1. An anomaly detection system comprising: a first motion detection unit that detects human motion exceeding a motion threshold using a non-contact sensor; a presence location determination unit that, if motion exceeding the motion threshold is detected, determines whether a person is present in a location where the non-contact sensor can detect human motion below the motion threshold; a second motion detection unit that, if it is determined that a person is present in a location where human motion below the motion threshold can be detected, detects human motion below the motion threshold; and an anomaly determination unit that, if motion below the motion threshold is not detected, determines that an anomaly has occurred in the person.

2. The abnormality detection system according to claim 1, wherein the abnormality detection unit determines that an abnormality has occurred in a person if it fails to detect movement below the movement threshold for a predetermined period of time.

8. The abnormality detection method according to claim 7, wherein if movement below the aforementioned movement threshold cannot be detected for a predetermined period of time, it is determined that an abnormality has occurred in the person.

9. The abnormality detection method according to claim 7, further comprising requesting rescue if it is determined that an abnormality is occurring in the person.

An anomaly detection method comprising: detecting human movement exceeding a human movement threshold using a non-contact sensor installed in a room; determining, if movement exceeding the movement threshold is detected, whether a person is present in a location where the non-contact sensor can detect human movement below the movement threshold; determining that no human presence can be detected in a location where human movement below the movement threshold can be detected, and if no movement exceeding the movement threshold is detected for a predetermined time, checking whether there is a history of the person leaving the room; and determining that an anomaly has occurred in the person if there is no history of the person leaving the room.

The abnormality detection method according to claim 10, wherein, if there is no record of a person leaving the room, it is determined that an abnormality has occurred in the person after a predetermined time has elapsed since the time when no movement exceeding the movement threshold was detected.
