[0047] In some examples, values, procedures, or apparatus are referred to as ‘best, ’ ‘lowest, ’ ‘highest, ’ ‘minimum, ’ ‘maximum, ’ or the like. It will be appreciated that such descriptions are intended to indicate that a selection among many used functional alternatives can be made, and such selections need not be better, smaller, higher, or otherwise preferable to other selections.

[0048] As used herein, the term “resource, ” “transmission resource, ” “uplink resource, ” or “downlink resource” may refer to any resource for performing a communication, such as a resource in time domain, a resource in frequency domain, a resource in space domain, a resource in code domain, or any other resource enabling a communication, and the like. In the following, unless explicitly stated, a resource in both frequency domain and time domain will be used as an example of a transmission resource for describing some example embodiments of the present disclosure. It is noted that example embodiments of the present disclosure are equally applicable to other resources in other domains.

[0049] Store and forward operation may allow for delay-tolerant, non-real-time IoT non-terrestrial network (NTN) services to be offered in areas visited by the satellites but with no need to have NTN gateway infrastructure (e.g. mid-sea, remote areas) . Along  with support for the discontinuous coverage, support for store and forward operation is key to facilitate cost-effective deployment of IoT NTN services and enable an immediate operational service with the following: sparse low earth orbit (LEO) constellations and reduced ground segment infrastructure. Further, the support of store and forward puts the third generation partnership project (3GPP) IoT NTN solution on par with other non-3GPP solutions intended for massive satellite IoT, which natively already supports store and forward services.

[0050] Store and forward satellite operation is used for delay-tolerant communication services. In a case of mobile terminate (MT)  / mobile originate (MO) , all IoT remote monitoring UEs regularly send information related to the area they are monitoring to the application server and sometimes receive new parameters from the application server. In most of the cases, the messages exchanged are delay-tolerant / non-real-time IoT.

[0051] In a case of inter-satellite, a mobile IoT device may move from the coverage of one satellite to the other, a NGSO satellite may fly away and the other one will come and turn to serving a static IoT device. Under such circumstances, the serving satellite may forward the stored user plane date to the next serving satellite through Inter-Satellite Links, and the next serving satellite may help forward the data to the gateway. Meanwhile, if the feeder link of the next satellite is also unavailable, it will continue the store operation until the recovery of its feeder link. In this way, for every single IoT device, there will be only one satellite for its data storage in the overall satellite system. And the mobile operators will be easier to manage and maintain the data rather than dealing with the separate data which is belong to one device but among different satellites.

[0052] In a case of data transfer for IoT devices in remote areas, sensors installed on the animals send the status information, e.g. the movements, physiology and surrounding environment of the animals, to the satellite; and the satellite stores the received status information of the animals, and forwards the information to the scientific centre when a feeder link becomes available.

[0053] As used herein, the terms “UE expects” , “UE does not expect, “terminal device expects” , “terminal device does not expect” may imply restrictions on a configuration of a network device (also referred to as NW configuration) . The terms “UE is not expected to” and “terminal device is not expected to” may imply a terminal implementation, also  referred to as UE implementation. In some embodiments, the terms “UE does not expect” and “UE is not expected to” may be used equally. Further, such clarification also suitable to the network device (i.e., NW) .

[0054] As used herein, the term “store and forward access check” refers to a procedure of determining whether an access procedure is allowed by using one or more store and forward access parameters.

[0055] As used herein, the term “access barring check” refers to a normal / regular / existing access check procedure. The access barring check also may be referred to as EAB check, unified access control and so on.

[0056] As used herein, the term “connection establishment procedure” may refers to a connection establishment procedure, a connection resume procedure, a connection recovery procedure.

[0057] In the present discourse,

[0058] ● expressions of “a feeder link is not available” , “a feeder link is not active” , “a feeder link is absent” , “the network device is operated in a store and forward mode” , “store and forward scenario” , “store and forward service” , “store and forward operation” , “store and forward mode” may be used interchangeably, and such expressions may be abbreviated as “store and forward (S&F) ” sometimes;

[0059] ● terms of “information” , “parameter” , “indication” , “configuration” may be used interchangeably;

[0060] ● terms of “access” , “access procedure” , “initial access” , “initiation of an access procedure” , “initiation of establishing a connection” may be used interchangeably;

[0061] ● terms of “access (procedure) to a cell” , “access (procedure) to a network device” may be used interchangeably;

[0062] ● terms of “access is allowed” , “access is not barred” , may be used interchangeably.

[0063] Principles and implementations of the present disclosure will be described in detail below with reference to the figures.

[0064] Example Environment

[0065] FIG. 1 illustrates a schematic diagram of an example communication environment 100 in which example embodiments of the present disclosure can be implemented. In the communication environment 100, a plurality of communication devices, including a terminal device 110-1, a network device 120-1 and a core network device 130, may communicate with each other.

[0066] Optionally, the communication environment 100 also may include one or more other terminal device (such as, the terminal device 110-2 and terminal device 110-3 as illustrated in FIG. 1) and one or more other network device (such as, the network device 120-2 as illustrated in FIG. 1) .

[0067] For purpose of discussion, the terminal device 110-1, the terminal device 110-2 and terminal device 110-3 are collectively or individually referred to as terminal device 110, and the network devices 120-1 and 120-2 are collectively or individually referred to as network device 120. As one specific example, the terminal device 110-1 is IoT device, the network device is a satellite, and the core network device is a part / interface of the core network (connecting via a gateway) .

[0068] Further, the network device 120 may be capable of providing certain features of the core network. In this event, the network device 120 may include a part or total core network element (s) .

[0069] In some embodiments, the network device 120 may be a satellite which may functions as a base station (or the satellite is deployed with a base station) , or a high altitude platform station (HAPS) , such as, an unmanned aerial vehicle functions as a base station (or the UAV is deployed with a base station) .

[0070] It is to be understood that the number of devices and their connections shown in FIG. 1 are only for the purpose of illustration without suggesting any limitation. The communication environment 100 may include any suitable number of devices configured to implementing example embodiments of the present disclosure. Although not shown, it would be appreciated that one or more additional devices may be located in the cell, and one or more additional cells may be deployed in the communication environment 100. It is noted that although illustrated as a network device, the network device 120 may be another device than a network device. Although illustrated as a terminal device, the terminal device 110 may be other device than a  terminal device.

[0071] In the following, for the purpose of illustration, some example embodiments are described with the terminal device 110 operating as a UE. Further, the network device 120 may operate as a base station, or the network device 120 may have an RAN node function and partial core network function (s) . However, in some example embodiments, operations described in connection with a terminal device may be implemented at a network device or other device, and operations described in connection with a network device may be implemented at a terminal device or other device.

[0072] In some example embodiments, if the terminal device 110 is a terminal device and the network device 120 is a network device, a link from the network device 120 to the terminal device 110 is referred to as a downlink (DL) , while a link from the terminal device 110 to the network device 120 is referred to as an uplink (UL) . In DL, the network device 120 is a transmitting (TX) device (or a transmitter) and the terminal device 110 is a receiving (RX) device (or a receiver) . In UL, the terminal device 110 is a TX device (or a transmitter) and the network device 120 is a RX device (or a receiver) .

[0073] In FIG. 1, more than one timer may be maintained for the access control. Example timers are discussed as below. One example timer is Timer T302, where Timer T302 is started upon a reception of RRCConnectionReject while performing radio resource control (RRC) connection establishment or a reception of RRCConnectionRelease including waitTime, Timer T302 is stopped upon entering RRC_CONNECTED state, a cell re-selection, a reception of RRCEarlyDataComplete, a reception of RRCConnectionRelease for uplink early data transmission (EDT) , a reception of RRCConnectionRelease for uplink using pre-configured uplink resource (PUR) , or a reception of RRCConnectionReject message for evolved universal terrestrial radio access (E-UTRA)  / 5G core (5GC) . Further, an upper layer may be informed about barring alleviation.

