Video coding concepts are described that relate to encoding, decoding, extracting, and mixing video data streams having pictures encoded to be subdivided into independently coded sub-pictures, extracting sub-picture-specific video data streams having layers of subdivided pictures and layers of non-subdivided pictures, processing inter-layer prediction tools and scaling windows for inter-layer prediction of such video data, determining decoder functionality requirements for such data streams, layer-specific constraints for such data streams, and mixing of independently coded sub-pictures encoded with different types.
