To provide a shoulder belt assembly and a baby carriage which can be adjusted in an increased number of ways.SOLUTION: The present application relates to a shoulder belt assembly and a baby carriage. The shoulder belt assembly comprises: a fixing belt which is used with a seat of a baby carriage and has both ends fixed to the seat; an adjustment member which is provided in a slidable manner on the fixing belt; and an adjustment belt which is coupled to the adjustment member so that a length thereof can be adjusted.