[0074] Another example timer is Timer T303. The access may be barred while performing RRC connection establishment for mobile originating calls. Timer T303 is stopped upon entering RRC_CONNECTED state, a cell re-selection, upon a reception of RRCEarlyDataComplete or RRCConnectionRelease for UP-EDT or RRCConnectionRelease for UP transmission using PUR. Further, an upper layer may be informed about barring alleviation.

[0075] A further example timer is Timer T305. The access is barred while performing  RRC connection establishment for mobile originating signalling. Timer T305 is stopped upon entering RRC_CONNECTED state, a cell re-selection, a reception of RRCEarlyDataComplete or RRCConnectionRelease for UP-EDT or RRCConnectionRelease for UP transmission using PUR. Further, an upper layer may be informed about barring alleviation.

[0076] A further example timer is Timer T306. The access barred while performing RRC connection establishment for mobile originating circuit switched (CS) fallback. Timer T306 is stopped upon entering RRC_CONNECTED state, a cell re-selection, a reception of RRCEarlyDataComplete or RRCConnectionRelease for UP-EDT or RRCConnectionRelease for UP transmission using PUR. Further, an upper layer may be informed about barring alleviation.

[0077] A further example timer is Timer T308. The access barred due to application specific congestion control for data Communication (ACDC) while performing RRC connection establishment subject to ACDC. Timer T308 is stopped upon entering RRC_CONNECTED state, a cell re-selection, or a reception of RRCEarlyDataComplete or RRCConnectionRelease for UP-EDT or RRCConnectionRelease for UP transmission using PUR. Further, an upper layer may be informed about barring alleviation for ACDC.

[0078] In operation, in a case of access barring check, if timer T302 or "Tbarring" is running, consider access to the cell as barred.

[0079] If SystemInformationBlockType2 includes "AC barring parameter" :

[0080] ● if the UE has one or more Access Classes (ACs) , as stored on the universal subscriber identity module (USIM) , with a value in the range 11... 15, which is valid for the UE to use. Access Classes s 12, 13, 14 are only valid for use in the home country and ACs 11, 15 are only valid for use in the home public land mobile network (HPLMN)  / Equivalent HPLMN (EHPLMN) .

[0081] ● for at least one of these valid Access Classes the corresponding bit in the ac-BarringForSpecialAC contained in "AC barring parameter" is set to zero: consider access to the cell as not barred;

[0082] ● else if the establishment of the RRC connection is the result of release with redirect with mpsPriorityIndication (either in new radio (NR) or evolved universal mobile telecommunications system (UMTS) terrestrial radio access network, E-UTRAN) ; and

[0083] ● if the corresponding bit for any of the Access Classes 12, 13 or 14 in the ac-BarringForSpecialAC contained in "AC barring parameter" is set to zero: consider access to the cell as not barred;

[0084] ● else, draw a random number 'rand' uniformly distributed in the range: 0 ≤ rand < 1; if 'rand' is lower than the value indicated by ac-BarringFactor included in "AC barring parameter" : consider access to the cell as not barred; else: consider access to the cell as barred.

[0085] Else, consider access to the cell as not barred.

[0086] If access to the cell is barred and both timers T302 and "Tbarring" are not running: draw a random number 'rand' that is uniformly distributed in the range 0 ≤rand < 1; start timer "Tbarring" with the timer value calculated as follows, using the ac-BarringTime included in "AC barring parameter" : "Tbarring" = (0.7+ 0.6 *rand) *ac-BarringTime.

[0087] In operation, in a case of extended access barring check, if SystemInformationBlockType14 is present and if eab-PerRSRP is included, the UE shall:

[0088] ● if the establishmentCause received from higher layers is set to a value other than emergency; and

[0089] ● if the UE has no Access Class, as stored on the USIM, with a value in the range 11…15, which is valid for the UE to use:

[0090] if eab-PerRSRP is set to thresh0: consider access to the cell as barred when in enhanced coverage;

[0091] else if eab-PerRSRP is set to thresh1: if the measured reference signal receiving power (RSRP) is less than the first entry in rsrp-ThresholdsPrachInfoList: consider access to the cell as barred; else: consider that only the resources indicated for the first coverage enhancement (CE) level are configured;

[0092] else if eab-PerRSRP is set to thresh2: if the measured RSRP is less than the second entry in rsrp-ThresholdsPrachInfoList: consider access to the cell as barred; else: consider that only the resources indicated for the first and second CE levels are configured;

[0093] else if eab-PerRSRP is set to thresh3: if the measured RSRP is less than the third entry in rsrp-ThresholdsPrachInfoList: consider access to the cell as barred; else: consider that  only the resources indicated for the first, second, and third CE levels are configured.

[0094] If SystemInformationBlockType14 is present and if access to the cell is not barred due to eab-PerRSRP and eab-Param is included:

[0095] ● if the eab-Common is included in the eab-Param:

[0096] if the UE belongs to the category of UEs as indicated in the eab-Category contained in eab-Common; and

[0097] if for the Access Class of the UE, as stored on the USIM and with a value in the range 0…9, the corresponding bit in the eab-BarringBitmap contained in eab-Common is set to one: consider access to the cell as barred;

[0098] else: consider access to the cell as not barred due to EAB;

[0099] ● else (the eab-PerPLMN-List is included in the eab-Param) :

[0100] select the entry in the eab-PerPLMN-List corresponding to the PLMN selected by upper layers;

[0101] if the eab-Config for that public land mobile network (PLMN) is included: if the UE belongs to the category of UEs as indicated in the eab-Category contained in eab-Config; and if for the Access Class of the UE, as stored on the USIM and with a value in the range 0.. 9, the corresponding bit in the eab-BarringBitmap contained in eab-Config is set to one: consider access to the cell as barred; else: consider access to the cell as not barred due to EAB;

[0102] else: consider access to the cell as not barred due to EAB.

[0103] If SystemInformationBlockType14 is not present, consider access to the cell as not barred due to EAB.

[0104] In a case of access barring check, if one or more Access Identities equal to 1, 2, 11, 12, 13, 14, or 15 are indicated, and if for at least one of these Access Identities the corresponding bit in the uac-BarringForAccessIdentity contained in "UAC barring parameter" is set to zero: consider the access attempt as allowed.

[0105] Else,

[0106] ● if the establishment of the RRC connection is the result of release with redirect with mpsPriorityIndication (either in NR or E-UTRAN) ; and

[0107] ● if the bit corresponding to Access Identity 1 in the uac-BarringForAccessIdentity contained in the "UAC barring parameter" is set to zero: consider the access attempt as allowed;

[0108] ● else if Access Identity 3 is indicated: draw a random number 'rand' uniformly distributed in the range: 0 ≤ rand < 1; if 'rand' is lower than the value indicated by uac-BarringFactorForAI3 included in "UAC barring parameter" : consider the access attempt as allowed; else: consider the access attempt as barred; else: draw a random number 'rand' uniformly distributed in the range: 0 ≤ rand < 1; if 'rand' is lower than the value indicated by uac-BarringFactor included in "UAC barring parameter" : consider the access attempt as allowed; else: consider the access attempt as barred;

[0109] If the access attempt is considered as barred:

[0110] ● draw a random number 'rand' that is uniformly distributed in the range 0 ≤ rand < 1;

[0111] ● start timer T309 for the Access Category with the timer value calculated as follows, using the uac-BarringTime included in "UAC barring parameter" : "Tbarring" = (0.7+0.6 *rand) *uac-BarringTime.

