[0032] In 3GPP release 19, a new work item is approved to specify how to control UE Radio Access Technology (RAT) utilization proactively. Because current mechanism to limit UE utilization of certain RAT employed by network operators involves rejecting the UE’s attach / Tracking Area Updating (TAU) request or the registration request with cause value #15 ‘no suitable cells in tracking area’ extended with value ‘E-UTRAN not allowed’ or #27 ‘N1 mode not allowed’ upon UE attempts to attach / register via a specific RAT. However, this existing mechanism resulted in e.g., higher signaling loads within the network, service outage until the UE selects another RAT, and UE keeping re-attempting on the same public land mobile network (PLMN) / RAT upon the UE re-enabling the corresponding RAT. Therefore, methods to update RAT utilization restriction information are required.

An equivalent PLMN is a PLMN that is considered equivalent to a current serving PLMN for a UE. The examples given below are based on EPS and 5GS procedures. However, the proposed methods are not limited to EPS and 5GS and can be used also in 2G System, 3G System, 6G System and beyond.
