Abstract

A base station configures user equipment (UE) with a measurement gap (MG) transmission rule indicating a preconfigured or competitive transmission strategy. The base station allocates MGs and transmission resources (TRs) for UEs. Each UE determines whether a current MG conflicts with the TRs. If no overlap occurs, the MG is used to perform channel quality measurement. If conflict occurs, the current MG is used for data transmission according to the transmission rule. A counter or timer may track how often MGs are used for data transmission. A data delay budget may be checked against a budget threshold. A colliding MG may be used for data transmission only if there is data that requires transmission; otherwise the base station is notified to release the transmission resource. Whether a handover event is triggered may be determined, and the current MG only used for data transmission upon receiving permission from the base station. Priority can be given to data transmission when there is a need and insufficient transmission resources. UEs can compete for MGs. Fig. 2 for publication
