[Solution] An information generation device corresponding to a first application, comprising: a receiving unit that receives first information transmitted via a ground station by a first application installed on a user terminal and second information transmitted via a satellite station by a second application installed on a user terminal; a generating unit that generates related information relating to the user who owns the user terminal based on the first information and generates related information relating to the user who owns the user terminal based on the second information; and a transmitting unit that transmits the related information relating to the user who owns the user terminal, generated based on the second information, to an information terminal.