[0112] The communications in the communication environment 100 may conform to any suitable standards including, but not limited to, Global System for Mobile Communications (GSM) , Long Term Evolution (LTE) , LTE-Evolution, LTE-Advanced (LTE-A) , New Radio (NR) , Wideband Code Division Multiple Access (WCDMA) , Code Division Multiple Access (CDMA) , GSM EDGE Radio Access Network (GERAN) , Machine Type Communication (MTC) and the like. The embodiments of the present disclosure may be performed according to any generation communication protocols either currently known or to be developed in the future. Examples of the communication protocols include, but not limited to, the first generation (1G) , the second generation (2G) , 2.5G, 2.75G, the third generation (3G) , the fourth generation (4G) , 4.5G, the fifth generation (5G) communication protocols, 5.5G, 5G-Advanced networks, or the sixth generation (6G) networks.

[0113] In FIG. 1, the link 140 between the terminal device 110 and the network device 120 is called as a service link, and the link 150 between the network device 120 and the core network device 130 is called as a feeder link. Further, the network device 120 / the terminal device 110 may move over time, which causes that the service link / feeder link may be unavailable sometimes.

[0114] Refer to FIG. 2A and FIG. 2B for details, where FIG. 2A and FIG. 2B illustrate example use cases in which example embodiments of the present disclosure can be implemented. In FIG. 2A, the service link and feeder link are available at time point T1, the service link is available and feeder link is not available at time point T2, and the service link and feeder link are available at time point T3. In FIG. 2B, the service link is available and feeder link is not available at time point T1, the service link is not available and feeder link is available at time point T2, and the service link and feeder link are available at time point T3.

[0115] When feeder link is available, the service data may be forwarded from the core network device 130 to the network device 120, such that the service data may be forwarded to the terminal deice 110 by the network device 120. When the service link is available, the network device 120 may forward data (including traffic, store and forward configuration / parameter) to the terminal device.

[0116] If the service link / the feeder link is unavailable, the network device 120 may be operated in a store and forward mode. For example, when the feeder link is unavailable and the service link is available, the network device 120 may store data from the terminal device 110 and then forward the data to the core network device 130 when feeder link is available again.

[0117] It can be seen that, during the store and forward operation, the feeder link may be not available, which causes an access to the cell for new registration or for non-delay tolerance data may be meaningless. Further, since the storage at network device 120 may be limited, it would be preferred that the network device 120 may charge fees for the use of the store and forward service. In view of this, it would be preferred that the network device 120 may prevent some specific subscribers (such as, the unauthorized UEs) from using the store and forward service.

[0118] As discussed below, according to some embodiments of the present discourse, the access procedure of the terminal device may be well controlled when the network device 120 is operated in the store and forward mode.

[0119] Work Principle and Example Signaling for Communication

[0120] Principle and implementations of the present disclosure will be described in detail below with reference to FIG. 3 to FIG. 8. For the purpose of discussion, FIG. 3 to FIG. 8 will be described with reference to FIG. 1.

[0121] It should be understood that although feature (s)  / operation (s) are discussed in specific example embodiments separately, unless clearly indicated to the contrary, these feature (s)  / operation (s) described in different example embodiments may be used in any suitable combination.

[0122] Further, it is to be understood that the operations at the terminal device 110, the network device 120 should be coordinated. In other words, the network device 120 and the terminal device 110 should have common understanding about configurations, parameters and so on. Such common understanding may be implemented by any suitable interactions between the network device 120 and the terminal device 110 or both the network device 120 and the terminal device 110 applying the same rule / policy. In the following, although some operations are described from a perspective of the terminal device 110, it is to be understood that the corresponding operations should be performed by the network device 120. Similarly, although some operations are described from a perspective of the network device 120, it is to be understood that the corresponding operations should be performed by the terminal device 110. Merely for brevity, some of the same or similar contents are omitted here.

[0123] As illustrated in FIG. 3, during a connection establishment procedure with a network device 120, the terminal device 110 may determine 320 whether an access procedure of the terminal device 110 is allowed.

[0124] In order to make the determination properly, in some embodiments, the terminal device 110 may obtain 310-1 first information comprising at least one first store and forward parameter, wherein the first information is maintained at a core network. Alternatively, or in addition, in some embodiments, the terminal device 110 may obtain 310-2 second information comprising at least one second store and forward parameter, wherein the second information is configured by the network device 120. Based on the first and / or second information, the terminal device 110 may make the access determination properly.

[0125] In some embodiments, in a case of store and forward scenario (i.e., the network device 120 is operated in the store and forward mode) , the terminal device 110 may perform an access check by using the first / second information.

[0126] Next, if the terminal device 110 determine that the access procedure of the terminal device 110 is allowed, the terminal device 110 may initiate 330-1 the access  procedure with the network device 120. Accordingly, if the terminal device 110 determine that the access procedure of the terminal device 110 is not allowed, the terminal device 110 may disable the initiation of the access procedure.

[0127] In some embodiments, the network device 120 may indicate to the terminal device 110 that the network device 120 is operated in the store and forward mode and also may optionally indicate the time information of the store and forward operation, such that the terminal device 110 may know the network device 120 is operated in the store and forward mode. As a result, when there is a need to access to the network device 120, the terminal device may behave properly, including but not limited to:

[0128] ● performing access check by using the first / second information,

[0129] ● applying parameters configured for the store and forward scenario (such as, access control timer) ,

[0130] ● informing the upper layer of the terminal device that the network device 120 is operated in the store and forward mode.

[0131] In the following, more details about the above process will be discussed.

[0132] Details about the first information

[0133] In some embodiments, the first information (also may be referred to as “store and forward parameter” sometimes) maintained at a core network may be received during one of the following:

[0134] ● an attach procedure,

[0135] ● a tracking area update (TAU) procedure, or

[0136] ● a registration procedure.

[0137] In some embodiments, the terminal device 110 may transmit, a capability-related information to the network device 120 (or the core network device 130) . For example, the terminal device 110 may transmit, an indication indicating at least one of the following:

[0138] ● the terminal device supports the network device operating in a store and forward mode,

[0139] ● the terminal device supports the network device operating in a store and forward mode  when feeder link is not available,

[0140] ● the terminal device supports a delay tolerate service, or

[0141] ● the terminal device supports an interrupt tolerate service.

[0142] Reference is now made to FIG. 4 and FIG. 5, which illustrate signaling flows 400 and 500 of communication in accordance with some embodiments of the present disclosure.

[0143] Optionally, in in some embodiments, the terminal device 110 may indicate its capability of supporting for the store and forward feature (or supporting for the delay tolerance transmission) in the attach / TAU / registration procedure to the core network 130 (such as, mobility management entity, MME, or access and mobility management function, AMF) . As illustrate in FIG. 4, the terminal device 110 may transmit an attach / TAU / registration request to the core network device comprising the capability-related information.

[0144] In operation, the terminal device 110 may be authenticated / authorized / restricted to use the store and forward service. As one example, in order to use the store and forward service, the terminal device 110 should support the network device 120 being operated in the store and forward mode (also means the terminal device has a capability of store and forward) and should register to the core network and subscribe the store and forward service.

[0145] These store and forward parameter (i.e., the first information) may be kept 430 as part of subscription data in the home subscriber server (HSS) (or unified data management (UDM) as in 5GC, or other core network element) .

[0146] The core network (such as, the MME or AMF) may receive the store and forward parameter from the HSS (or UDM) .

[0147] In some embodiments, these store and forward parameter (i.e., the first information) may specify whether the store and forward service is restricted / allowed for the terminal device 110 (per PLMN / cell / coverage level / network device) .

