[0003] In order to measure network resource occupation of a user (which may be understood as a personal terminal receiving multicast / broadcast service data, or may be understood as a content provider sending multicast / broadcast service data), an operator collects fees from the user according to a preset tariff rule.

The first network element may be a charging function network element (charging function, CHF) or a network element that can implement a charging function. The CTF may be an independent network element, or may be a module responsible for charging in the SMF. This is not specifically limited herein.
