1. A terminal comprising: a receiving unit that receives at least one of a first setting related to a random access channel associated with a Public Land Mobile Network (PLMN) ID, a second setting related to a random access response associated with the PLMN ID, and a third cell-specific setting associated with the PLMN ID; and a control unit that performs an initial access to an operator corresponding to itself based on at least one of the first setting, the second setting, and the third setting.
2. The terminal according to claim 1, wherein the first setting is a parameter indicating a feature or a combination of features associated with a set of random access resources.
3. The terminal according to claim 1, wherein the second setting is a parameter included in a physical downlink control channel common setting for setting a common search space.
4. The terminal according to claim 1, wherein the third setting includes a parameter related to uplink frequency information or and a parameter related to downlink frequency information.
5. A wireless communication method of a terminal, comprising: receiving at least one of a first setting related to a random access channel associated with a Public Land Mobile Network (PLMN) ID, a second setting related to a random access response associated with the PLMN ID, and a third cell-specific setting associated with the PLMN ID; and performing an initial access to an operator corresponding to itself based on at least one of the first setting, the second setting, and the third setting.
6. A base station comprising: a transmitting unit that transmits at least one of a first setting related to a random access channel associated with a Public Land Mobile Network (PLMN) ID, a second setting related to a random access response associated with the PLMN ID, and a third cell-specific setting associated with the PLMN ID; and a control unit that instructs an initial access to each operator using at least one of the first setting, the second setting, and the third setting.