[0148] In some embodiments, if the terminal device 110 may support for restriction of use of store and forward (or support for the store and forward feature / the delay tolerance transmission) , the core network may send 460 the store and forward  parameters to the terminal device 110 in the Attach / TAU / Registration Accept message. Thus, the terminal device 110 may use 440 the store and forward parameters to determine if store and forward service is restricted / allowed, or how to use store and forward service.

[0149] Further, the store and forward operation may be implemented as a capability of the network device 120. In view of this, as illustrated in FIG. 4, the network device 120 may broadcast 410 the support of authorizing the terminal device 110 to use store and forward service.

[0150] In some embodiments, for roaming the terminal devices, if the HSS does not provide any parameter or the provided parameter is in conflict with the roaming agreement, the MME may use default parameter locally configured in the VPLMN based on the roaming agreement with the subscriber's HPLMN. The terminal device 110 may assume that use of store and forward is the same as that in the EPLMNs.

[0151] In some embodiments, the terminal device 110 may assume store and forward service is allowed unless explicitly restricted by the network (the core network device or the network device) .

[0152] In some embodiments, the terminal device 110 may assume store and forward service is allowed only if the network (core network or access network) authorizes the terminal device 110 to use store and forward service.

[0153] In some embodiments, if the network (core network or access network) has sent store and forward parameter to the terminal device 110, the core network may provide the store and forward parameters to the network device 120 (such as, a satellite) .

[0154] In some embodiments, the authentication procedure needs to be performed when the feeder link is available.

[0155] In some embodiments, whenever S1 is released and information for store and forward is available for the terminal device 110, the network device (such as, a satellite) may send it to the MME during S1 release procedure, such as, via S1 UE Context Release Request (such as, Cause) message, S1 UE Context Release Complete (E-UTRAN Cell Global Identifier, ECGI, Tracking Area Identity, TAI, Secondary Radio Access Technology (RAT) usage data) message and so on.

[0156] Reference is now made to FIG. 5, where the first information may be  forwarded via paging.

[0157] In FIG. 5, the MME (or AMF) stores 510 the received store and forward parameters (obtained from the HSS or UDM) and includes it in every subsequent paging message for all network devices selected by the MME (or AMF) for paging.

[0158] If the MME has sent the store and forward parameters to the terminal device 110, the MME provides 520 store and forward parameter to the network device 120 during paging, and whenever the terminal device 110 context is established in RAN, e.g. during service request procedure, attach procedure, and TAU procedure. Then the network device 120 may page 530 the terminal device 110 based on the store and forward parameters.

[0159] In some embodiments, the network device 120 may use the store and forward parameters determine how to page the terminal device 110. As a result, the paging procedure of the terminal device 110 which does not support for the store and forward service may be avoided.

[0160] In this way, the network operation or the service provider may prevent specific subscribers from using store and forward service.

[0161] Details about the second information

[0162] In some embodiments, the second information configured / indicated by the network device 120 may be one of the following:

[0163] ● a cell-specific configuration,

[0164] ● a user equipment (UE) -specific configuration,

[0165] ● a network device 120-specific configuration,

[0166] ● a public land mobile network (PLMN) -specific configuration, or

[0167] ● a coverage level specific configuration.

[0168] In some embodiments, the second information is configured for a coverage level. In this event, the terminal device 120 may first determine its coverage level (such as, based on reference signal receiving power, RSRP) , and then select the corresponding second information based on the determined coverage level.

[0169] In some embodiments, the second information is configured for a cell / network device / PLMN. In this event, the terminal device 120 may first determine that it is served by the cell / network device / PLMN, and then determine the corresponding second information accordingly.

[0170] In some embodiments, the second information may be comprised in system information (such as, SIB) .

[0171] In some embodiments, the at least one second store and forward parameter indicated by the second information may comprise at least one of the following:

[0172] ● a first indication indicating whether the network device 120 is operated in a store and forward mode,

[0173] ● a second indication indicating whether the feeder link is available,

[0174] ● a third indication indicating whether a terminal device 110 which has not registered for a store and forward service is allowed to access to the network device 120,

[0175] ● a fourth indication indicating whether a terminal device 110 which does not support a store and forward service is allowed to access to the network device 120,

[0176] ● a data amount allowed to be transmitted in a case that the feeder link is not available, or the network device 120 is operated in a store and forward mode,

[0177] ● time information associated with a duration within which the feeder link is not available, or the network device 120 is operated in a store and forward mode.

[0178] In some embodiments, the time information may indicate at least one of the following:

[0179] ● a starting time point of the duration,

[0180] ● an ending time point of the duration,

[0181] ● remaining time length of the duration,

[0182] ● a time length the store and forward mode has been operated.

[0183] In some embodiments, the terminal device 110 may inform the second information at an access stratum (AS) layer of the terminal device 110 to a non-access stratum (NAS) layer.

[0184] In summary, the second information may be parameters / configurations confiugured for store and forward service by the network device 120. More details about the second information will be discussed as below.

[0185] In some embodiments, the second information may be common for a satellite (anetwork device 120)  / cell or for each PLMN. Alternatively, in some embodiments, the second information may be configured for each coverage level.

[0186] In some embodiments, the second information may be UE-specific and provide during an RRC release procedure.

[0187] In some embodiments, the second information may be provided in a new SIBxx ( “xx” is a suffix / index of a SIB, which may be any defined integer) . In this event, the SIBxx may be modified at any time and do not trigger SI update (do not impact systemInfo ValueTag in MIB and systemInfoValueTagSI in SIB1) .

[0188] In some embodiments, the terminal device 110 does not need to always keep a valid version of SIBxx until access is initiated by upper layer. In other words, the terminal device 110 does not need to monitor and update SIB at any moment. In fact, the terminal device 110 only needs to ensure to obtain a latest SIBxx upon an access is initiated by upper layer.

[0189] In some embodiments, upon acquiring the store and forward configurations (i.e., second information) , the AS layer of the terminal device may indicate NAS layer of the store and forward configurations.

[0190] In some embodiments, initiating access to the network device 120 during the store and forward operation may be controlled by NAS layer based on the provided store and forward configurations. As one example, the NAS layer is informed that the network device is operated in a store and forward mode, then the access initiated from NAS may be avoided / delayed if the terminal device is not suitable to perform transmission under store and forward. For example, the terminal device 110 does not support the store and forward service, or the access is for initial registration.

[0191] In the following, details about the content in the second information will be discussed.

[0192] In some embodiments, the second information may indicate the store and forward operation is enabled at the network device 120. In some embodiments, whether  the store and forward operation is enabled at the network device 120 may be indicated implicitly. Specifically, if the second information is provided by the network device 120, the terminal device 110 may consider the store and forward operation is enabled at the network device 120.

[0193] In some embodiments, the second information may indicate whether the feeder link is exist / available / active.

[0194] In some embodiments, the second information may indicate the access restrictions for unregistered terminal device (s) . In some embodiments, if store and forward operation is enabled, an initial access of the unregistered terminal device / UE may be considered as not allowed. In some embodiments, if the store and forward operation is enabled, an initial access of the unregistered terminal device / UE which does not support store and forward operation may be considered as not allowed.

[0195] In some embodiments, the second information may indicate access restrictions for the terminal device which does not support store and forward operation. That is, if store and forward operation is enabled, access of the terminal device which does not support store and forward operation may be considered as not allowed.

[0196] In some embodiments, the second information may indicate limitations / conditions about the size / amount of data. As one example, the network device 120 may provide a configuration of a data size / amount that allowed be sent from the terminal device 110 to the network device 120 which is operated in the store and forward mode.

[0197] In some embodiments, the second information may indicate the largest size (TBS) (be represented as sf-TBS) applicable to a terminal device when the network device 120 is operated in the store and forward mode. In some embodiments, for mobile originating calls, the size of the resulting MAC PDU including the total uplink data is expected to be smaller than or equal to the signaled sf-TBS.

[0198] In some embodiments, the second information may indicate that the terminal device 110 is allowed to select to send data with a size (TBS) which smaller than largest TBS.

[0199] In some embodiments, the second information may indicate a minimum size (TBS) applicable to a terminal device when the network device 120 is operated in the  store and forward mode.

[0200] In some embodiments, the second information may indicate time information of store and forward operation, for example, a starting time, an ending time, a duration of total store and forward operation, a duration that the store and forward operation has already applied, a remaining duration of the store and forward operation and so on.

[0201] Store and forward access check

[0202] According to some embodiments of the present discourse, the access control may be achieved by performing a store and forward access check based on the first and / or second information.

[0203] In operation, in addition to the store and forward access check, an access barring check also may be performed.

[0204] In this event, in some embodiments, the terminal device 110 may determine the access procedure of the terminal device 110 is allowed if the performing result of the store and forward access check and the performing result of the access barring check indicate the access procedure of the terminal device 110 is allowed.

[0205] Alternatibely, the terminal device 110 may determine that the access procedure of the terminal device 110 is not allowed if the performing result of the store and forward access check indicates the access procedure of the terminal device 110 is not allowed.

[0206] Further, the access barring check may be performed before or after the store and forward access check.

[0207] Specifically, in some embodiments, the terminal device 110 may perform the store and forward access check first. If the performing result of the store and forward access check indicates the access procedure of the terminal device 110 is allowed, the terminal device 110 may perform an access barring check. Then, the terminal device 110 may determine whether the access procedure of the terminal device 110 is allowed based on a performing result of the access barring check.

[0208] Alternatively, in some embodiments, the terminal device 110 may perform the access barring check first. If a performing result of the access barring check  indicates the access procedure of the terminal device 110 is allowed, the terminal device 110 may perform the store and forward access check. Then, the terminal device 110 may determine whether the access procedure of the terminal device 110 is allowed based on the performing result of the store and forward access check.

[0209] As discussed above, the store and forward access check may be determined based on the first and / or second information. In the following, how to perform the store and forward access check will be discussed.

[0210] In some embodiments, the terminal device 110 may determine that the access procedure of the terminal device 110 is allowed if at least one of the following:

[0211] ● an establishing cause indicates to establish a connection for a store and forward service;

[0212] ● the first information indicates the terminal device 110 has been authorized to be served in a case that a feeder link is not available or the network device 120 is operated in a store and forward mode;

[0213] ● the first information does not indicate the access procedure of the terminal device 110 is not allowed when the network device 120 is operates in a store and forward mode;

[0214] ● the terminal device 110 supports a delay tolerate service;

[0215] ● the terminal device 110 supports an interrupt tolerate service;

[0216] ● the terminal device 110 supports the network device 120 operating in a store and forward mode;

[0217] ● the terminal device 110 has registered in the core network;

[0218] ● a data amount to be transmitted is smaller than or equal to a first threshold amount allowed to be transmitted in a case that the feeder link is not available, or the network device 120 is operated in a store and forward mode; or

[0219] ● the data amount to be transmitted is larger than or equal to a second threshold amount allowed to be transmitted in a case that the feeder link is not available, or the network device 120 is operated in a store and forward mode.

[0220] In some embodiments, if an establishing cause indicates to establish a connection for a store and forward service (such as, the NAS layer determines a  connection needs to be established for a store and forward traffic) , the terminal device 110 may perform one of the following: skipping the normal access barring check, considering the access to the network device is allowed, initiating the access to the network device, performing the store and forward access check based on other related information.

[0221] In some embodiments, the determination about whether the access procedure of the terminal device 110 is allowed may be made only based on the performing result of the store and forward access check.

[0222] In this event, the terminal device 110 may skip performing an access barring check, and then may determine, based on the performing result of the store and forward access check, whether the access procedure of the terminal device 110 is allowed.

[0223] According to some embodiments of the present discourse, the access control may be achieved by applying predefined rule or a parameter (s) used for restricting the access procedure.

[0224] In some embodiments, if the terminal device 110 does not support the network device 120 operating in a store and forward mode, the terminal device 110 may receive third information from the network device 120. Alternatively, in some embodiments, if the access procedure of the terminal device 110 has determined to be not allowed during the store and forward access check, the terminal device 110 may receive third information from the network device 120. In particular, the third information comprising at least one parameter used for restricting the terminal device 110 from initiating an access procedure during a duration that a feeder link is not available or the network device 120 is operated in a store and forward mode.

[0225] The third information may be transmitted in system information, RRC release message or any other suitable signaling. Further, the third information may be extracted from the present SI. Alternatively, the third information may be extracted from the last / latest SI received when the service link is available. Alternatively, the third information may be extracted from the RRC message received during last connection.

[0226] In some embodiments, in accordance with a determination that the access procedure of the terminal device 110 is not allowed, the terminal device 110 may stop attempting to access the network device 120 during a duration that a feeder link is not  available or the network device 120 is operated in a store and forward mode.

[0227] More example embodiments about store and forward access check will be discussed as below.

[0228] In some embodiments, so long as the network device 110 is operated in the store and forward mode, an initial access procedure of terminal device 110 is not allowed.

[0229] In some embodiments, in a case of store and forward operation, the access procedure of the terminal device 110 which supports the network device 120 operating in a store and forward mode may be prioritized, meanwhile other / barred terminal device still may initiate an initial access during the store and forward operating duration.

[0230] In some embodiments, the network device 120 may adjust the access control parameter to limit the access of the legacy UE, for example, by providing a smaller Barring Factor.

[0231] Reference is now made to FIG. 6A and FIG. 6B, which illustrate signaling flows 600A and 600B of communication in accordance with some embodiments of the present disclosure.

[0232] In FIG. 6A, the store and forward access check is performed before the access barring check. Specifically, at block 610, MO data arrives. At block 615, the terminal device 110 may perform the store and forward access check. If the store and forward access check indicates the access is allowed, at block 620, the terminal device 110 may perform access barring check. Then, if the access barring check indicates the access is allowed, at block 625, the terminal device 110 may determine the access procedure of the terminal device is allowed. Else, at block 630, the terminal device 110 may determine the access procedure of the terminal device is not allowed.

[0233] In some embodiments, the terminal device 110 may consider the access to the cell as not barred only if both the store and forward check and access barring check indicate the access is allowed.

[0234] In some embodiments, the terminal device 110 may perform access barring check if the store and forward check indicates the access is allowed. In some embodiments, the store and forward check indicates the access is allowed if:

[0235] ● the terminal device 110 support store and forward service,

[0236] ● the terminal device 110 is authenticated / authorization to use store and forward service,

[0237] ● the terminal device 110 has registered to the network,

[0238] ● the size of the arriving data fulfills the data size condition (smaller than the allowed maximum size and / or larger than the allowed minimum size) .

[0239] In some embodiments, the terminal device 110 may perform access barring check if the store and forward configuration indicates the access is allowed. Otherwise, the terminal device 110 do not apply access barring check and considered as barred due to store and forward.

[0240] In some embodiments, the terminal device 110 may perform the access barring check and initiate an RRC connection establishment / resume if the access is allowed (i.e., not barred) .

[0241] In FIG. 6B, the access barring check is performed before the store and forward access check. Specifically, at block 650, MO data arrives. At block 655, the terminal device 110 may perform the access barring check. If the access barring check indicates the access is allowed, at block 660, the terminal device 110 may perform a store and forward access check. Then, if the store and forward access check indicates the access is allowed, at block 665, the terminal device 110 may determine the access procedure of the terminal device is allowed. Else, at block 670, the terminal device 110 may determine the access procedure of the terminal device is not allowed.

