, e.g., SIB19, SIB31 / SIB31-NB, SIB32 / SIB32-NB etc;

[0079] ● The assistance information of neighboring satellite (s) and / or the corresponding satellite assistance information configuration ID can also be provided in the criteria for triggering of an NR measurement reporting event or of a CHO, CPA or CPC event, e.g., in condEventD1 or eventD1 and along with the reference location information which is associated to serving cell or candidate cell (s) .

[0080] In another technique of Example embodiment 1, the satellite assistance information of target cell and / or the corresponding satellite assistance information configuration ID can be provided in the dedicated SIB message (s) or the handover related message.

[0081] Generally, satellite assistance information can be configured per satellite, e.g., for each adjacent or upcoming satellites. Furthermore, since one satellite may serve multiple frequencies and multiple neighbor cells, the assistance information can be further configured per neighboring frequency (ies) or even neighboring cell (s) . Therefore, Example Embodiment 1 includes the following example techniques:
