To perform streaming transfer of video data from an on-vehicle camera to a diagnosis tester even when performing a diagnostic communication according to a diagnostic communication standard between the diagnosis tester and an on-vehicle system.SOLUTION: A diagnosis tester 10 requests a third ECU 23 to give connection destination information thereof using a diagnostic communication according to a diagnostic communication standard and to perform a communication, which is different from the diagnostic communication, via a direct communication path with the diagnosis tester 10. In response to the request, based on the connection destination information of the diagnosis tester 10, the third ECU 23 determines a communication path capable of performing a communication directly with the diagnosis tester 10, and performs data streaming transfer of video data of an on-vehicle camera 25 to the diagnosis tester 10 via the communication path.SELECTED DRAWING: Figure 1