[0242] In some embodiments, the access conditions associate with the store and forward are checked if the access barring check indicates the access is allowed.

[0243] In some embodiments, the terminal device 110 may perform access barring check. If the result of access barring check indicates the access to the cell is allowed, the terminal device may perform the store and forward access check.

[0244] Reference is now made to FIG. 7A and FIG. 7B, which illustrate example use cases 700A and 700B in which example embodiments of the present disclosure can be implemented.

[0245] In FIG. 7A, the feeder link is not available. In some embodiments, if the  terminal device (IoT device) which does not support the network device operating in the store and forward mode or the pre-Release 19 terminal device (IoT device) is in the RRC-CONNECTED state, the terminal device may be released by the network device 120.

[0246] In some embodiments, if the terminal device (IoT device) which does not support the network device operating in the store and forward mode or the pre-Release 19 terminal device (IoT device) is in the RRC-IDLE state, the access may be barred or deprioritized.

[0247] In some embodiments, if the terminal device (IoT device) which supports the network device operating in the store and forward mode or the Release 19 terminal device (IoT device) is in the RRC-IDLE state, the access may be allowed or prioritized.

[0248] In FIG. 7A, the feeder link is not available at t1 and will be available at t2. In some embodiments, if the data size is larger than the allowed maximum data size, the terminal device 110 may not access to the network device 120 at t1. The terminal device 110 may access to the network device 120 at t2 (the feeder link is available) .

[0249] In some embodiments, the terminal device 110 may skip the normal access barring check. That is, if the store and forward check indicates the access is allowed, the terminal device 110 may skip the normal access barring check, and determine the access procedure is allowed directly.

[0250] In some embodiments, the terminal device 110 may consider the access to the cell as allowed based on the result of the store and forward check regardless of the result of the access barring check. In other words, even the access barring check indicates the access procedure is not allowed, only if the store and forward check indicates the access procedure is allowed, the terminal device 110 may consider the access to the cell as allowed.

[0251] In some embodiments, the terminal device 110 may consider the access to the cell as allowed if:

[0252] ● the terminal device 110 support the network device operating in the store and forward mode,

[0253] ● the terminal device 110 is authenticated / authorization to use the store and forward service,

[0254] ● the terminal device 110 has registered to the network, or

[0255] ● the size of the arriving data fulfills the data size condition.

[0256] In some embodiments, if the store and forward information indicated the access to the cell as allowed according to a set of conditions (and if timer T302 or WaitTimer for store and forward is not running) , the terminal device 110 may consider access to the cell as not barred.

[0257] In some embodiments, if the store and forward operation is enabled, the terminal device 110 shall not initiate the RRC connection establishment / Resume until a valid version of store and forward configurations is obtained.

[0258] In some embodiments, if ab-BarringForSF (an indication in SIB14-NB) is indicated as true, an access attempt is barred if the terminal device 110 do not have a valid version of SIB (with store and forward configurations) .

[0259] In this way, restrictions related to store and forward operation are put for access control. The network may limit the access procedures of the UEs during the store and forward operation, considering support on store and forward service and the data size. Thus, when the feeder link is unavailable, the resource utilization of on-board RAN node is optimized.

[0260] Adjusting an access control parameter (s)

[0261] According to some embodiments of the present discourse, the access control may be achieved by adjusting an access control parameter (s) .

[0262] In operation, the terminal device 110 receives at least one access control parameter configured for a case where the network device 120 is operated in a store and forward mode or a feeder link is not available. Then, in accordance with a determination that the network device 120 is operated in the store and forward mode or the feeder link is not available, the terminal device 110 applies the at least one access control parameter during a connection establishment procedure with the network device 120.

[0263] In some embodiments, the at least one access control parameter comprises at least one of the following:

[0264] ● a parameter of barring factor, or

[0265] ● a parameter of barring time.

[0266] In some embodiments, in accordance with a determination that there is need to establish a connection with the network device 120 due to store and forward traffic, the terminal device 110 applies the at least one access control parameter.

[0267] In some embodiments, one or more access control parameters may be adjusted based on the store and forward information (the first / second information as discussed above) .

[0268] In some embodiments, the terminal device 110 may determine to use the access control parameters configured for the store and forward scenario based on store and forward information, such as,

[0269] ● the terminal device 110 supports store and forward service,

[0270] ● the terminal device 110 is authenticated / authorization to use store and forward service,

[0271] ● the terminal device 110 has registered to the network,

[0272] ● the size of the arriving data fulfills the data size condition (smaller than the allowed maximum size and / or larger than the allowed minimum size) .

[0273] In some embodiments, the access control parameters configured for store and forward service may be: a new BarringFactor for store and forward (may be smaller than the normal BarringFactor) and a new BarringTime for store and forward (may be smaller than the normal BarringTime) .

[0274] In some embodiments, if the corresponding bit for any of the Access Classes 12, 13 or 14 in the ac-BarringForSpecialAC contained in "AC barring parameter" is not set to zero: draw a random number 'rand' uniformly distributed in the range: 0 ≤ rand < 1. Further, if 'rand' is lower than the value indicated by BarringFactor-SF: consider access to the cell as not barred; else, consider access to the cell as barred.

[0275] In some embodiments, if access to the cell is barred and both timers T302 and "Tbarring" are not running: draw a random number 'rand' that is uniformly distributed in the range 0 ≤ rand < 1; start timer "Tbarring" with the timer value calculated as follows, using the ac-BarringTime included in "AC barring parameter" : "Tbarring" = (0.7+ 0.6 *rand) *ac-BarringTime.

[0276] Other example access control parameters are illustrated in below.

[0277] In this way, with the separate set of access control parameters configured for store and forward, the access during the store and forward operation may be well handled.

[0278] New establishing cause

[0279] In some embodiments, the NAS layer may determine to initiate to establish a connection and may indicate an establishing cause to the AS layer. In some embodiments, the NAS may understand that this connection is established for a store and forward service. If so, the NAS may provide an establishing cause indicating the store and forward service to the AS layer.

[0280] In some embodiments, for establishing cause indicating store and forward, the terminal device 110 may skip normal access check.

[0281] Additionally, in some embodiments, for establishing cause indicating store and forward, skip normal access check if wait timer is not running.

[0282] In some embodiments, if the terminal device 110 is establishing the RRC connection for store and forward (for MO calls, MO signalling, or MT calls) : if timer  T302 or WaitTimer for store and forward is running: inform upper layers about the failure to establish the RRC connection or failure to resume the RRC connection with suspend indication and that access barring for store and forward is applicable, upon which the procedure ends; else, consider access to the cell as not barred) .

[0283] In some embodiments, for establishing cause indicating store and forward, the terminal device 110 may perform the access barring check based on one or more access control parameters configured for store and forward.

[0284] In some embodiments, the one or more access control parameter configured for store and forward may be one or more adjusted access control parameters as discussed above. Specifically, for establishing cause indicating store and forward, the terminal device 110 applies the at least one access control parameter configured for the store and forward during a connection establishment procedure with the network device 120.

[0285] In some embodiments, the one or more access control parameter configured for store and forward may be a parameter of barring factor or a parameter of barring time.

[0286] It should be understood that the one or more access control parameter may be any suitable parameter as discussed herein. The present discourse is not limited in this regard.

[0287] In some embodiments, if the terminal device 110 is establishing the RRC connection for store and forward, or the establishment Cause received from higher layers indicating store and forward operation: perform access barring check based on access control parameters for store and forward.

[0288] First barring time

[0289] According to some embodiments of the present discourse, the access control may be achieved by a first barring time. Additionally, the first barring time may be implemented as a first barring timer.

[0290] In some embodiments, due to the performing result of the store and forward access check indicates that the access procedure of the terminal device 110 is not allowed, the terminal device 110 may determine the access procedure of the terminal  device 110 is not allowed. In some embodiments, the terminal device 110 may inform an upper layer of the terminal device 110 that the access procedure is not allowed due to the store and forward access check (e.g., as a failure cause) .

[0291] Alternatively, or in addition, in some embodiments, the terminal device 110 may determine a time length for a first barring timer based at least in part on the time information associated with a duration within which the feeder link is not available or the network device 120 is operated in a store and forward mode.

[0292] In some embodiments, if the access is barred due to store and forward, the upper layers may be informed about the failure to establish the RRC connection or failure to resume the RRC connection with a suspend indication.

[0293] In some embodiments, the Tbarring calculation may be improved. That is, the Tbarring calculation may consider the time information of store and forward operation. As discussed above, the time information may be comprised in the second information and indicated by the network device 120.

[0294] In some embodiments, a starting time of store and forward operation, and / or a time duration within which the store and forward operation has already applied, and / or an ending time / duration of store and forward operation may be indicated.

[0295] In some embodiments, a wait time for the store and forward operation may be deduced based on the time information of the store and forward operation.

[0296] In some embodiments, if the access to the cell not allowed due to store and forward, set backoff time based on a configured wait time for store and forward. In some embodiments, Tbarring-SF = wait time due to store and forward. Alternatively, Tbarring-SF = wait time due to store and forward + Tbarring.

[0297] In some embodiments, in a case of the access to the cell is barred and both timers T302 and "Tbarring" are not running, if the access to the cell is barred due to store and forward and sf-WaitTime is configured, draw a random number 'rand' that is uniformly distributed in the range 0 ≤ rand < 1; start timer "Tbarring" with the timer value calculated as follows, using the ac-BarringTime and / or sf-WaitTime: "Tbarring-SF" = sf-WaitTime + (0.7+ 0.6 *rand) *ac-BarringTime. In some embodiments, Tbarring may set to T303, T305, T306, T308.

[0298] In this way, the Barring UE for extend period considering the ongoing store  and forward operation. This may avoid frequent access attempts from the UE, and thus power saving may be achieved.

[0299] Second barring time

[0300] According to some embodiments of the present discourse, the access control may be achieved by a second barring time. Additionally, the second barring time may be implemented as a second barring timer.

[0301] Reference is now made to FIG. 8. The access to the cell is barred during the duration T from t0 to t1.

[0302] In operation, the terminal device 110 receives a time configuration of store and forward from the network device 120.

[0303] The terminal device 110 starts a second barring timer based at least in part on the time configuration of store and forward, wherein if the second barring timer is running, an access procedure to the network device 120 is restricted.

[0304] In some embodiments, a time length of the second barring timer is determined based on at least one of the following:

[0305] ● a time length indicated by the time configuration, or

[0306] ● a duration within which a feeder link is not available or the network device 120 is operated in a store and forward mode.

[0307] In some embodiments, a time length of the second barring timer is determined by drawing a random time length based on at least one of the following: a time length indicated by the time configuration, or a duration within which a feeder link is not available or the network device is operated in a store and forward mode. For example, draw a random time length between the length of the duration within which a feeder link is not available and the time length indicated by the time configuration.

[0308] In some embodiments, the terminal device 110 may start a timer T302, wherein a time length of the timer T302 is determined based on at least one of the following:

[0309] ● a time length of the timer T302 configured by the network device 120,

[0310] ● a time length indicated by the time configuration, or

[0311] ● a duration that a feeder link is not available or the network device 120 is operated in a store and forward mode.

[0312] In some embodiments, a time length of the timer T302 is determined by drawing a random time length based on at least one of the following: a time length indicated by the time configuration or a duration within which a feeder link is not available or the network device is operated in a store and forward mode.

[0313] In some embodiments, the terminal device 110 may start the second barring timer upon one of the following:

[0314] ● a reception of the RRC message, or

[0315] ● a determination that the network device 120 is operated in a store and forward mode or the feeder link is not available.

[0316] In some embodiments, the terminal device 110 may stop the second barring timer upon one of the following:

[0317] ● entering an RRC connection state,

[0318] ● a cell re-selection,

[0319] ● a reception of an RRC early data complete message,

[0320] ● a reception of an RRC connection release,

[0321] ● a reception of an RRC connection reject message,

[0322] ● a determination that the network device 120 is not operated in a store and forward mode or the feeder link is available.

[0323] In some embodiments, the time configuration is comprised in one of the following:

[0324] ● a radio resource control (RRC) connection release message,

[0325] ● an RRC connection reject message, or

[0326] ● an RRC early data complete message.

[0327] In some embodiments, the RRC message comprising a cause indicating the terminal is released or rejected by the network device 120 due to the network device 120 is operated in a store and forward mode or the feeder link is not available.

[0328] In some embodiments, an access stratum layer of the terminal device 110 may inform the cause to a non-access stratum layer of the terminal device 110.

[0329] In some embodiments, the terminal device 110 may use time information of the store and forward operation to adjust Timer T302.

[0330] In some embodiments, upon reception of RRCConnectionReject while performing RRC connection establishment or reception of RRCConnectionRelease including waitTime, the terminal device 110 may start timer T302 with the value determined based on legacy wait time and the time information of store and forward operation. As one example, timer T302 for store and forward = T302 + store and forward operation duration.

[0331] In some embodiments, the terminal device 110 may start timer T302 based on the time information of store and forward operation, i.e., start at the end time of the store and forward operation duration.

[0332] In some embodiments, the value of wait time of store and forward may be independent from timer T302, i.e., the value of wait time of store and forward has an independent value.

[0333] In some embodiments, a configuration of store and forward wait time is included in RRC connection release, RRC connection reject, or RRCEarlyDataComplete message.

[0334] In some embodiments, upon receiving the RRC connection release, RRC connection reject, or RRCEarlyDataComplete message, if the configuration of wait time is present, forward to upper layers.

[0335] In some embodiments, the terminal device 110 may start the timer with the configured value. Alternatively, in some embodiments, the terminal device 110 may start the timer based on the value of store and forward wait time and time information of the store and forward operation.

[0336] In some embodiments, the terminal device 110 may start the timer based on the value of WaitTime-SF minus the time duration within which the store and forward operation has already applied.

[0337] In some embodiments, the terminal device 110 may start the timer based on  a random value which may be determined based on the value of store and forward wait time and time information of the store and forward operation.

[0338] In some embodiments, the wait timer is started upon reception of RRCConnectionReject while performing RRC connection establishment or reception of RRCConnectionRelease including waitTime.

[0339] In some embodiments, the wait timer is started based on time information of store and forward operation: i.e., upon start of the store and forward operation.

[0340] In some embodiments, the wait timer is started based on other conditions for UE deducing a store and forward wait time.

[0341] In some embodiments, the other condition may be a release cause. Specifically. Specifically, in accordance with a determination that the release cause indicates store and forward operation is applied (e.g., network may release UE do not authenticated / authorized for store and forward service upon losing the feeder link) , the wait timer is started.

[0342] Alternatively, in some embodiments, the other condition may be an SI. Specifically, in accordance with a determination that the SI indicates store and forward operation (the feeder link is not available for the time, the wait timer is started.

[0343] In some embodiments, the wait timer may be stopped upon entering RRC_CONNECTED and upon cell re-selection, or upon reception of RRCEarlyDataComplete or RRCConnectionRelease for UP-EDT or RRCConnectionRelease for UP transmission using PUR, or upon reception of RRCConnectionReject message for E-UTRA / 5GC, or upon the end of the store and forward operation.

[0344] In some embodiments, upon expiry of the timer, inform upper layers about barring alleviation.

[0345] In some embodiments, during the running of the timer, if the terminal device 110 is establishing the RRC connection for mobile terminating calls and if the timer is running, inform upper layers about the failure to establish the RRC connection or failure to resume the RRC connection with suspend indication and that access barring for mobile terminating calls is applicable, upon which the procedure ends.

[0346] In some embodiments, during the running of the timer, the terminal device 110 may consider access to the cell as barred during access barring check.

[0347] In some embodiments, the terminal device 110 may consider access attempt as barred during unified access control.

[0348] In this way, extend WaitTime considering store and forward operation, to prevent further access attempts during store and forward.

[0349] In some embodiments, the network device 120 may provide new release cause indicating the connection release is related to store and forward operation.

[0350] In some embodiments, if the release cause indicating store and forward operation, indicate the upper layer of the release cause (from AS layer to NAS layer) .

[0351] In this way, unnecessary access attempts during store and forward operation may be avoided and thus the access signaling overhead is saved.

[0352] In some embodiments, if timer expires or is stopped, perform one of the following:

[0353] ● informing upper layers about barring alleviation for all establishment type;

[0354] ● informing upper layers about barring alleviation for mobile terminating access;

[0355] ● informing upper layers about barring alleviation for mobile originating calls if timer T303 is not running;

[0356] ● informing upper layers about barring alleviation for mobile originating signalling if timer T305 is not running;

[0357] ● informing upper layers about barring alleviation for mobile originating CS fallback if timer T306 is not running;

[0358] ● informing upper layers about barring alleviation for ACDC if timer T308 is not running.

[0359] In some embodiments, if enabled by the network device 120, the terminal device may determine the second barring time (or start the second barring timer) based on the time information of store and forward.

[0360] Scattering access procedures

[0361] When a plurality of terminal devices are located in the coverage of the network device, and the access procedures of these terminal devices are barred due to store and forward, upon the feeder turning into available, many terminal devices may initiate the access procedures at the same time, which causes excessive signaling load on the network device 120.

[0362] According to some embodiments of the present discourse, the access control may be achieved by the NAS layer, such that an excessive signaling load on the network device 120 upon an ending of the store and forward operation may be avoided. In this event, the core network device may provide related configuration parameter.

[0363] In addition to scattering the access procedures of the terminal devices by the NAS layer, the access procedures of the terminal devices also may be scattered by the AS layer. In this event, the network device 120 may provide related configuration parameter.

[0364] In operation, the terminal device 110 determines that the network device 120 is not operated in a store and forward mode, or the feeder link is available, wherein the terminal device 110 has not been accessed to the network device 120. Then, the terminal device 110 may determine a time offset during which an initiation of an access procedure is restricted.

[0365] In some embodiments, the time offset is determined based on a threshold offset determined by the network device 120 or the core network device 130.

[0366] In some embodiments, a parameter may be provided which enables UEs to initiate access at scattered times.

[0367] In some embodiments, this parameter (e.g., time parameter) may be provided by the core network device to the terminal device (e.g., when the feeder was available) , or may be provided by the network device 120 to the terminal device 110.

[0368] In this case, the core network device (or the network device 120) may determine this time parameter based on the network configuration, prioritized users and prioritized services. The core network device may send the maximum time offset to individual UEs during the attach or TAU procedures, or the network device 120 may send the maximum time offset to individual UEs via such as SI or RRC signalling.

[0369] In some embodiments, the time parameter may be a maximum time offset  controlling when terminal devices are allowed to initiate NAS signaling with the network.

[0370] In some embodiments, if the terminal device 110 receives this maximum time offset from the network in an attach or TAU Accept, the terminal device 110 shall replace any previously received maximum time offset (on the same RAT type and PLMN with this one) .

[0371] Upon ending of the store and forward operation, the terminal device 110 may set a wait timer value to a random value up to and including the latest Maximum Time Offset (for this PLMN and RAT type) , and starts this timer. The terminal device 110 is not allowed to initiate any access procedure (on that RAT Type and PLMN) while wait timer is running.

[0372] Example Methods

[0373] FIG. 9 illustrates a flowchart of a communication method 900 implemented at a terminal device in accordance with some embodiments of the present disclosure. For the purpose of discussion, the method 900 will be described from the perspective of the terminal device 110 in FIG. 1.

[0374] At block 910, during a connection establishment procedure with a network device, the terminal device may perform a store and forward access check based on at least one of the following: first information comprising at least one first store and forward parameter, wherein the first information is maintained at a core network; or second information comprising at least one second store and forward parameter, wherein the second information is configured by the network device.

[0375] At block 920, the terminal device may determine, based at least in part on a performing result of the store and forward access check, whether an access procedure of the terminal device is allowed.

[0376] In some example embodiments, the terminal device may if the performing result of the store and forward access check indicates the access procedure of the terminal device is allowed, perform an access barring check; and determine whether the access procedure of the terminal device is allowed based on a performing result of the access barring check.

[0377] In some example embodiments, the terminal device may perform an access barring check; and if a performing result of the access barring check indicates the access procedure of the terminal device is allowed, perform the store and forward access check; and determine whether the access procedure of the terminal device is allowed based on the performing result of the store and forward access check.

[0378] In some example embodiments, the terminal device may determine that the access procedure of the terminal device is allowed if the performing result of the store and forward access check and the performing result of the access barring check indicate the access procedure of the terminal device is allowed, or determine that the access procedure of the terminal device is not allowed if the performing result of the store and forward access check indicates the access procedure of the terminal device is not allowed.

[0379] In some example embodiments, the terminal device may determine that the access procedure of the terminal device is allowed if at least one of the following: an establishing cause indicates to establish a connection for a store and forward service; the first information indicates the terminal device has been authorized to be served in a case that a feeder link is not available or the network device is operated in a store and forward mode; the first information does not indicate the access procedure of the terminal device is not allowed when the network device is operates in a store and forward mode; the terminal device supports a delay tolerate service; the terminal device supports an interrupt tolerate service; the terminal device supports the network device operating in a store and forward mode; the terminal device has registered in the core network; a data amount to be transmitted is smaller than or equal to a first threshold amount allowed to be transmitted in a case that the feeder link is not available, or the network device is operated in a store and forward mode; or the data amount to be transmitted is larger than or equal to a second threshold amount allowed to be transmitted in a case that the feeder link is not available, or the network device is operated in a store and forward mode.

[0380] In some example embodiments, the terminal device does not support the network device operating in a store and forward mode, or the access procedure of the terminal device has determined to be not allowed during the store and forward access check, and wherein the processor is further configured to cause the terminal device to: receive, from the network device, third information comprising at least one parameter  used for restricting the terminal device from initiating an access procedure during a duration that a feeder link is not available or the network device is operated in a store and forward mode.

[0381] In some example embodiments, in accordance with a determination that the access procedure of the terminal device is not allowed, the terminal device may stop attempting to access the network device during a duration that a feeder link is not available or the network device is operated in a store and forward mode.

[0382] In some example embodiments, the terminal device may skip performing an access barring check; and determine, based on the performing result of the store and forward access check, whether the access procedure of the terminal device is allowed.

[0383] In some example embodiments, the terminal device may determine the access procedure of the terminal device is not allowed due to the performing result of the store and forward access check indicates that the access procedure of the terminal device is not allowed; and performing at least one of the following: informing an upper layer of the terminal device that the access procedure is not allowed due to the store and forward access check, or determining a time length for a first barring timer based at least in part on the time information associated with a duration within which the feeder link is not available or the network device is operated in a store and forward mode.
